Questions and Answers regarding RFQ 140P2120Q0026

1. Question: Will the user carry a surveying-pole with the GNSS antenna on top of it, and collect GNSS data while setting up over specific well-marked points?

Answer: They might.

2. Question: Will the user carry the GNSS antenna attached to let say their backpack and collect data while just standing above a point?

Answer: Both are operational requirements.

3. Question: How long do the batteries inside the receiver need to last for the user to be able to do their work?

Answer: A longer battery life will be an advantage however the ease of replacement in the field will be strongly considered as well.

4. Question: How much time will be given to recharge batteries?

Answer: Faster is of course better but overnight would be acceptable.

5. Question: Is the user bringing their own device for data collection?

Answer: Yes.

6. Question: Is the vendor expected to offer a data collection device?

Answer: No.

7. Question: What additional metadata/attributes, besides the GNSS position, will the user collect about the point? (ex. point name, description, feature codes, notes, other...)

Answer: Data collection software is not part of the SOW however device controlling software is. The device should be able to produce NMEA sentences to pass information through manufacturers middle-ware to a data collection a software such as Collector for ArcGIS.

8. Question: What COGO functionality will the user need, if any?

Answer: This is not part of the SOW.

9. Question: What specific data format for storing GNSS and related data is preferred or expected?

Answer: Data export to a RINEX file format for processing with National Geodetic Survey OPUS is a plus.

10. Question: Once GNSS and related data is downloaded from the receiver/controller what post-processing capabilities, that the vendor brings, will be expected?

Answer: Always a plus but none are required. See the SOW.

11. Question: What is the expected positioning accuracy when only satellite based GNSS augmentation/corrections are available?

Answer: Expected positional performance specifications can be found in the SOW.

12. Question: What is the expected positioning accuracy when no GNSS corrections are available?

Answer: Expected positional performance specifications can be found in the SOW.

13. Question: What is the expected source of the real time RTCM3x (NTRIP) corrections?

Answer: A variety of Ntrip/RTN services will be used.

14. Question: Is there a desire to be able to upload the geoid model to the GNSS receiver or have that capability in the post-processing tool?

Answer: The latest National Spatial Reference System (NSRS) geoidal separation should be applied to produce the orthometric height and needs to be provided to a data collection software such as Collector for ArcGIS.

15. Question: Would the user prefer to just enter the geoid undulation value for the area where GNSS data is collected to obtain Orthometric Heights? (instead of having to upload a geoid model)

Answer: No

16. Question: Is continental US satellite correction coverage sufficient?

Answer: Refer to the SOW for direction.

17. Question: Is there a specific model that NPS desires?

Answer: The Government does not have a requirement for any particular product make or model. It is up to each individual vendor to propose a product which best meets or exceeds the minimum specifications identified in the RFQ. Proposed equipment which exceeds or improves the technical capabilities stated in the SOW may be rated more favorably than those which do not.

18. Question: Are they looking at something pocket portable like the Arrow Gold GNSS receiver or something more survey like the Trimble R2?

Answer: The Government does not have a requirement for any particular product make or model. It is up to each individual vendor to propose a product which best meets or exceeds the minimum specifications identified in the RFQ. The device specifications should be enough to drive the response. The device should be upgradable to survey grade precision. This device will provide multi-levels of performance to satisfy a wide range of park operations.

19. Question: The requirements didn’t give an indication that there was a desired hardware in mind, understanding their use case will help me guide my ROM more accurately.

Answer: That is correct. We are looking for a device that meets our specifications. We want to provide a wide enough specification range so as to give respondents leeway to be innovative in their reply to our solicitation.
