TASK ORDER 3: STATEMENT OF WORK
Task Order #7 Through
IDIQ # 140P2122D00XX
For National Park Service Rivers, Trails, and Conservation Assistance Program Support
Project Purpose This project falls within the umbrella IDIQ # 140P2122D00XX. The purpose is to provide strategic and organizational development support assisting NPS, Rivers, Trails and Conservation Assistance Program (NPS-RTCA) staff with community assistance projects.
Task Order 7 provides funds to support NPS on projects identified within Interior Regions 8, 9, 10, and 12 (Pacific West) principally Nevada, Oregon, and Washington. The task order will be from date of award through May 31, 2024. The awarded contract will be fixed price.
Scope The purpose of this task order is to provide specialized expertise to the NPS-RTCA in Strategic Organizational Planning and Development. Specific tasks are outlined below.
Background NPS-RTCA assists partners with strategic planning and organizational development that builds their capacity to manage conservation and outdoor recreation outcomes. Successful conservation and outdoor recreation projects that last into perpetuity require sustainable partnerships and organizations. While much of this work is part of community assistance, NPS-RTCA staff are regularly called upon to help exclusively with organizational development to build the capacity of partners. These efforts focus on building organizational capacity in support of high priority community-led conservation and outdoor recreation projects and related programs and initiatives. Organizations that include public agencies and nonprofit partners apply for NPS-RTCA community assistance, and are awarded technical assistance, in spring.
I. STATEMENT OF WORK: STRATEGIC ORGANIZATIONAL PLANNING AND DEVELOPMENT
Task A: Organizational Planning Support to Las Vegas Valley Regional Open Space and Trails
The focus of Task A is the Las Vegas Valley Regional Open Space and Trails working group (ROST). ROST is a loosely organized group largely comprised of local, state and federal agencies. ROST was formed in 2007 to coordinate and support regional planning priorities identified in local and regional plans including the Southern Nevada Regional Planning Coalition Las Vegas Valley Regional Open Space Plan and the Nevada Strong Regional Plan, as well as projects championed by partner agencies. A charter was signed in 2007 to support this partnership; many, but not all, of the current participants were at the table in the early days. Fiscal and administrative oversight is provided through the Southern Nevada Regional Planning Coalition and the Southern Nevada Regional Transportation Commission.
In 2022 (ROST) was awarded NPS-RTCA planning assistance in support of strategic action planning. This work included exploration of draft vision, purpose, goals, and key functional areas. Over the summer and early fall 2023 strategic planning will focus on action planning to tease out possible portfolios and collaborative projects. These investments will result in a working draft strategic action plan that will inform and guide organizational planning over the next five years.
Later in the Fall, ROST will assess current organizational structures and operations and identify and document adjustments that may be needed to align with the strategic action plan and aspirations for success in the near term. Organizing frameworks will be influenced by pending regional policy actions by the southern Nevada Regional Planning Coalition and the Regional Transportation Commission of Southern Nevada. Organizational planning will also consider the nexus and alignment with similar collaborations in the Las Vegas Valley and throughout Clark County. This planning will be collaborative in nature and guided by ROST interests, partner support, and future efficiencies and practicalities in accomplishing ROST purpose and goals. It will also be informed by best practices as communicated by the contractor based on its past portfolios in planning for collaborative public partnerships.
Project Communication and Management
1. Government Furnished Information The contractor will review relevant source materials to develop a clear understanding of the project area and goals. Upon award of the task order, NPS-RTCA will provide background information including NPS RTCA project background, partner materials and any relevant work completed to date.
2. Conference Calls The contractor will participate on virtual planning calls with NPS-RTCA and partners as needed up to 8 one-hour meetings over the performance period.
Organizational Planning (Define Effective Structures and Operations/Governance)
1. Build understanding of ROST working group history and accomplishments, and 2022-2023 strategic action planning status. Review and evaluate the existing ROST organizational framework including its structure and operations (participation, roles, communications, decision-making) as defined in the 2007 charter and associated plans and ROST materials. Prepare a 1–2-page summary of insights based on this review.
2. Based on the evaluation/assessment prepare draft organizational strategies and recommend associated tools and guidelines to facilitate and strengthen the ROST partnership. These recommendations will respond to ROST purpose, vision and goals and industry best practices in building successful collaboratives. Recommendations should at a minimum address:
· ROST participation (ideal size, who participates, and how), specific roles and responsibilities, and decision-making protocols;
· The need and functions of ROST subgroups (project and topic committees), and of a Steering or Planning Committee to help focus progress
· Recommend a range of possible tools that formalize the ROST working group including consideration of 1.) the current charter; and 2.) one to three alternative scenarios (statement of intent, resolutions, MOU) ROST might consider as part of organizational planning and development. These recommendations should be practical and politically feasible given the range fo agencies involved and respond to overall purpose and focused priorities of ROST.
3. Prepare a presentation of these recommendations for review by the Planning Team. Collect feedback and prepare final recommendations.
4. Prepare and co facilitate a presentation to the ROST working group, gather feedback and build consensus in direction. Update recommendations as the core of a ROST organizational development plan.
5. Based on the tasks above prepare a draft organizational development plan (up to 10 pages) for final review, feedback, and approval by the ROST Planning Team. Update based on feedback.
6. Produce final recommended organizational development plan that is well written, succinct, and visually attractive. This will be presented to the ROST working group by NPS RTCA and the Planning Team.
7. Produce a ROST onboarding guide (no more than five (5) pages) that clearly outlines ROST history, purpose, structure, functions, and roles and responsibilities.
Task B. Strategic and Organizational Planning: Coaching and Consultation NPS RTCA is often on call to help nonprofit partners with organizational planning and development. Projects supported will include the following: Stewart Mountain Community Forest and partners (Whatcom County, WA) ; Puyallup River Watershed Council and partners (Puyallup, WA); Northwest Trails Alliance (Portland, Oregon). Additional projects may be added as time/resources allow. Each project and consultation is in a different stage of strategic and organization planning, and contractor assistance will be tailored to fit individual project requirements. The NPS-RTCA project managers and teams will provide primary communication with partners and logistical support for all meetings, document review and other tasks as needed.
