About this file

This document is an amendment to Solicitation Number 140P2124R0083 for Exterior Exhibit Planning and Design for Golden Spike National Historic Site. The amendment responds to questions received by the specified due date. Key details include:

This is a planning and design contract, not for fabrication. The scope is for exterior exhibits at Golden Spike National Historic Site, not Red Hills Visitor Center at Saguaro National Park as previously noted. The interior visitor center exhibits were planned and designed by The Design Minds in 2017 for $165,051, but have not yet been fabricated.

The amendment provides information on cell service and WiFi availability at various exhibit sites, clarifies the types of exhibit methods to be considered, confirms the $510,000 - $525,000 production budget is for fabrication only, and states that existing park maps are available in Adobe Illustrator, JPEG, and PDF formats. Exhibits shall avoid the need for major structural supports or foundations.

Solicitation Number 140P2124R0083 Amendment 0001

Description of Amendment Exterior Exhibit Planning and Design for Golden Spike National Park

The purpose of this amendment is to respond to questions received by the date and time specified in Solicitation Number 140P2124R0083 – Exterior Exhibit Planning and Design for Golden Spike National Park. The government response is provided below each question.

1. Please clarify the scope of work. Is this contract for planning and design only? Or is fabrication also included? SF 1449 states "Provide all services including labor, materials, equipment, facilities, and travel (except as otherwise specified) to provide the NPS with Exterior Exhibit planning, design fabrication, and installation services in accordance with the attached Scope of Work and Attachments." However, the SOW, deliverables, schedule, etc further into the details of the solicitation seem to focus only on planning and design.

Response: This project is for the Planning & Design of Exterior Exhibit at Golden Spike National Historic Site.

2. Please clarify that this is a project for Golden Spike NHS (not Red Hills Visitor Center at Saguaro National Park as noted in page 1, paragraph 4 of the solicitation.).

Response: This project is for the Planning & Design of Exterior Exhibit at Golden Spike National Historic Site.

3. Section 1.0 Project Background refers to new exhibits in the visitor center and complementing that interpretation.

• Who designed those exhibits?

Response: Interior Visitor Center exhibit Planning & Design was completed by The Design Minds in June 2023.

• What was the design contract award amount?

Response: The original Planning & Design contract was awarded in September 2017 for $165,051.

• Who fabricated those exhibits?

Response: Interior Visitor Center exhibits have not yet been fabricated.

• Will you share those design documents?

Response: Final documents for the Interior Visitor Center exhibits will be made available upon award.

4. Do any of the planned wayside sites have reliable cell service?

Response: Most of the areas around the visitor center that are planned for exterior exhibits have reliable cell service that is adequate for calls, texting, NPS app, video streaming, etc. Those areas include:

• Last Spike Site and out to the current waysides

• North Interpretation Shelter and picnic area

• The VC back patio and adjacent waysides

• The Bison Sculpture in front of the VC.

• The Monument to Thier Memory Sculpture adjacent to the VC parking area.

• Courtyard, patios and obelisk/monument in front of visitor center.

• Lawn and seating area in front of the Admin building adjacent to the visitor center.

See Reference Map, attached, for location of these sites.

5. Do all of the planned wayside sites have reliable cell service?

Response: No. Not all of the planned sites for exterior exhibits have reliable cell service.

• West Auto Tour: No cell service at any of the existing or potential display locations.

• East Auto Tour: Not reliable to non-existent, could not even pull up the NPS APP at Chinese

Arch or at the Last Cut parking or waysides.

• Big Fill Wayside Pull Out (at the bottom of the hill before you climb into Promontory Valley): Not reliable to non-existent.

• Big Fill Walking Trail: Currently hosts an Oncell audio tour accessible by cell phone. Cell service is adequate to support the points of interest that are identified along the trail.

6. Does the Visitor Center have high speed WiFi visitors could use to download an app?

Response: No, the visitor center does not have WiFi available to visitors, and cell service is weak in the INTERIOR of the building due to rock walls.

7. Is this a total of 14 waysides, 2 audio tours, and ? number of digital/AR experiences integrated into the 14 waysides?

Response: No, not necessarily. This is not an Exhibit Wayside project. This is an exterior exhibit project. Solutions may include typical NPS waysides and trailheads, but, per Section 2.8.1 Exhibit Methods: “The contractor shall evaluate, recommend, and propose techniques for exterior exhibits that best convey interpretive content at each exterior site. … Exhibits shall not be limited to waysides, but shall avoid the need for the construction of major structural supports or foundations.”

A single, typical NPS wayside may be appropriate to convey interpretive content at some of the sites within the park. At other sites, multiple panels, relief models, maps, interactive elements or other techniques may be more appropriate. The contractor shall be required to evaluate each site, and plan and design appropriate methodologies and techniques at each location.

Digital/AR experience shall be considered, but is not required, and may not be appropriate at every site.

8. Does the NPS envision any electronic hardware (audio or video) being integrated into these waysides?

Response: The government will consider electronic hardware incorporated into exterior exhibits, if such a technique is proposed. There is not currently a design vision for exterior exhibitry that includes integrated electronics.

Will all media be delivered via visitors' personal devices?

Response: Per Section 2.8.1, Exhibit Methods, “The contractor shall consider use of digital app-based content delivery where appropriate, … Any AR experience shall be supplemental, never the primary experience…” App-based content is intended to be delivered via visitors’ personal devices, but it shall never be the only way to access critical interpretive, safety, or orientation content at any exterior exhibit site.

9. The total PRODUCTION budget of $510K - $525K is given in the RFP. Please confirm that this does not include planning and design.

Response: Correct. The Production Budget does not include planning and design costs.

10. Are existing maps and/or GIS files available for Park/Auto Tour/Walking areas?

Response: Existing maps of the park/auto tour are available on www.nps.gov/carto.

11. In what application were existing maps created?

Response: Maps on www.nps.gov/carto were created in Adobe Illustrator and available at .ai, .jpeg, or .pdf files.

12. In what format(s) are existing maps archived and available for contractor to use?

Response: Maps on www.nps.gov/carto were created in Adobe Illustrator and available at .ai, .jpeg, or .pdf files.

13. Is it correct that all structures and mounting/installation techniques to be used in this project are represented in Attachment 16 VIS Manual?

Response: No. Per 2.8.1 Exhibit Methods, “Exhibits shall not be limited to waysides, but shall avoid the need for the construction of major structural supports or foundations.” Exhibits that are proposed as typical NPS Waysides, trailheads, or other standard signs shall adhere to the mounting/installation techniques in Attachment 16 VIS Manual. Exhibits that are proposed, planned, and designed as other-than-typical NPS Waysides shall be constructed, mounted, and installed from materials and using techniques appropriate to the design, the site conditions, and to structural safety standards.
