About this file

This document is a Sources Sought announcement for the GLCA 318876 - Low Water Access Ramp at Antelope Point project. The National Park Service has a requirement to reconstruct the Antelope Point Launch Ramp at Lake Powell due to low water levels. This is a design-build contract with an estimated cost greater than $20M and a period of performance from 06/01/2025 to 06/01/2028. The project includes constructing a new concrete boat launch ramp, associated parking area improvements, and related earthwork, rock blasting, paving, and concrete work. The government is conducting market research and may set this as a small business set-aside. Interested firms must demonstrate experience with design-build projects of similar scope and complexity, including design and construction of boat launch ramps, underwater/subsurface work, mass grading, and remote infrastructure improvements. Firms must also provide a letter from their bonding company confirming bonding capacity. Responses are due by 1:00 pm MT on November 18, 2024.

GLCA 318876 - Low Water Access Ramp at Antelope Point (Lake Powell) Estimated Cost Range: Greater than $20M Estimated Period of Performance: 06/01/2025 - 06/01/2028

Project Description:

The contract is a design-build agreement. The National Park Service has engaged Jacob’s Engineering to assess existing conditions, conduct a topographic survey, perform geotechnical testing, and initiate permitting to identify viable ramp locations. These alternatives were evaluated through a value engineering process, leading to the selection of a preferred site for the new ramp. This preferred concept was developed to the Schematic Design level, enabling the creation of this request for proposal. The schematic design provides proof of concept, detailing sizing, alignment, and scaled distances to help prospective bidders understand performance criteria, construction limits, and any constraints. The selected contractor will be required to submit design services and construction documents for 70%, 95%, and 100% deliverables, following the Denver Service Center, National Park Service's workflow approval process. Upon successful approval of these deliverables by the NPS, a notice to proceed will be issued, allowing the Design-Builder to commence physical construction.

This project involves reconstructing the Antelope Point Launch Ramp, as the current ramp is no longer functional due to low water levels. The Schematic Design extends the ramp to ensure long-term usability in response to potential future low water conditions. In addition to the ramp reconstruction, improvements to the associated parking area infrastructure will be included. Below is a general overview of the project and the current concept being developed for the RFP; the final scope of the RFP may vary.
