Project Description:
The projects are located within Vicksburg National Military Park, Warren County, Vicksburg, MS.The Stabilize Terraces and graves project is located at Vicksburg National Cemetery and Stabilize Mint Spring Bayou project is located approximately 0.45 miles south and 0.16 miles east from the intersection of Haining road and US 61.
The construction magnitude is more than $15.0M.
The surrounding area is considered a cultural resource since it is a National Military Park with limited staging on site to minimize disturbance.
Schedule deliveries to minimize use of driveways and entrances and schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site. Comply with legal load restrictions in hauling of materials.
The construction site is within 25 miles from nearest suppliers and lodging facilities.
The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.
The site requires protective measures to ensure the surrounding area remains undisturbed.
The project location is considered a cultural resource and preservation of natural features is required.
The anticipated period of performance of 548 calendar days including any potential weather shutdown.
Winter construction may be required.
Project:
Stabilize Terraces and Graves (VICK 310725/324137):
On February 12, 2020, after weeks of historic rainfall, a landslide occurred at Vicksburg National Military Park and National Cemetery (VICK). The incident created an area of destruction of approximately 0.83 acres in the southwest quadrant of the cemetery. The cemetery road, slopes and earthen structures within the area were impacted. Thirteen veteran graves were eroded and resulted in exposed remains due to a yet-unquantified amount of soil displacement. This project will provide for stabilization of terraces to protect the resource and mitigate the potential for injuries.
Project Scope:
This project will provide for stabilization of terraces to protect the resource and mitigate the potential for injuries with the construction of approximately 272 linear feet of soldier pile and lagging retaining wall with an earthen buttress for slope stabilization to repair landslide at the National Cemetery and restore a section of Given Hill Road. Principal features of the work include mobilization and demobilization, clearing and grubbing, demolition of existing drainage features, fencing and existing pavement, site grading, excavation, select fills, asphalt paving, concrete paved ditches, retrofit of an existing drain inlet installing drainage structures and HDPE storm drain piping, soldier pile and lagging retaining wall including the setting of H-Piles, installation of permanent ground anchors and wood lagging, two-stage french drain and underdrain construction, new turf establishment, stormwater pollution prevention, temporary erosion control items, and environmental protection. Archaeological and cultural investigations will be conducted to monitor any ground disturbance and construction activities deemed necessary to protect archaeological resources.
Efforts between the National Park Service, US Geological Survey, Southeast Archaeology Center and the US Army Corp of Engineers’ Eastern Research and Development Center have determined that immediate short term stabilization efforts are needed to protect not only the cultural resources, which include remains of Civil War soldiers, but also protect anyone who may attempt to enter the site as it now is in an unsafe condition and susceptible to further deterioration.
Stabilize Mint Spring Bayou (VICK 209252):
This project is to stabilize the Mint Spring Bayou through the installation of a slope stability system along the north and south bank. Previous project completed in 2011 consisted of the installation of 2 soil nail walls with shotcrete facing. At the base of the lower nail wall, the soil has become unstable and is sliding to the south causing movement of the Mint Spring Bayou bank in response. Potentially adding to the problem, when the Yazoo Diversion Canal/Mississippi River reach flood stage, the backwaters reach up Mint Spring Bayou such that much of the slope below the bluff is inundated. Therefore, the area could be subject to rapid drawdown conditions depending on the rate that the water recedes. The scope of work will consist of a topographic survey, geotech exploration, environmental study, and working drawings, mobilization, clearing, excavation, construction of aggregate drains, and construction of rip rap buttresses along the north and south sides of Mint Spring Bayou. The unique conditions that exist within the valley of Mint Spring Bayou have caused the bluff on which the National Cemetery is situated to slough off and erode. The southern brick wall around the cemetery has already collapsed and fallen into Mint Spring. Erosion has also claimed a cemetery road and exposed human remains, and threatens the remaining tour road, the historic Indian Mound, cemetery gazebo and hundreds of interments in the southwest corner of the cemetery.
Project Scope:
The current stabilization scope for the Mint Spring Bayou project includes construction of a slope stabilization system consisting of high-capacity strand anchors with reinforced concrete anchor plates and placing reinforced granular fill in front of the anchor benches to stabilize the slope adjacent to the Mint Spring Bayou. In addition to the stabilization work proposed at the Mint Spring Bayou and due to continuous deterioration of the soils including the landslides at the National Cemetery, the project also considers the stabilization of the area (gap) between the southwest corner of the cemetery and Mint Spring Bayou project. The project consists of mobilization of construction crew, associated site work including minor clearing, erosion control measures and installing the wall drainage system per the site plans and specifications. Archaeological and cultural investigations will be conducted to monitor any ground disturbance and construction activities deemed necessary to protect archaeological resources.
The unique conditions that exist within the valley of Mint Spring Bayou have caused the bluff on which the National Cemetery is situated to slough off and erode. The southern brick wall around the cemetery and many other culturally sensitive components have already collapsed and fallen into Mint Spring. A project completed in 2011 consisted of the installation of two soil nail walls with shotcrete facing. At the base of the lower nail wall, the soil has become unstable and is sliding to the south causing movement of the Mint Spring Bayou bank.
Continued erosion and sliding of the soil at the base of the nail walls may eventually cause undercutting of the walls and eventual failure of the original project. The ongoing slide north of Mint Spring Bayou has forced the creek against the south bank, which in turn is causing the south bank to be undercut. As a result of this undercutting, a significant number of trees from the south bank have fallen across the creek. The collapsing soil above the creek on the south side shows signs of progressive failure over time. Unless the creek channel is stabilized, the south bank and slope above will continue to fail and could force the closure of the tour road through the cemetery and would leave no alternative route.
