Statement of Work
Commercial Bus Transportation Horace Albright Training Center, Grand Canyon, Arizona
Background:
A commercial carrier bus is needed to transport up to 50 people one way from Phoenix Sky Harbor Airport to Albright Training Center (ATC) at Grand Canyon National Park. A one-way return trip follows approximately 7 days later with departure from ATC at 0700 returning passengers to the airport by 1300.
ATC serves approximately NPS 700 employees per year by providing residential training one to three times a month. Transportation is required for at least 34 one-way trips, however an option for six (6) additional one-way trips is also requested.
Objectives:
Transportation is needed for the first and last day of each residential training session. The pickup from Phoenix Sky Harbor Airport on day one, with the return trip taking place on the last day from ATC. This will vary depending on class dates and where a holiday falls within the week.
Transporting employees safely is our highest objective. ATC is located on the south rim of Grand Canyon National Park, at an elevation of 7,000 feet above sea level. The route between Phoenix, Arizona and Grand Canyon NP is desert terrain followed by a two-lane highway over mountains with winding roads. Intense heat is often a factor in the desert with ice and snow during winter months through the mountains. Additionally, the route is remote, so few services are available for passengers.
Scope:
Passenger pickup begins at 1330 at terminal 3 at Phoenix Sky Harbor airport until all passengers are on board. The bus driver must be in contact via phone with the NPS contact person for guidance on possible late arrivals and clearance to depart Sky Harbor airport. There is one 1 hour stop in Flagstaff at a pre-designated location so passengers can disembark for dinner and/or purchase groceries. Four large coolers are provided by the bus company for passenger’s purchased cold storage items. After one hour, the driver will check all passengers are back on board, call the NPS contact person provided to verify the bus is on its way to ATC, and proceed safely to Grand Canyon NP.
The return trip to Phoenix Sky Harbor airport - The bus returns to ATC on the last day of training no later than 0645 for luggage loading and onboarding of passengers with a 0700 departure, returning passengers to Sky Harbor airport no later than 1300. The driver will stop at each terminal 2 through 4 for passengers to disembark for departing flights.
The trip from Phoenix Airport to ATC is approximately 225 miles with a drive time of almost 4 hours in temperatures which range from freezing to over 100 degrees Fahrenheit. Air conditioning, working restroom services and at least 1 liter of water per person in case of emergencies are mandatory due to the desert and mountain terrain, and to service National Park employees on official travel. The bus company must provide a bus and driver within 12 hours’ notice for bad weather or other emergencies.
Tasks:
From Phoenix Sky Harbor airport to Albright Training Center:
Driver will put a sign in the window of the bus to indicate NPS Fundamentals for students.
Driver will load and unload luggage.
Driver will check off employee names from bus list as they board bus for final accountability.
Driver will call NPS POC before departing airport for final approval to depart.
Driver will stop in Flagstaff, AZ at pre-designated stop for one hour to allow passengers time to purchase groceries and eat dinner. Stop is for one hour or when all passengers are back on the bus, whichever comes first. Driver should determine all original passengers are back onboard.
Driver will call NPS POC before departing Flagstaff, so ATC staff is prepared for bus arrival.
Driver will notify entrance station staff they are here to drop of passengers at ATC for training.
Driver arrives at ATC, and stops at Kowski Hall, which is main building by flagpole, unloads luggage, and waits until all items are offloaded and accounted for by passengers. At this time driver is dismissed and one way trip has ended. (Driver may use ATC service entrance for ease of parking. Entrance is first drive on right after turning on to Albright Avenue.)
From Albright Training Center to Phoenix Sky Harbor airport:
Driver will arrive no later than 0645 to 1 Albright Ave, and park near Kowski Hall.
Driver will load luggage.
Driver will make one stop on the way to the airport at official State of AZ rest stop at McGuireville Rest Stop. If unable to stop at this specific rest area for any reason, the driver must stop at an area as close to this one. The stop will last 30 minutes, or when passengers are back on bus, whichever comes first.
Driver will stop at all departing terminals to drop off passengers. Service is complete once last passenger is dropped off.
Selection
Criteria:
Selection will be made by examining cost and ability to meet objectives above in a safe manner.
Deliverables:
The contractor shall provide a bus large enough for up to 50 passengers with working bathroom, working air conditioning, a Courteous driver, and a cell phone for the driver and sign in window to indicate that it is the NPS Fundamentals Bus.

As stated in “Tasks” the performance period spans 7 days, with work being executed for one year from time of signed contract.
