DESCRIPTION OF AMENDMENT
The following are a list of questions and the answers furnished in response to Solicitation
Number 140P2121 R0055, San Francisco Maritime National Historical Park Wayside Exhibit
Panel and Base Fabricaton:
Fabrication:
1. Question: It is stated that the weight to attached to the sled base must be compliant with
ADA standards for wheelchair access. Could you please define what the ADA standards are for wheelchair accessibility underneath a wayside exhibit as it pertains to entry distance? If the weight is at ground level, it is assumed that it could span the entire depth of the exhibit base, as long as it allows room for wheels to roll up to it, or on top of it. Is this correct?
Response: ABA section 306 specifies knee and toe clearance minimums.
https://www.access-board.gov/aba/#aba-306.
Because these bases are intended to be moved and utilized on a number of different surfaces which may not all be perfectly smooth/flat, the government will not accept a design which requires wheelchair users to roll wheels onto the weight in order to access the exhibit. ABA section 303 sets strict requirements for changes in level and a weight sitting atop a surface that is not perfectly flat is likely to be out of compliance.
2. Question: Is the park opposed to mechanically fastening sled base exhibits to the ground, with the ability to remove those mechanical fasteners later?
Response: A contractor would not be prevented from offering fasteners as part of their design so long as they were removable, but fasteners are not a requirement of the contract.
3. Question: What kind of ground will the sled base sit on?
Response: The bases will be used primarily on wood decking but are intended to be moved about the park and may be used on all types of surfaces to include sand, gravel, concrete, and grass.
4. Question: It is stated that the “fill material” is to be determined by the contractor. Is the park envisioning a box fastened between the legs, on the ground, with a fill material (such as sand, rocks, etc.)?
Response: The weight should be on or near ground level to provide stability. It cannot go directly between the vertical exhibit legs or it would impede wheelchair access, but it could go along the side and back sled rail pieces. It does not have to be a box containing loose fill material.

Graphics:
5. Question: Could you please provide a sampling of the exhibits to provide porcelain enamel pricing? The graphics play a very large role in the pricing of porcelain enamel.
Response: All exhibit artwork is full color containing text and graphics including modern full color images and historic black and white images.
Planning:
6. Could you please provide a copy of the Final Proposal document for this project?
Response: Files for this project were not produced through the standard NPS process for wayside exhibit planning and design, and so a wayside exhibit proposal document does not exist. Panel artwork will be supplied upon award.
7. We would like to know if you would be willing to accept a substitution for these graphic panels. We would like to provide our custom powder coated graphics process, Direct
Embed, which has been utilized by NPS in similar previous projects, in lieu of Porcelain enamel. This process is covered by the 10 year warranty and has the durability for exterior application as well as some advantage in shorter production lead times. Please let me know if this would be accepted, we look forward to participating in the process.
Response: The government will not accept alternate panel fabrication materials or methods. Porcelain enamel panels are a requirement of the contract.
