QUESTIONS AND ANSWERS: RFQ 140P2124Q0289

Question 1: Schedule: How fixed is the Performance Period? The schedule shown on the scope of work is not feasible for us with our current workload, winter just a few short months away and is also very specific. Would it be possible to move to a more deliverables-based schedule?

Answer 1: Schedule would be dependent on your proposed timeline the following is what the NPS is envisioning from the onset; even though we are butting up against winter weather, If the contractor can get the initial landowner contacts, records research and the first field reconnaissance completed before the snow sets in, they will be in good shape to complete the first phase of the project in late spring/early summer, depending on the severity of winter.

Question 2: Start of work is stated several times as being after the property is conveyed to the USA. Please confirm whether this project involves pre-acquisition work or if it is all post-acquisition. Preferably survey and descriptions before with the boundary marking taking place after the USA owns the tract. If this is the case would marking be BID item #2 Answer 2: The survey should be completed (or mostly completed) prior to acquisition, please see new SOW reflecting this change.

Question 3: Deliverable of Surveyor’s Report – Is this a required deliverable, or only if there are circumstances that require more explanation than can be offered on the plan?

Answer 3: Progress reports frequency can be discussed at the post-award meeting; however, it is important to maintain regular communication between contractor and NPS as the acquisition process is fluid.

Question 4: Title document Deliverables – Is a clear chain of title sufficient with deeds and plans being readily available online?

Answer 4: Digital records need to be provided if they are used to determine the location of the boundary.

Question 5: According to the RFQ we are re-surveying 196-03 and 196-08 but not drafting a plat because there is a prior survey. We are only required to draft a plan for recording of 196-17. Can we get a copy of the prior survey or a reference to it at the Grafton Registry of Deeds?

Answer 5: Copies of survey for NPS Tract 196-09, conducted by HEB in 1993, are filed in the Grafton County Registry of Deeds as Plan #7744.

Question 6: Is the intention to survey all 4 sides of 196-03?

Answer 6: A full survey is expected of both 196-03 (all four sides) and 196-08 for acreage determinations as part of the valuation process.

Question 7: Our subcontractor has completed multiple ALTA surveys within the area. They carry $500,000.00 for professional liability and $2,000,000.00 for general liability. Would this be acceptable?

Answer 7: That will be sufficient.

Question 8: My main question is as the Prime, do I only need error & omissions insurance? Or is general liability acceptable?

Answer 8: The insurance requirement is listed in the SOW, which include the following:

1.Worker’s Compensation Insurance, in the form and amounts required by statute or otherapplicable law.
2.General Liability Insurance with limits of $1,000,000 per occurrence.
3.Professional Liability Insurance with a limit of $1,000,000.
4.Commercial Automobile Liability Insurance with a combined single limit of $500,000.
