About this file
This is a Justification and Approval for Other Than Full and Open Competition document for a simplified acquisition under the $350,000 threshold. The National Park Service (NPS) is procuring a CoStar Realty Suite Software one-year license for five users, with four option years. The estimated value for the first year and total option year costs are redacted in the document. The procurement is dated December 18, 2025, with PR Number 0044034742.
The justification asserts that only one responsible source exists—CoStar—to meet NPS requirements for commercial property market data. Market research identified five potential vendors (CoStar, Loopnet, REIS by Moody's Analytics, CompStak Exchange, and the Multiple Listing Service), but only CoStar and MLS provide finalized transaction data. MLS was determined unsuitable because it is a regional database limited to residential properties with insufficient commercial property coverage, requires membership in approximately 600 separate MLSs nationwide, and is inaccessible to NPS as a non-brokerage entity. CoStar tracks approximately 6 million properties and 129 billion square feet of inventory, enabling NPS to establish market rent rates for tenant properties. No competing offers were received. The acquisition was initiated on February 3, 2026, and approved by Contracting Officer Rafael Q. Gumbs on February 6, 2026. A warranted individual one level above the Contracting Officer was required to review and approve the justification.

Explain: CoStar is the purveyor of market data for commercial properties in the primary, secondary, and tertiary markets. They track approximately 6 million properties, 129 billion square feet of inventory, and 1 million listings for sale or rent across the entire United States. Since the National Park Service is responsible for charging its tenants market rent, it can use CoStar’s sale and lease comparables to understand rental rates and lease concessions to value its own inventory of properties.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
An online search of companies that provide commercial market data was conducted. We identified approximately five (5) companies that could potentially meet our needs. Those companies were CoStar, Loopnet, REIS by Moody’s Analytics, CompStak Exchange, and the Multiple Listing Service (“MLS”).
While all five (5) companies advertise commercial real estate properties and asking rental rates, only CoStar and the MLS provide data for transactions once they have closed or been finalized. The only other company that could potentially compete with CoStar is the Multiple Listing Service (MLS).
An MLS is a regional database of residential properties only available to brokers. There are approximately 600 MLSs in the United States. Occasionally, a realtor will add a commercial property to the MLS, but there are not enough commercial properties to obtain accurate or complete information to meet the needs of the National Park Service (“NPS”). Also, since the MLS is regional, it would require membership in each of the 600 MLSs in order to access its data. Since the NPS is not a brokerage, it cannot access this data.
No offers were received and no other companies expressed an interest.
