About this file

This document is an Amendment (Amendment 0002) for Solicitation 140P2025R0036, a National Park Service project to rehabilitate the A.G. Gaston Motel at Birmingham Civil Rights National Monument in Alabama. The amendment extends the proposal due date from July 9, 2025, to July 16, 2025, and incorporates a comprehensive set of questions and answers that provide critical details about the project's scope and requirements.

Key project details include: the project involves rehabilitation of a historic civil rights structure, with complexities such as helical pier installation, potential elevator pit excavation, abatement work, and historic preservation considerations. The contract requires total building commissioning for all systems, potential involvement of an architectural conservator, and specific guidelines around personnel roles (e.g., superintendent must be a dedicated individual separate from safety and quality control roles). The project will require careful coordination with local authorities, adherence to historic preservation standards, and management of technical challenges like matching existing brick and handling infrastructure installations. The solicitation indicates the project is fully funded and will involve comprehensive restoration of the A.G. Gaston Motel.

Ques ons and Responses:

1. Sheet C-100. The entire parking lot at the corner of 5th Avenue and 15th Street is shown to be able to be utilized for laydown and storage. This is not what was explained at the walk-thru. Please advise if entire lot can be utilized by the contractor during construction?

Answer: Refer to drawing C100 for staging areas.

2. Please provide soils report to be utilized in conjunction with the Helical Pier installation?

Answer: Structural design loads are shown on S001 and S003. Soil reports “Geotechnical Report.pdf” and “Gaston Motel Shear Wave Survey Report.pdf” were included in the solicitation attachments 4 and 5.

3. Based on very current information regarding this project, the elevator pit excavation could compromise the footing on the external wall. Answer: Bidder needs to confirm full scope of work.

72. Are there any additional glazing elements or window replacements included in the scope that we may have missed?

Answer: Bidder needs to confirm full scope of work.

73. Please confirm whether a Machine Room-Less (MRL) traction elevator is required for this two-stop system. Based on industry recommendations and the short travel distance, we understand that MRL traction elevators often involve proprietary components, which limit service options and increase long-term maintenance costs. Would a traditional non-proprietary hydraulic elevator be an acceptable alternative for this application? A hydraulic system would be more practical, cost-effective, and easier to maintain over the life of the elevator for a two-stop configuration.

Answer: We will not entertain substitutions during the solicitation phase. Price as currently shown in the solicitation.

74. Will the Birmingham local hire ordinance be in effect for this project?

Answer: No, this ordinance is for City funded projects.

75. The specification mentions "The reports “Report of Subsurface Exploratory and Preliminary Geotechnical Engineering Evaluation,” March 31, 2023, prepared by NOVA is available. The report “Report of In-Situ Shear Wave Study,” March 14, 2024, prepared by NOVA. Is it possible to obtain copies of these reports.

76. At the site visit I believe the DSC personnel made mention that ALL of the abatement work had been completed on this project. Can you confirm if ALL abatement work has actually been completed?

77. On sheet A201 there is Note 2 to patch and repair hole in brick wall. Where does this occur. I don’t see note 2 on the sheet.

Answer: Note 2 is contained on A201, detail 1 Elevation – North.

78. Also, on A201 Note 3 calls for the removal of the duct (louver) and patch hole in wall.

There are also places in the Lobby / Reception area that calls for new brick to match existing. Both of these areas would require new brick to match existing. The existing brick is a Roman size and is no longer available. Please provide a manufacturer that can and is willing to make this brick to match the existing?

Answer: Will be determined during material submittal phase.

79. Can a utility brick sawn to the correct height and stained to match the existing as closely as possible? Is this an acceptable repair if no brick can be found to match the existing?

Answer: Will be determined during material submittal phase.

80. Solicitation, Section H states that the On-Site Quality Control Manager and the On-Site Safety Manager may be filled by the same qualified individual. May the Superintendent also serve the Quality Control and Safety roles, or must the Superintendent be a separate individual?

Answer: The job site superintendent role must be a dedicated individual and separate from the on-site safety and quality control roles.

81. I was looking through the specs for the A.G. Gaston Motel for the security alarm and surveillance cameras and can't find any specifics. Are there any specific manufacturers that we are to use on these items?

Answer: The security equipment is not part of this contract but will be supplied and installed by the Park/Regional security staff. This contract only furnishes and installs the infrastructure (raceways, conduit, wire, network cables) to support the owner supplied equipment. The security drawings in the SC set are diagrammatic and only show a typical security system architecture with typical connectivity requirements so that our contractor knows where to install raceways and cables.

82. During the pre-bid site visit, some general questions were raised about ACM and LBP abatement previously performed by the City of Birmingham.an a utility brick sawn to the correct height and stained to match the existing as closely as possible? Is this an acceptable repair if no brick can be found to match the existing?

Answer: NPS does not have documentation of this work, but our understanding is that much of the ACM and LBP was removed prior to NPS acquiring ownership of the facility. During design, NPS and our final design A/E conducted a pre-renovation ACM and LBP assessment, which identified some remaining materials that will require abatement under this contract. Refer to Section 01 11 00 – 1, “Summary of Work,” and Section 01 11 00 – 4, “Additional Reports,” Part B for details
