SUBJECT PROPERTY
MIMA Tract 06-101 The property encompasses a single parcel of 1.71 acres of land in Middlesex County, Massachusetts.
The property is within the boundary of Minute Man National Historical Park is bordered by lands acquired by the United States for the National Historical Park to the east of the parcel with Barretts Mill Road immediately to the south of the parcel and residential lands to the west and north. The property contains a single-family home with in ground pool and fencing. The property is more specifically located at 474 Barretts Mill Road, Concord, MA.
The property is a single-family lot containing a 5 bedroom 4 bath colonial home with fireplace and two car garage under living space that was built in 1973 with in-ground pool. The landowners (2) live on property and there are no tenants on the property. The relocation will encompass a full move of the landowner and their belongings to include any relocation costs incurred. The landowner’s attorney (if they have one) will work with the relocation specialist and landowner to determine where their personal property needs to be moved.

ALL THAT CERTAIN tract or parcel of land, containing 74,276 square feet, situated on the northerly side of Barrett’s Mill Road in Concord, Middlesex County, Massachusetts, and shown as “Lot C” on a plan enti tled “Plan of Land in Concord, Mass. Owned by Thomas W. McGrath et ux Scale: 1” = 40’ May 11, 1973, David W. Perley, Civil Engineer, Concord, Mass.” which said plan is recorded with Middlesex South Registry of Deeds in Book 12462, Page 276, and which said land is described as follows:
Beginning at an iron pipe at land now or formerly of grantors being on the northerly side of said Road, i t being the southwesterly corner of the granted premises; thence
NORTH 06 degrees 52’ 30” Eas t, four hundred eighty -one and 13/100ths
(481.13’) feet by “Lot B” to a stone wall as shown on said plan to corner of land of Town of Concord School Dept.; thence
NORTH 87 degrees 31’ 42” Eas t, in part by a stone wall by said land of Town of Concord, one hundred two and 07/100ths (102.07’) feet then continuing North 88 degrees 00’ 27” East, forty -seven and 93/100ths (47.93’) feet ; thence
SOUTH 06 degrees 42’ 45” West, by other land of said grantors as shown on said plan, five hundred sixteen and 82/100ths (516.82’) feet to said Barrett’s Mil l Road; thence
NORTH 78 degrees 38’ 30” West by said Road, one hundred fifty (150’) feet to the point of beginning.
Containing 1.71 acres, more or less.
The above described parcel, designated Tract 06 -101 of Minute Man National Historical Park, is the proper ty conveyed to Mark W. Giddings and Colleen Smith Giddings from Ralph R. Siccone and Margaret M. Siccone by Quitclaim Deed of Tit le dated November 7 t h , 1994, recorded on November 8 t h , 1994 in the Middlesex South Registry of Deeds, Massachusetts on Book 24980 Page 408.
BACKGROUND
Since 1971, the acquisition of land for a variety of government programs and projects has been subject to the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (the Uniform Act). The Uniform Act provides for fair and equitable treatment of persons whose property will be acquired or who will be displaced because of programs or projects financed with Federal funds. Congress amended and updated the Uniform Act in 1987.
All Federal, State and local public agencies (and others receiving Federal financial assistance for public programs and projects requiring acquisition of real property) must comply with the policies and provisions set forth in the Uniform Act and its amendments.
The controlling Federal authority for Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally assisted programs is Section 213, Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, Public Law 91-646, 84. Stat.
1894 (42 U.S.C. 4601) as amended by the Surface Transportation and Uniform Relocation Assistance Act of 1987, Title IV of Public Law 100-17, 101 Stat. 246-256 (42 U.S.C. 4601 note).
To support current National Park Service (NPS) and Department of the Interior (DOI) goals to comply with the Uniform Act, relocation and moving costs should be calculated prior to or during land purchases and transactions. To facilitate this process we seek assistance with relocation and moving cost estimates and services. The relocation assessment and services will include an analysis of the residential property and moving costs for the landowner of the property. The goal of the relocation/site assessment is to identify the estimates and costs for replacement housing and/or moving costs and to help conduct and complete the relocation segments of the land transaction. Relocation services and estimates should be conducted by a learned professional who is familiar with the Relocation Act and all processes and procedures for relocation.
All relocation services will be performed according to regulations and laws as stated in the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (the Act), and as adopted by Massachusetts State law, unless otherwise directed by the client.
CONTRACT RELOCATION SERVICES
Provide for the comprehensive management of relocation assistance for one (1) residential household move, requiring compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.
1. BASE EFFORT: Meet with the displaced party at their residence to explain the relocation process and benefits, ascertain their desires, intentions and needs. Maintain ongoing dialogue and contact with NPS representative Realty Specialist, Molly Kammerer and the displacee throughout the process.
2. BASE EFFORT: Provide regular progress updates by phone or email, bi-monthly and as needed. Advise NPS immediately of any unique issues that are encountered along the way during the relocation process.
3. OPTION EFFORT: Provide all phases of Relocation Assistance Advisory Services and
Financial Assistance pertaining to Replacement Housing Payment to include Price Differential Payment, Mortgage Interest Differential Payment, and Incidental Expenses.
In addition provide information for moving costs of personal property using the Fixed Residential Move Cost Schedule, or a commercial moving company based on estimates received or a hybrid move combination of the self move and the commercial company move.
4. OPTION EFFORT: Assist displacee in preparation of any and all relocation claim forms required for reimbursement payments from the National Park Service relocation account.
5. Project Administration.
6. Final File Disposition. Submit copies of all relocation documents created and completed to Lands Resource Program Center with electronic copy to Mary_Kammerer@nps.gov.
7. Must be registered in www.sam.gov in order for us to award a contract for these services.
OPTION WORK
There are two options for work under this contract; the base effort and the option effort. All options for additional work must follow the requirements of this SOW as specified for the base effort. At the option of the Government, the scope of work performed under this contract may be increased by the Contracting Officer to include one or all of the following:
1. Base Effort (items 1-2 from above)
2. Option Effort (items 3-4 from above)
3. Items 5-7 from above apply to both the Base Effort and the Option Effort
SCHEDULE
It is expected that the base effort will be in effect until or completed within 30 days of the Offer to Sell being sent to the landowner. It is further expected that the option effort will be completed within 90-180 days or a set time decided by the relocation firm and the NPS Realty Specialist following the closing and recordation of deed of the acquired real estate described in “Project Name”. This timeline can be delayed or extended with mutual agreement of all involved parties and will be documented through contracting procedures.
