Situated in the State of Alaska, City and Borough of Sitka, being more particularly described as follows:

U.S. Survey No. 3476, Alaska, according to the survey plat accepted by United States Department of the Interior, Bureau of Land Management in Washington, D.C. on March 19, 1958, Sitka Recording District, First Judicial District, State of Alaska.

Containing an area of 3.80 acres, more or less.

Alaska Tidelands Survey No. 559, according to survey plat recorded as Plat 2007-18, Sitka Recording District, First Judicial District, State of Alaska.

Containing an area of 0.579 acres, more or less.

BACKGROUND

Since 1971, the acquisition of land for a variety of government programs and projects has been subject to the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (the Uniform Act). The Uniform Act provides for fair and equitable treatment of persons whose property will be acquired or who will be displaced because of programs or projects financed with Federal funds. Congress amended and updated the Uniform Act in 1987.

All Federal, State and local public agencies (and others receiving Federal financial assistance for public programs and projects requiring acquisition of real property) must comply with the policies and provisions set forth in the Uniform Act and its amendments.

The controlling Federal authority for Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally assisted programs is Section 213, Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, Public Law 91-646, 84. Stat.

1894 (42 U.S.C. 4601) as amended by the Surface Transportation and Uniform Relocation Assistance Act of 1987, Title IV of Public Law 100-17, 101 Stat. 246-256 (42 U.S.C. 4601 note).

To support current National Park Service (NPS) and Department of the Interior (DOI) goals to comply with the Uniform Act, relocation and moving costs should be calculated prior to or during land purchases and transactions. To facilitate this process we seek assistance with relocation and moving cost estimates and services. The relocation assessment and services will include an analysis of the residential property and moving costs for the landowner of the property. The goal of the relocation/site assessment is to identify the estimates and costs for replacement housing and/or moving costs and to help conduct and complete the relocation segments of the land transaction. Relocation services and estimates should be conducted by a learned professional who is familiar with the Relocation Act and all processes and procedures for relocation.

All relocation services will be performed according to regulations and laws as stated in the

Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (the Act), and as adopted by Alaska State law, unless otherwise directed by the client.

CONTRACT RELOCATION SERVICES

Provide for preliminary relocation study for comprehensive relocation acquisition services, requiring compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.

1. Meet with the displaced parties at their residences to explain the relocation process and benefits, ascertain their desires, intentions and needs. Maintain ongoing dialogue and contact with NPS representative Realty Specialist, Nicole Wilkins and the displacees throughout the process.

2. Provide regular progress updates by phone or email, bi-monthly and as needed. Advise NPS immediately of any unique issues that are encountered along the way during the relocation process.

3. Perform the activities to provide a preliminary relocation study that should address, in detail, potential special relocation problems, timing considerations, relocation phasing, and general relocation alternative on a table, spreadsheet or report with the various components and communicates the project related information and offering technical advice and assistance to NPS as needed, including any issues related to property challenges. This shall include but is not limited to:

• Estimate of the number of households to be displaced, including information such as owner/tenant status, estimated value and rental rates of properties to be acquired, family characteristics, and special consideration of the impacts on minorities, the elderly, large families, and disabled persons when applicable.

• Estimate of the number of comparable replacement dwellings in the area (including price ranges and rental rates) that are decent, safe, and sanitary and expected to be available to fulfill the needs of those displaced. When an adequate supply of comparable housing is not expected to be available, consider housing of last resort.

• Estimate of the number, type, and size of the businesses, farms, and nonprofit organizations to be displaced and the approximate number of employees who may be affected.

• Estimate of the availability of replacement business sites. If an adequate supply of replacement business sites is not expected to be available, the impacts of displacing the business should be considered and addressed. If relocation planning for displaced business is expected to involve complex or lengthy moving processes; or involve small businesses with limited financial resources or few alternative relocation sites; the relocation study should include an analysis of business moving problems.

• Any other pertinent or helpful information.

o Divisive or disruptive effect on the community, such as separation of residences from community, such as separation of residences from community facilities or separation of neighborhood.

o Impact on neighborhood and housing where relocation is likely to take place.

o Results of consultation with local officials, social agencies, and community groups regarding the impacts on the community affected.

o Provide analysis of any issues and offer potential resolutions.

5. Provide a detailed recommendation of findings to NPS. Meet with NPS to go over recommendations, answering questions regarding the study and advising NPS of any special problems or issues.

6. Final File Disposition. Submit copies of all relocation documents created and completed to Lands Resource Division.

SCHEDULE

It is expected that the preliminary relocation study will be completed within 90 days of contract award. This timeline can be delayed or extended with mutual agreement of all involved parties and will be documented through contracting procedures.
