About this file

This Statement of Work details the National Park Service's (NPS) procurement of a one-year subscription to Enverus Power and Renewables (P&R) Foundations & Project Tracking with Fusion. The subscription will provide comprehensive data on power generation and transmission facilities across the United States, supporting NPS's efforts to understand and reduce impacts on park lands and implement executive orders related to energy development. The contract covers a single base year from September 24, 2025, through September 23, 2026, with a firm fixed price and will be awarded as a sole source contract.

The Enverus subscription will deliver critical information including reliable data on existing and proposed power generation facilities (solar, wind, battery storage, coal, nuclear, petroleum, geothermal, natural gas, and waste incineration), transmission lines, grid connection studies, and project approval likelihood. Key features include the ability to upload park boundaries, track facility proximity to NPS resources, analyze interconnection queues for Regional Transmission Organizations and Independent System Operators, and provide analytics widgets for visualizing power generation and transmission environments. Invoicing will be processed through the U.S. Department of the Treasury's Invoice Processing Platform (IPP), with full access granted immediately upon payment.

Statement of Work NPS Second Subscription to Enverus

1. OBJECTIVE

This statement of work is for a single year contract for a subscription to Enverus Power and Renewables (P&R) Foundations & Project Tracking with Fusion. The cost is for one-year access to the information required by the NPS. This statement of work is for one year of a new sole source contract for the Enverus Power and Renewables (P&R) Foundations & Project Tracking with Fusion subscription.

2. DESCRIPTION OF WORK (Applicable to Base and All Option Periods)

The NPS requires information that provides a comprehensive and holistic view of the power generation and transmission industry across the U.S. to understand and reduce impacts to NPS units and program lands, and to implement Executive Order 14156, Executive Order 14154 and Secretarial Orders 3417 and 3418. This will enable early work with developers to address NPS concerns and fast track the development of their projects to provide a reliable, diversified, growing, and affordable supply of energy. The information Enverus provides includes valuable electric generation information for thermal power, including coal, nuclear, petroleum, geothermal, natural gas, waste incineration plants, solar, wind and battery storage projects and the associated gen-ties and transmission lines that are necessary for all electrical grid functioning. NPS also requires information on energy production outputs and the likelihood of approval for these power resources to connect to the grid to prioritize our efforts to conserve NPS units, program lands and overall resources, consistent with NPS mandates. Enverus Power and Renewables (P&R) Foundations & Project Tracking with Fusion, enables access to the largest thermal and renewable projects and transmission line data sets in the United States, including the ability to upload park boundaries, providing users with the ability to compare energy projects with NPS units and program lands and via the collected information on the grid connection approval process to understand which projects are likely to move forward and where to best focus our limited resources. Comprehensive project and company information, alerts, simple analytics tools, and grid connection approval timelines and calculations for success or withdrawal deliver critical information resulting in better, faster decisions and providing relevant information to the agency. The NPS has an urgent need for acquiring access to the Enverus P&R Foundations & Project Tracking with Fusion subscription. The key requirements that must be met are comprehensive national coverage, unlimited access, and deliverables such as grid connection studies and approval updates.

3. DELIVERABLES

The NPS will acquire access to the Enverus P&R Foundations & Project Tracking with Fusion subscription for a one-year period. Specifically, the Enverus Foundations subscription provides the following deliverables:

• Provide reliable and timely information for proposed and existing power generation facilities including solar, wind, battery storage, coal, nuclear, petroleum, geothermal, natural gas, and waste incineration projects.

• Provide reliable and timely information for proposed and existing transmission lines and collector systems, including locational, company, and grid connection data.

• Provide the ability for NPS to upload park and program land boundaries to the Enverus system with Fusion so that we can track the proximity of the existing and proposed generation and transmission facilities to NPS resources.

• Required studies and approvals: Provide timely, accurate data on the steps in the interconnection queues for each of the U.S. Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs). This includes critical information on each of the required studies and approvals that must be obtained before a transmission line can connect to the grid.

• Success analysis: provide analysis of the likelihood of success or project withdrawal based on Enverus analysis algorithms so NPS can focus its limited resources where we will have the most positive impact.

• Analytics Widgets: Provide the ability to derive insights quickly using robust visualizations and analytics that can be shared to increase bureau understanding of the changing power generation and transmission environment and how best to utilize our staff resources.

4. PERIOD OF PERFORMANCE

The period of performance shall include a single base year. This statement of work is for: September 24, 2025 thru September 23, 2026

5. TRAVEL
