About this file

This document is a Scope of Work (SOW) for hazard pruning operations at the National Mall and Memorial Parks, specifically focusing on the North and South Elm Walks area. The project requires a contractor to perform comprehensive tree pruning services within a defined operational area bounded by 17th St. NW, Lincoln Memorial, and extending 20 feet north and south of the Elm Walks. Key technical requirements include crown raising to 10 feet above sidewalks, maintenance pruning to remove deadwood and diseased limbs, crown reduction, and creating clearance around infrastructure like lights, statues, and traffic devices.

The period of performance is from September 30, 2025, to February 10, 2026, with work to be conducted on National Park Service duty days. The contractor must employ an on-site ISA Certified Arborist, use proper protective equipment, comply with ANSI standards, and follow strict environmental and safety protocols. All work must be performed using turf protection mats, with careful consideration for root zones and minimal disruption to park activities. The contractor will be required to provide a detailed work log and submit invoices through www.ipp.gov within 30 days of service completion.
