About this file

This document is an Industry Day presentation for the Interagency Pass Modernization Initiative, which is an effort by the National Park Service to update and enhance the Interagency Pass program that provides access to federal recreational lands.

The presentation provides background on the Interagency Pass program, outlines the goals and objectives of the modernization initiative, and describes the challenges the agencies are seeking to address. Key objectives include implementing a digital Interagency Pass, improving access and customer service, streamlining operations, and integrating with existing systems. The agencies are seeking innovative technology solutions and are holding a three-day Industry Day event to engage with vendors and gather feedback. A future Request for Quote (RFQ) is anticipated as part of the acquisition strategy. The Industry Day will include one-on-one meetings for vendors to present their capabilities.

What is the Pass Modernization Initiative?

• An effort to update, streamline and enhance the ways that passes are issued, used and managed to provide better customer service!

• Use modern technology and business practices to improve the efficiency and effectiveness of the program

• Provide digital options for pass issuance and use

• Expand equitable access to recreation for everyone

Why hold an Industry Day?

• Find out what’s new and upcoming in the world of digital platforms and business solutions

• Share information with industry about pass program challenges and needs

• Harness innovation to reimagine our business model for the future

• Encourage networking for a comprehensive approach to modernizing the pass program

• Conduct market research for a future implementation contract

History and Background of the Interagency Pass Program

Authorized by the Federal Lands Recreation Enhancement Act, December 2004 (FLREA). Established America the Beautiful - The National Parks and Federal Recreational Lands Passes.

FLREA superseded prior recreation fee authorities but dictated that “existing passports shall be valid […] and remain in effect until expired, lost, or stolen.”

Pass Program 1

Each pass will:

Cover entrance fees at FWS and NPS sites and standard amenity (day-use) fees at USDA FS, BLM, USACE and

Reclamation sites

Admit the pass holder and accompanying passengers in a private, non-commercial vehicle at per vehicle fee areas, or at per person fee areas, the pass holder and up to 3 adults, not to exceed 4 adults

Not be valid for expanded amenity fees (but may offer discounts)

Pass Program 2

• Originally there were 4 passes: an annual pass, a volunteer pass, a lifetime pass for those over age 62, and a lifetime pass for people with permanent disabilities.

• Congress has expanded this list to 8 passes to cover more demographic groups.

Current passes include:

Annual passes for the general public, for seniors, members of the military and their dependents, 4th graders and volunteers.

Lifetime passes for people with permanent disabilities, those over age

62, veterans, and Gold Star Families

History and Background of the Interagency Pass Program 3

• Restraints carried over from legacy pass programs:

• No Personally Identifiable Information (PII) is collected when passes are sold, and no central database exists.

• Interagency Passes are currently available in physical (not digital) format and are sold by the Agencies at field locations, ordered by mail or online (with mail delivery) through USGS, or through authorized third-party vendors.

Interagency Pass Program 4

• USGS Partnership

• Bulk site distribution

• Public pass sales

• Eligibility verification

• Call center

• Online store and pass FAQs

Interagency Pass Program 5

• In 2016, a digital “site-specific” pass was piloted at several national parks.

• Today over 70 national parks and several national forests, BLM and USACE recreation sites issue digital passes.

• These passes are valid for a single site, not multiple agencies and sites like the Interagency Pass.

• Challenges with current digital passes include issues with connectivity, system reliability, and operational inefficiencies.

• Legislation is pending that would mandate digital Interagency Passes within a short timeframe.

20 Years of Success and Unlimited Potential!

Highlights of the Pass Program include:

• High visibility/great name recognition! (Nearly everyone has heard of the “America the Beautiful” Pass)

• Multiple sales platforms including direct sales at government sites, online orders with delivery by mail, dozens of third-party vendors with brick-and-mortar stores and online sales!

• Over 3 million Interagency Passes distributed per year and growing!

• Visitors to federal recreational lands keep growing – half a billion as of 2022!

• By offering discounts, passes have helped make national parks and federal recreational lands more accessible!

• Successful public relations and marketing program, including the annual photo contest!

Opportunities for Improvement

To bring the Interagency Pass Program up to date and meet future needs and user preferences, we must:

• Identify and address pain points for customers and staff

• Streamline our operating processes

• Embrace emerging technologies for innovative business solutions

• Ensure full integration with existing platforms and systems

• Comply with the law and congressional mandates

Choosing the Right Pass

Modernization Objectives Identify, acquire, and implement technologies and processes across the 6 participating agencies that:

• Provide a digital Interagency Pass that cannot be lost or stolen, can be purchased and/or renewed on-site or remotely, and can be invalidated if necessary.

• Function at remote sites with limited or no connectivity and at staffed or unstaffed locations.

• Provide for both annual and lifetime passes.

• Integrate with agency systems and business solutions.

• Communicate dynamically with the customer.

• Integrate with physical access-control devices, such as electronic gates and traffic control signals.

Challenges to address

• Many sites lack basic infrastructure (power, internet, cell service, etc.).

• Many sites have poor or no connectivity.

• Many sites are unstaffed for all or parts of the year.

• There is no central database. Agencies do not have the ability to de-activate or re-issue passes; customers who lose a pass must buy another one.

• Customers want a list or map showing all locations where passes can be used.

• Customers expect a digital Interagency Pass or digital wallet option.

• Passes must continue to be non-transferable, with security features to enforce this.
