About this file
This is a Sources Sought Notice (SSN) issued by the National Park Service Denver Service Center for market research purposes regarding the rehabilitation of the Steam Ferry Boat Eureka, a 100+ year old historic ship located at San Francisco Maritime National Historical Park in Vallejo, California. The solicitation number is 140P2026R0100, SAFR 319315, with File Code A14. Responses are requested from both large and small businesses, though this SSN is for market research only and no proposals are being accepted at this time. The NAICS code is 541330 with a size standard of $47 million.
The project scope requires naval architecture and engineering services to develop designs and lifecycle cost estimates for predetermined rehabilitation alternatives, including options for repairing or replacing the hull using different materials and construction methods while maintaining aesthetic appearance and general dimensions. The superstructure, including the car deck, will be repaired rather than replaced, with selective demolition permitted only for constructability purposes. The anticipated period of performance is 120 calendar days, including potential weather shutdowns. The NPS anticipates issuing a competitive Request for Qualifications (RFQ) approximately October 2026 and a Request for Proposal (RFP) approximately December 2026. Interested contractors must complete the attached Sources Sought Survey Questionnaire in its entirety and submit responses by 2:00 PM Mountain Time on July 31, 2026 to shellie_murphy@ios.doi.gov. The questionnaire requests company information, experience with federal contracts on historical ships, licensing and permitting compliance approach, recent historical ship experience, SBA small business certifications, self-performance percentage, and factors influencing proposal submission commitment. No cost reimbursement will be provided for responses.
