This is a combined synopsis/solicitation for commercial items prepared in accordance with
Sub-Part 12.6, as supplemental with additional information included in this notice.
The purpose of this amendment is to respond to questions received by the date and time specified in the solicitation and to change the time the proposals are due from 10:00 am ED on July 24, 2021 to 10:00 am ED on July 23, 2021 in accordance with the attached
Description of Amendment consisting of four (4) pages.

Description of Amendment/Modification Montezuma Castle National Park Visitor Center
The purpose of this amendment is to respond to questions received by the date and time specified for Solicitation Number P140P2121R0026, Exhibit Planning and Design Services for Montezuma Castle National Park Visitor Center.
1. Can NPS provide images of the current exhibits in the space?
RESPONSE: See addendum – Attachment 1 - MOCA Existing Conditions.
2. Will the selected contractor be able to bid on the Fabrication/Installation RFP when it is released?
RESPONSE: No.
3. Can NPS please confirm what part of the AV media is required for this RFP? AV Design and/or AV Programming?
RESPONSE: Refer to Attachment 1: Exhibit Planning Design and Fabrication Specifications, Section 19: Electronic Programs for phases of AV work required during planning & design phases. In particular, 19.4 (p.124) includes requirements for Production Design Phase (the last phase of work during the Planning & Design contract), which shall include the final AV Program Concept Treatment and AV Program Production Treatment. Definitions of these treatments can be found on p. 4 of Attachment 1.
4. Please confirm the contractor responsible for all content development and text?
RESPONSE: Yes.
5. On page 3 under General Requirements, does NPS foresee the consultation with the 8 affiliated American Indian Tribes taking place at once or individually? Will NPS organize these meetings and what phase will they take place?
RESPONSE: The NPS will facilitate consultation with the affiliated American Indian tribes. Consultation typically takes place at all Schematic and Design Development phases.
By Production Design, final text might be reviewed by tribal stakeholders, but as design is complete, full consultation during these phases is not anticipated.
6. Will custom illustrations be needed or just photography or both?
RESPONSE: This decision will be made by the design time, in consultation with the COR, park, and stakeholders, during the planning and design process.
7. The RFP states exhibits will be in the primary museum/exhibit area. Is there anything needed on the exterior of the building. Updated signage or is there exterior signage we need to consider when coming up with designs?
RESPONSE: This contract does not include exterior exhibits or signage.
8. If our proposal submission files, if they are larger than 10MB, are multiple emails acceptable or only the USB Flash drive?
RESPONSE: Multiple emails will be acceptable. Label as 1 of 2, 2 of 2, etc.
9. On page 46, 18.2 Volume II - Past Performance. “The government shall obtain the past performance information from the references provided,” is in bold but the in the paragraph below, it states, “Completed Past Performance Questionnaires shall be included in the offeror’s proposal and not sent directly to the agency.” Should the Past Performance Questionnaires be completed in their entirety by the chosen references and then included in our proposal?
RESPONSE: Yes.
10. On page 47, it states, “When subcontractors shall perform critical aspects of the work, past performance of subcontractors must also be submitted.” Please define critical, when over 50% of the project is performance by a subcontractor? If we are using a subcontractor for one of the key positions, is that considered “critical to NPS?”
RESPONSE: If you include a subcontractor in a Key Personnel position, submit the past performance criteria for said subcontractor.
11. The RFP states that proposals are due on July 24th which is a Saturday. Is this correct?
RESPONSE: The proposal due date is changed from 10:00 ED on July 24, 2021 to 10:00 ED on July 23, 2021.
12. Would our AV designer be precluded from bidding on the production of the AV pieces under a separate contract, or the fabricator's contract?
RESPONSE: No.
13. The proposal deadline is listed as July 24 which is a Saturday. Please confirm that this is the correct deadline date.
RESPONSE: The proposal due date is changed from 10:00 ED on July 24, 2021 to 10:00 ED on July 23, 2021.
14. Regarding Section 2, General Requirements, Paragraph 3: Are there existing channels of communication or established and mutually agreed upon communication practices established with the park’s 8 affiliated American Indian Tribes, that Offerers should be aware of when responding to 19.1 A. Factor 1, Sub-factor 2, Exhibit Development Process?
RESPONSE: The NPS will facilitate consultation with the affiliated American Indian tribes. Consultation typically takes place at all Schematic and Design Development phases.
By Production Design, final text might be reviewed by tribal stakeholders, but as design is complete, full consultation during these phases is not anticipated.
15. Regarding 2.2 Quality Control, Are there any specific standards or reference requirements to be applied in the process of quality control and assurance, beyond those referenced in 3.1.3, Codes and Standards?
RESPONSE: Codes and Standards specified in Section 3.1.3 apply, as do all specifications as described in Attachment 1: Exhibit Planning Design and Fabrication Specifications.
16. Regarding 2.8.3, 3, Interpret New Research and Information, Does the park have specific objectives with regard to the balance of digital and static content in pursuit of adaptability, and has this been considered in light of the the desired allocation of the total Fabrication Budget?
RESPONSE: This decision will be considered by the design team, in consultation with the COR, park, and stakeholders, during the planning and design process. Decisions as to the balance will need to be made within the parameters of the Fabrication Budget.
17. Regarding 2.8.5, 1a, for clarity, is it fair to assume that any coordination that occurs after the planning and design contract, as well as the design teams time and travel for install should be accounted for in the Fabrication Budget?
RESPONSE: As per Section 3.6, Production Support services are not included under this contract. Therefore, the planning & design team shall not be responsible for any coordination with the fabrication and shall not be included in the production & installation budget.
18. Regarding 3.1.2 Design Considerations, Are there objectives, thresholds, or standards for sustainability or energy conservation beyond local code requirements?
RESPONSE: Refer to Attachment 1: Exhibit Planning Design and Fabrication Specifications, following sections:
Section 22: Design Guidelines for Exhibit Structures – provides parameters for material selection and conditions
Section 23: Exhibit Lighting for specifications on lamp efficiency Section 27: Quality Standards and Safety for Fabrication, specifically 27.4, for
Environmental Practices. Although intended as a fabrication specification, these practices should be made easy to perform by the development of an Exhibit Design Package that accommodates the specified environmental practices.
19. Regarding 3.1.3 Codes and Standards, What jurisdictions, if any, will determine compliance, and what expectations should the Offerer consider with regard to the process of review and revision to ensure compliance?
RESPONSE: The COR and park shall review all deliverables with an eye towards code compliance (a) meeting or exceeding ABAAS, ADA, and NPS Accessibility Guidelines; (b) meeting historic building codes and requirements; and (c) meeting electrical code and requirements for the state of Arizona. In addition, though unlikely to be required during planning and design, if any part of the design would require evaluation by a structural engineer, engineer would need to be certified in the state of Arizona.
20. Regarding 3.1.3, Codes and Standards, Will the Offerer be expected to self-certify compliance with Codes and Standards, and / or will there be the requirement for a locally-licensed party to supervise the work where applicable?
RESPONSE: Typically, the contractor shall self-certify compliance; however, if the government notes during any phase review that some portion of the design may be out of compliance, the contractor shall be required to take corrective action to meet the government-specified requirement.
21. Regarding 18.3, Is there a P&D budget that we should be mindful of or any guidance you can share as we begin the pricing exercise?
RESPONSE: This information is not releasable.
22. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services?
RESPONSE: This is a new requirement.
23. If available, can you please send along the incumbent contract or task order number?
RESPONSE: Not Applicable.
