About this file

This is a Questions and Answers (Q&A) document for the National Park Service (NPS) IQIQ Midwest Region solicitation 140P2026R0039, a small business set-aside Indefinite Delivery/Indefinite Quantity (IDIQ) contract for architectural and engineering services.

The solicitation is for A/E services under NAICS code 541330 (Engineering Services) with an SBA size standard of $26 million. The primary geographic coverage area includes North Dakota, South Dakota, Nebraska, Kansas, Arkansas, Missouri, Minnesota, Wisconsin, Illinois, Ohio, Indiana, Iowa, and Michigan, with secondary coverage nationwide on a rare basis. Services will focus on contemporary and/or historic architecture projects. The contract requires firms to demonstrate specialized experience through 5-10 completed projects in Section F of the SF330 form, with past performance evaluated using a combination of CPARS (Contractor Performance Assessment Reports) and Past Performance Questionnaires (PPQs). Section H is limited to 40 pages and addresses Factor 1b (Technical Competence and Quality Control) and Factor 3, while Section F lists projects with no page limit. Firms must identify ten key personnel disciplines including architects, landscape architects, civil, electrical, environmental, fire protection, geotechnical, mechanical, sanitary, and structural engineers. Additional projects beyond Section F can be submitted in the Attachment 1 Excel spreadsheet to support past performance evaluation. PPQs should be submitted to the Contracting Officer directly for all projects lacking CPARS evaluations, and professional licenses and credentials should be referenced in resumes and made available upon request. The SF330 form used must comply with the Rev 7/2021 version from the GSA website, though firms may customize formatting while maintaining required data fields.

Question: Answer:

Factor 1 Specialized Experience & Technical

Competence: Please confirm 5-10 projects is included in Section F of the SF330. If we expand on Factor 1 in section H—it is part of the 40 Page

Section H limit. Yes

Factor 2 Past Performance: Are these to be additional projects for Section H? How many projects should we include? Do these have to be the same projects as listed in Section F, or additional projects? Typically they are the same.

Factor 2 Past Performance: Do the write-ups for the selected Projects go in Section H and part of the 40 page limit? Or are they the same projects as listed in Section F? Same projects listed in Section F

Factor 2 Past Performance: If we have CPARs evaluations for the selected Projects in this factor, do we still need to complete the Past

Performance Questionnaire for each? Or just attach our CPARS evaluations in an Appendix?

Do we need a CPARS/PPQ evaluation for all the project in Section F? Or just the highlighted projects in Section H?

PPQ's should be presented for each project. The Contracting Officer will obtain CPAR's through the system. Sectoin F and Section H should represent the same projects.

NPS IQIQ Midwest Region Solicitation Number: 140P2026R0039

Due to the nature of NPS projects please consider all aspects; water and wastewater management, air pollution, waste management, EA's, EIS etc. Firms that demonstrate more experience with all aspects of EE will be rated higher.

Can you please confirm if Michigan, Iowa, and Indiana should be included within the traditional MWR states? Yes, Regarding the bolded note on page 10, can you please confirm it is preferred to have Factor 1b (Technical Competence and Quality Control) in Section H? And that Factor 1a (Specialized Experience)would remain in section F? Given these are specifically scored we want to be sure to place these correctly for the ease of the reviewers.

Section F Projects? No, just need to comply to the overall 40 page count

Solicitation page 10 of 14 states “For any project not confirmed in CPARS, firms shall use the standardized Excel spreadsheet provided in Attachment #1 to submit supporting documentation.” Attachment #1 is the Standard Form SF330 instructions and forms. Attachment #2 is a PPQ Word document. This is a two-part question. 1) Please clarify if we can submit a PPQ in the event a CPARS is not available. 2) Please clarify what Excel spreadsheet you are referring to?

Yes, please submit a PPQ if a CPAR is not available. Excel spreadsheet Attachment 1 included with this amendment.

Regarding the Excel spreadsheet referenced in the solicitation as Attachment #1 (page 10 of 14), is this spreadsheet to be included as part of the 40 page count limit in Section H, or is this Excel spreadsheet included as an Appendix as supporting documentation and not included in the 40 page count limitation? Spreadsheet entry will not count in the 40 page limit.

Factor 2 – Past Performance on page 10 of 14 is broken down by two factors:

a. Successful performance on similar projects that are recent and relevant. Is this successful past performance evaluated based on the data provided in the Excel spreadsheet contained in Attachment #1?

b. Successful past performance based on the projects presented in Section F? Is this second factor of successful past performance evaluated based on the data provided in only projects presented in Section F?

Successful past performance will be a combination of CPAR's and PPQ's and associated with Projects listed in Section F. Projects that are identified in Attachment 1 will also be used to evaluate past performance.

Is it NPS’ expectation that offerors propose only one resume per the 10 key required disciplines? Would NPS allow more than one resume for a key personnel discipline(s) be provided, if we stay within the overall 30-page limit? Yes

Are other disciplines allowed to be submitted above the 10 required disciplines listed in the solicitation (i.e., project manager) and will they be reviewed and scored? No

Factor 4 – Knowledge of the Geographic Locations on page 11 of 14 of the solicitation states: “These offices must be strategically positioned to ensure efficient coverage and responsiveness within both the designated primary and secondary geographic areas .” Primary coverage areas include North Dakota, South Dakota, Nebraska, Kansas, Arkansas, Missouri, Minnesota, Wisconsin, Illinois, and Ohio. Please advise the secondary geographic areas referenced?

Primary coverage also includes Indiana, Iowa and Michigan. Secondary coverage is Nationwide but it will be rare to support a project outside of the primary coverage.

Factor 5 – Professional Qualifications on page 11 of 14 of the solicitation states: “In accordance with FAR 36.6, firms shall provide verifiable documentation demonstrating that their key personnel and support staff hold valid professional registrations (licenses), advanced degrees, and recognized credentials or designations from established industry professional organizations.” Please advise what the government determines as verifiable documentation, i.e., copies of advanced degrees and copies of professional licenses, and if these copies of verifiable documents are included as an Appendix to the SF330 and not part of the Section H 40 page limit?

These credentials shall be referenced in resumes and be made available upon request.

Technical Competence and Quality Control: Page 10 of 14 states: “Please note: Information provided under Factor 1 is submitted as part of Section H “Additional Information” of the SF‑330 and must comply with the overall 40 page maximum limitation (including graphs, tables, and charts).” What from Factor 1 do you want to see and is being evaluated in Section H as opposed to what is being provided and evaluated in Section F?

Factor 1 Sectoin F shall relate to 5-10 projects. Section H is associated with Factor 1b and Factor 3

Are we able to used our own, customized SF330

Form for our reply to this solicitation (if it meets the specific requirements for all the information requested by NPS)?

Firms call use their own SF 330s but the must comply with the SF 330 Rev 7/2021 form from the GSA website.

The RFQ (attached) indicates that projects submitted must be “completed” at the time of submission. Could you please clarify whether “completed” refers to the completion of professional design services, or if construction must also be fully complete for each project at the time of submission? Completion of design services.

How do we add additional subcontractors in SF330

Part C? The form only allows a. – f. We’d need to add g. – j. to meet NPS requirements. (NPS requires 10 disciplines for Key Personnel include, registered professional architects and engineers in each of the following areas: architecture, landscape architecture, civil, electrical, environmental, fire protection, geotechnical, mechanical, sanitary, and structural.)

Offerors may tailor SF 330's to add additional rows.

how would we add 2 additional pages to the

Section E. Resumes? The attached form’s format is locked and only allows for limited text and field entries for projects A. – E. Adding pertinent details to each resume is not possible, given the limit on characters.

Offerors may use their own forms as long as they comply with the SF 330's Rev7/2021.

Is there a page limit on Section F. EXAMPLE

PROJECTS WHICH BEST ILLUSTRATE PROPOSED

TEAM’S QUALIFICATIONS FOR THIS PROJECT?

Page limit applies to the overall submission.

Is there any expectation that offerors already possess active licenses in all primary coverage states at time of the SF330 submission? No

Is it expected that the PPQ Template (provided) is completed for ALL project sheets, regardless of whether a CPARs (or alternative PPQ) evaluation exists for those projects? yes

Should offerors refrain from including CPARs reports entirely (including as appendices), even when available?

NPS will pull CPARS reports for those that submit packages

Example: If our Section F – Project 1 is for a federal client and we have a CPARs – should the PPQ template still be sent to this client and filled out for the project?

If Section F – Project 2 has a completed PPQ that we can attach (but no CPARs) would the Government accept the existing PPQ that we have for the project, or should only the PPQ template provided be used? yes and yes

Please clarify the Set-Aside Status and requirements.

We understand that, as a Total Small Business Set Aside for NAICS 541310 - Architectural Services, the Prime Contractor/Architect must be SBA and cannot exceed the size standard of $12.5 million, and all first-tier subcontractors must hold the same small business status under their respective NAICS and cannot exceed the applicable size standard. For instance, our structural engineer subcontractor must be a small business under NAICS 541330 - Engineering Services and cannot exceed the size standard of $22.5 million.

Is our understanding correct?

This is being solicited under NAICS 541330. The size standard is $26M.

Should we use the SF330-21_Section_H file (Extra Section H page) to format additional pages in Section H, or can we use a standard 8.5" x 11" paper format consistent with the requirements outlined at Item D in the RFQ? Stanard 8.5X11 is acceptable

Please clarify the Additional Submission Instructions in Item E in the RFQ. Should the caption ("RELEASABLE

TO GOVERNMENT AGENCIES FOR EVALUATION

PURPOSES ONLY") be marked on each page of the SF330 submission? Or in Section H? Or in our email submitting the qualification package? Or other?

"RELEASABLE TO GOVERNMENT AGENCIES FOR

EVALUATION PURPOSES ONLY" can be stated on page 1 of the SF 330"

Does the 40 page limit apply to the entire submittal overall or only to Section H? Section H only

Professional Registrations and Credentials - provide verifiable? documentation demonstrating that their key personnel and support staff hold valid professional registrations (licenses), advanced degrees, and recognized credentials or designations from established industry professional organizations. Is this in addition to the information provided on the SF330 Part E resumes? Are we to include copies of licenses? Yes, this is in additional and should be provided.

Organizational Structure (up to 11x17): Firms shall submit an organizational chart that clearly identifies key personnel, including their names, disciplines, roles and responsibilities, technical expertise, and the office locations where they are based. This chart should delineate the internal structure and lines of authority, ensuring that evaluators understand how the firm or partnership will support contract performance. Are we to add an org chart here in addition to the Org Chart requirement in the SF 330 Section D?

Org charts are typically referenced throughout the document but shall be indentified clearly in Section D

Licensing and Certification Matrix: Firms must include a matrix that clearly communicates which individuals and disciplines are part of the primary firm or partnership. This matrix must list all the states or jurisdictions in which the personnel hold a professional license or certification. Additionally, each personnel resume shall be limited to a maximum of three (3) pages. Are we to add formal resumes here in addition to the SF330 Part E? Or are the part E resumes limited to 3 pages? No formal resumes, Section E is the resume format.

Can National Park Service confirm that this is a re-compete for the next generation of this IDIQ contract vehicle, and if so, please share details as to the incumbent firms who were awarded this contract previously.

yes this is a next generation, please see SAM.Gov for further information.

In light of RFI responses uploaded to SAM.gov, and more specifically, Question No. 7 to which the response was that the secondary area of coverage was nationwide, can National Park Service offer insight into this and other regional contracts as being the main contract vehicles (set-aside) through which the agency will pursue the need for A/E services? Also, if such is the case, is it National Park Service's intention to forego any recompete(s) for the next generations of small pool/set-aside nationwide IDIQs?

This is a recompete for the mid-west region only. All other IDIQs will be separate from this.

If a firm is successful in being selected for the Midwest Region A/E IDIQ, will that preclude the set-aside prime from being able to compete for other similar regional IDIQs, especially knowing that the secondary area of coverage has been noted as nationwide? Or will National Park Service accept a Midwest Region A/E contractor to pursue priming another one of the agency's regional A/E IDIQs?

no this will not preclude the contractor from pursuing other AE IDIQs with NPS

In re-reading the solicitation and the current slate of RFIs addressed, we understand that the National Park Service wants each respondent to submit in the proposal both Attachment 1, as it has been referenced and provided, as well as a PPQ for each Section F included in the respondent's SF330 Part I. If this is correct, can the National Park Service offer additional clarification as it relates to the provision of PPQs:

Section F and Attachment 1 projects do not have to be the same projects. PPQ's can/should be submitted for any/all projects submitted.

Is each page of the PPQs considered part of the overall 40-page limit set by the National Park Service? Or will the National Park Service allow those PPQs to stand alone and separate from the SF330 components that are to not exceed 40 pages altogether? No, only Sectoin H has a page limitCorr

Will the National Park Service accept PPQs that we have on file from previous submissions for projects that meet the maximum age requirements, especially if those project contacts have since left their respective federal agency within the past year in light of all the various staff changes across various multiple agencies? yes these will be acceptable

If no to RFI 4b above, are the PPQs to be submitted directly to the contracting officer from the evaluating project contact on behalf of the responding firm with the evaluation having occurred within an established timeframe before the close of this solicitation? n/a

This question relates to the government’s response on 27 March 2026 to Question #4 and Question #18 as these two responses seem to contradict one another.

Can the government confirm if we also need to provide a PPQ if a CPARs is available? Will the CPARs be compliant to show past performance?

Please submit PPQs for all projects that do not have

CPARS.

Can we submit a previously completed PPQ from a prior proposal? Yes

Can the government please advise if we submit a PPQ to the contracting officer, but the contracting officer does not return the completed PPQ to NPS (Stormy Gallagher) before the submittal requirement date of 11 May 2026, how will the government address this PPQ not being returned on time? This will not be held against the firm

This question relates to the government’s response on 27 March 2026 to Question #17. This is a two-part question. 1.) Can the government confirm there is no page restriction for projects included in Section F? 2.)

Can the government confirm if we include additional project information from Section F in Section H, we may do so but must comply with the 40-page count limit identified for Section H? Correct, page count limit (40) applies to Section H only.

Are the projects listed in Attachment 1 Excel file to include only the projects we include in Section F? Or, does the government want to see additional projects, beyond those listed in Section F, in Attachment 1 Excel file to determine successful past performance?

Additional projects can be listed in the excel spreadsheet, the projects do not have have to be listed twice, this answer takes precendent over any previous answer.

To help us better understand your needs and areas of interest, are there particular project types or planned initiatives this IDIQ is expected to focus on?

Most services to be performed under these contracts will generally be specializing in contemporary and/or historic architecture.

We don’t believe there is an overall page limit (other than Section H is 40 pages) correct? Correct, page count limit (40) applies to Section H only.

Section E – (we know each resume is 3 pages max) – but there is no page limitation on Section E, correct? Correct, page count limit (40) applies to Section H only.

57 Section F – is there a page limit? No, page count limit (40) applies to Section H only.

Can you please clarify the Q/A response to item #21 – that the “yes” was regarding the 2nd portion of the question – multiple resumes are allowed? yes, you are correct

Regarding Q/A #16, we are trying to understand if we can import the Word/PDF SF330 files into our graphic software (Adobe InDesign) and modify colors, fonts, etc while maintaining all the data/cells as required. Since the submission will be a combined pdf – is that acceptable? Yes, this is acceptable

Regarding the PPQ as explained in the addendum, we read this that we are to submit the completed PPQ with our submittal, in which case the “return to” information would need to be back to our firm (vs directly to you) in order to include it. Can you confirm this intent? No, the PPQ should be submitted to the CO directly.

Can the government confirm referencing professional registrations including the active license #s on the SF330 Part E resumes will be compliant, and attaching copies of licenses in our proposal is not necessary. Firms will make copies of licenses available upon request by the government. yes, this is correct.

This procurement is being solicited as a Total Small Business Set-aside. The NAICS Code for these services is 541330 Engineering Services and the SBA size standard is $26 million.

I noted in the updated Q&A for the Midwest A&E IDIQ post ed today that the NAICS code for the opportunity has changed (Question 35). Would you please confirm whether the NAICS code for the solicitation is 541310 or 541330?

This procurement is being solicited as a Total Small Business Set-aside. The NAICS Code for these services is 541330 Engineering Services and the SBA size standard is $26 million.

Regarding Q/A responses 35, 62 and 63 refers to the NAICS code as 541330 (Engineering), however the Sources Sought and original solicitation was NAICS code 54310 (Architecture). Can you confirm that the

After conducting MR the Contracting Officer changes the NAICS to 541330. Prime Contractors shall have 541330 included in their SAM profile when submitting as an offeror.
