About this file

This document appears to be a set of questions and answers related to a federal contract opportunity for the National Park Service to provide alt text descriptions for their maps. The key details are:

The contract is for a new requirement to provide alt text descriptions for approximately 934 NPS maps, to be completed in four batches following an initial review of 25 maps. Access to the map files will be granted on a per-batch basis as work is reviewed and approved. The government has not determined the complexity level breakdown of the maps or provided detailed requirements for the cost proposal volume. The initial batch is expected to be a representative sample of the different map types. The alt text should only describe what is shown on the maps, without additional research required. An existing style guide may be referenced for formatting guidelines.

NPS Map Alt Text Questions & Answers

1. Has this work been (or is it currently being) performed by a contractor? If so, would the Government please share the name of the contractor and the contract number?

A: This is new work; there is no incumbent.

2. Has the Government determined which maps will be included in each batch following the completion of the Initial Review, and will that information be shared with the contractor upon award?

A: A determination of the specific maps that be included in the batches following the Initial Review has not been made at this time.

3. Will the contractor have access to all 934 maps and source files that will be included in this effort shortly after contract award, or will access only be provided in batches?

A: Access will only be provided on a per-batch basis.

4. The instructions for preparing quotes for Volume III – Cost/Price does not provide much detail on what should be included in this volume to support determination of price reasonableness. Will the Government please consider providing more detail on what kind of data they expect to see in the price volume, or will completion of the Payment Schedule table provided on Page 6 of the Solicitation suffice?

A: The Offeror is expected to provide their own cost elements to show how they came to their total price.

5. Could we possibly know in advance which of the 25 maps would be used for the preliminary phase of the project? I.E Is it known which of the 25 out of the 960 maps will be assigned in the first batch or are they going to be random?

A: The Initial Batch will consist of a preselected set of maps that will be representative sample of each map type indicated in Attachment E.

6. Would it be possible to get access to the next 234 batch of maps when we submit for batch review?

A: To ensure that all 234 maps in a given batch are completed in a manner that is fully satisfactory to the Government, access to the next batch will only be granted upon review and approval of the current batch.

7. Would there be any restrictions to utilizing NPS's 21-day initial review time frame per 234 batch to begin work on the following batch? (Provided per previous question above that we would have access to the next batch upon delivery of previous?)

A: Yes; see response to Question 6.

8. Does NPS know the exact number of maps for which descriptions are needed?

A: Refer to Scope of Work, Section 2.

9. About how many maps already have existing alt text? Will existing alt text need to be updated?

A: There are currently no maps which have existing alt text. Examples of alt text for the thirteen map categories are provided in Attachment E, and an example of an extended description is provided in Attachment D. However, these have not been implemented onto nps.gov and as such may be subject to updating by the contractor.

10. About how many maps will be included in each of the four batches?

A: Refer to Scope of Work, Section 3.

11. How many and what type of maps are included in the "Initial Review" phase commencing on 9/1?

A: Refer to Scope of Work, Section 3 for the quantity of maps to be included in the Initial Review; refer to the response for Question 5 for a description of the types of maps that will be included in the Initial Review.

12. What is the difference between the Initial Review phase and batches 1-4?

A: Refer to Scope of Work, Section 3.

13. Does NPS have a breakdown of how many maps are low complexity, how many are medium complexity, and how many are high complexity?

A: No such breakdown exists at this time. However, all maps can be previewed at the URL listed in the Scope of Work, Section 6.

14. Is any research necessary to write the descriptive text, or does the descriptive text reflect only what is shown on the maps?

A: Descriptive text should reflect only what is shown on the maps.

15. Will the maps be sent to the vendor in park groupings, such that the descriptive text for all maps associated with a particular site will be created by the vendor at the same time?

A: A determination has not yet been made as to the method in which maps will be selected and grouped prior to delivery to the vendor.

16. Is there an existing style sheet for the alt text and/or the descriptive text?

A: See Attachment D. Also refer to the HFC Editorial Style Guide for recommendations on spelling, capitalization, and hyphenation.
