About this file

This Sources Sought Notice (SSN) is a market research document for a design-build project at Glen Canyon National Recreation Area's Bullfrog District. The National Park Service (NPS) is planning a $77M project to relocate the Bullfrog Launch Ramp, involving approximately 3.5 miles of new roadway, a 2,400 linear foot boat launch ramp capable of accommodating 75-ft houseboats, an 8-16 acre parking area, and utility relocations. The project involves significant earthwork (600,000 CY), rock blasting (160,000 CY), asphalt paving, and concrete work, with an anticipated 710-calendar day performance period.

The solicitation is targeting both large and small businesses, with a North American Industry Classification System (NAICS) code of 237990 and a size standard of $45M. NPS anticipates issuing a competitive Request for Proposals (RFP) in February 2026 with a single Firm-Fixed-Price (FFP) contract award. Interested contractors must submit a completed Sources Sought Survey Questionnaire by December 2, 2025, at 12:00pm Mountain Time to zaira_lupidi@nps.gov. The market research will help determine potential small business or socio-economic set-aside opportunities, and bid, performance, and payment bonds are expected to be required.

** This is a SSN for the purpose of conducting Market Research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both Large and Small Businesses. **

1. Purpose:

a. The purpose of this SSN is to gain knowledge regarding the types of interested businesses and their qualifications. Information obtained through this SSN by the NPS will be utilized to develop the acquisition strategy. The amount of interest, or lack thereof, will determine the possibility of a Small Business or other Socio-Economic Set-Aside for solicitation and award purposes. Analysis of the quality of responses to this SSN will be considered in the Market Research being conducted and in the making of any set-aside determination for this requirement.;

b. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement; and

c. No solicitation, proposal package, specifications, or drawings are available with this SSN.

2. Cost Reimbursement: Response to this announcement is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this SSN, nor any follow-up information requests.

3. Bonding: Bid, Performance, and Payment Bonds are anticipated to be required.

4. North American Industry Classification System (NAICS) code: 237990 and Size Standard: $45M

5. Project Description

a. The project is located at the Bullfrog District within the Glen Canyon National Recreation Area;

b. Estimated Cost: $77M

c. The surrounding area is rural with limited staging located adjacent to the project work and throughout Glen Canyon National Recreation Area;

d. The construction site is 12 miles from nearest lodging facilities (Ticaboo, UT) and 130 miles to suppliers (Blanding UT);

e. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact;

f. The site requires protective measures to ensure the surrounding area remains undisturbed.

g. The anticipated period of performance of 710 calendar days includes potential weather delays.

Project Scope: The contract is a design-build project. The National Park Service (NPS) engaged Jacobs Engineering to assess existing conditions, perform topographic surveys, complete geotechnical testing, and initiate environmental permitting to identify feasible locations for a new launch ramp. Multiple alternatives were evaluated through a value engineering process, resulting in selection of a preferred site.

The preferred concept was advanced to a 30% design level to support this Request for Proposals (RFP). This level of design establishes a constructible concept that defines alignment, sizing, and key performance criteria, allowing prospective design-build teams to fully understand construction limits and constraints.

The selected Design-Builder will be required to follow the Denver Service Center (DSC) design review workflow and submit 70%, 95%, and 100% design deliverables for NPS review and approval. Upon successful acceptance of the 100% design package, NPS will issue a Notice to Proceed for Construction, authorizing commencement of physical work.

Project Description: This project will relocate the Bullfrog Launch Ramp to the vicinity of Stanton Creek. The existing marina and launch ramp are no longer viable due to receding water levels, and the tributary is expected to remain dry under future low-water conditions. The proposed project relocates the ramp to the main channel of the Colorado River to ensure long-term functionality.

Associated utility and infrastructure improvements (roadway and parking area) will also be required to support the relocated facilities. The following summarizes the preliminary concept currently under development for the RFP.
