Solicitation Number 140P2125R0007 Amendment Number 00001
Description of Amendment/Modification Outdoor Exhibit Planning and Design Services for
Golden Spike National Park
The purpose of this amendment is to extend the proposal due date and respond to questions received by the date and time specified in Solicitation Number 140P2125R00007 – Outdoor Exhibit Planning and Design Services for Big Thicket National Preserve. The government response is provided below each question.
1. General: Will this project incorporate consultation from outside groups?
RESPONSE: Yes, the government will conduct government-to-government consultation with affiliated tribal nations, and may also consult with local Chinese- American groups and other descendants of Transcontinental Railroad workers. The government will be responsible for conducting the consultations, and will provide feedback from these groups as part of the official review and comments from the government.
2. Page 9 of 78: The RFP states that “the contractor shall consider use of digital app-based content delivery.” Shall we assume that the content would be integrated into and delivered through the NPS app? Or should we consider the design of a standalone app for this project?
RESPONSE: Yes, assume that content delivery will be through the NPS app.
3. Page 18 of 78: The RFP notes that exhibits should not require major construction or foundations for support. Are there any current foundations that can be used to anchor new exhibits in the areas outlined under space allocation?
RESPONSE: In general, so, there are not current foundations for anchoring new exhibits. The contractor shall plan for exterior exhibits to be installed following Wayside Exhibit standards for in-ground installation (or in some cases, sled bases). See https://www.nps.gov/subjects/hfc/upload/Wayside-Guide-First-Edition.pdf, Section C.
In select locations, such as the pavilion outside the Visitor Center, existing concrete pads can be attached to for non-Wayside-style exhibits such a raised relief map models, or other structures. New concrete pads and new foundations are not within the scope of this project, and will not be provided by the government.
4. Page 68 of 78: Can the samples of work include exhibit planning and design projects that are completed, but not yet installed? Or must the examples be projects that are completed and installed? Page 72 indicates that “samples shall represent work which is either on-going or has been completed,” but page 68 notes “date of installation” as required information.
RESPONSE: Yes, samples of work may include completed planning & design work that is not yet installed. For “date of installation” please not date of Planning & Design completion, and provide anticipated date of installation, if known.
5. Per 22.3, “The offeror shall complete the included Past Performance Questionnaire for three (3) completed, or substantially completed, projects performed by the prime contractor and proposed subcontractors within the last five (5) years for efforts that are similar in scope, complexity, and nature to this project.” Does each subcontractor need to submit 3-5 past performance questionnaires, or is the prime contractor responsible for providing that information?
RESPONSE: Yes, Past Performance shall be submitted for subcontractors as well.
6. For writing samples described in 21.1, “The sample shall be presented as designed within a graphic layout to demonstrate how the writing is integrated and incorporated with image and design, and including enlargements as necessary to ensure all text is legible.” In contexts where the exhibit writer is not the exhibit designer, will you accept text samples outside of layout? Similarly, if the prime contractor has not engaged with exhibit writing, are they able to submit graphic panels with client-provided interpretation?
RESPONSE: The exhibit writer need not also be the exhibit designer, but during the planning & design process, writing and graphic design should merge and become a single, cohesive, final product. For the writing samples, the government will evaluate the writing in the context of the design. If text samples are provided outside of the graphic layout, this would be a deviation, and shall be noted as such, with justification.
Writing samples should be submitted from the proposed exhibit writer for the GOSP Exhibit project; therefore, samples that were prepared with client-provided interpretive text will not be accepted.
7. In reading through the Evaluation Factors (beginning on Solicitation page 68), are samples of work limited to 20 pages each or combined?
RESPONSE: Samples of work shall be limited to 20 pages combined for Factor A (overall project samples), and 20 pages combined for Factor B (writing and Digital UX/AR/VR samples).
8. In 2.8.5.e. original artwork and illustration is assigned to the Production Budget. Can some custom illustration be included in the Design phase if provided by in-house Design team personnel? With the understanding Rights Usage would be secured and transferred to NPS in the same manner non-illustrative image acquisitions would be handled.
RESPONSE: Yes, custom illustration can be included during the planning & design phase by any means (in-house or subcontracted), as long as this fits within the firm-fixed price of the planning & design contract.
9. 23.1 Volume I – Technical Capability, B. Factor B: Key Personnel Samples, ii. Can the Digital UX/AR/VR Designer assume collaboration with NPS is possible in the form of hosting some digital content on the Golden Spike National Park government website and/or NPS mobile app?
RESPONSE: Yes, digital content shall be hosted on the NPS Mobile App, or the GOSP website. Coordination with the NPS Digital team will be required, and shall be facilitated by the government.
