NPS staff at BLCA will provide phenology updates on flowering and seed set and some potential collection locations.
Species occur in both sparse and dense patches and collection sites may be dispersed throughout the Park.
Seed shall be collected throughout the growing season, i.e., for early, middle and late ripening species. Collection sites and timing of seed collection must be coordinated in advance with the COR. The Contractor shall collect seed as directed herein using the Quality Standards as listed in section III. Within a week after award, the contractor shall provide the seed collection and drying protocols for acceptance by the COR. The Contractor shall provide all labor, materials, equipment, supplies, and transportation to collect seed and to properly handle and dry collected seed. Collection records shall be maintained and provided to the COR at the end of the collection season.
Between the time seed is collected and when it is cleaned the Contractor shall assure all plant material is properly handled and labeled. Proper handling may include drying seed on tarps or racks and turning daily. Seed may also be dried in well-ventilated and labeled seed collection or paper bags, by turning materials daily. The Contractor shall also take precautions to prevent the predation of seed by insects, rodents, and any other animal, as well as contamination with other plant materials (particularly non-collected seed).
The Contractor shall maintain a log-book of daily collection activities. Activities including hours spent collecting, species collected, bulk weights of the days collected materials, GPS locations of collections (in latitude and longitude or UTMs), and species labeling, drying, and handling procedures shall be documented. The log-book shall be provided to the COR at the end of each collection trip. The Contractor shall provide GIS shapefiles and the datum used for GPS at the end of the collection season.
Adjustments will be made based on field conditions should phenology and/or growing conditions prevent collecting at the anticipated time or if target species are not available at the targeted rates. All adjustments must have prior approval from the COR.
This task shall also follow all of the Quality Standards listed below in III.

Adjustments will be made based on field conditions. Field conditions may vary widely due to un-predictability of snow and rainfall.
*The Bulk pounds listed are the amount per species the Contractor shall strive to collect under this contract if this species is chosen for collection. If the Contractor finds that the amount available for collection is over or under 10% of the amount listed in the table they shall contact the COR for approval to over collect that species or make a species substitution if it cannot be found at the table listed quantity.

Is this for seed collection in 2023, as well as 2024? Yes.
If so, does each year have a required 45 bulk pounds? In accordance with the Performance Work Statement:
Task 3, “10 pounds of bulk seed shall be required.”
Task 1, “45 bulk pounds is required for collection.”
Can I bid for Items 0001 and 002, or must I bid for all four items;
that is, must I bid on everything?
Submit a quote on all line items. Assume a period of performance starting by 18 September 2023 for Tasks 3, but NPS can be flexible on exact start date.
4 If we collect seeds in 2023, are we to ship them to Bend Seed Extractory this year? Are we required to store the 2023 cleaned and tested seed until delivery Feb 2025?
Yes. See Task 4, 2023 See Delivery.
2023 will be delivered in accordance with Task 4, the period of performance for Task 4 can be determined in collaboration between the contractor and NPS, but shall be after seed is dried down.
Seed from 2023 will be delivered and not stored until 2025.
5 There is a 2024 species list, but not a 2023 species list. Are we to assume that it’s the same species list for both years?
The list of species that are a potential for collection is the same for 2023 and 2024, however the Task 1 for 2024 specifies 45 bulk pounds and Task 4 for 2023 requires 10 bulk pounds. Table 1 has been revised to include bulk collection weight information for 2023, as follows:

6 Are we to collect down in the canyon? That requires different low‐ weight camping gear.
If so, are we to get back‐country camping permits via the recreation.gov site, which BTW only allows 4 people 2 nights maximum?
No collection in canyon is expected.
7 The SOS protocol requires a voucher specimen be collected during the bloom time (not seed collection time), but the Government is providing phenology updates and potential collection locations.
Should we expect to plan a separate trip to the location just for collecting voucher specimens? Would it be possible for the
NPS is fine with one voucher specimen taken by Contractor at the time of collection for each species collected. NPS has an exemption from voucher collection with SOS program.

Government to collect a specimen during their phenology/population scouting?
8 The SOS protocol states, “It is strongly encouraged that seed collectors return to a population throughout the seed dispersal period to maximize the genetic diversity of samples”. Do you foresee this as a necessity on this project? How many site visits should we estimate per species for collection?
Collecting over several time periods is not a necessity for this project.
The number of site visits is only determined by the amount of seed needed to meet the target bulk pounds in the contract.
9 The following are requirements per the SOS protocol. Would they be requirements for this project as well?

b. Monthly SOS seed collection meeting
Neither are a requirement of this contract.
