GLCA 210865 – Replace Wahweep Government Dock (Lake Powell) Estimated Cost Range: Greater than $7M - $12M Estimated Period of Performance: 02/01/2025 - 02/01/2026
Project Description:
The Government Dock structure is located at Wahweap Marina, and houses slips for operational and emergency access vessels from the National Park Service (NPS), Coconino County Sheriff’s Office, Arizona Department of Game and Fish, and, at times, the U.S. Coast Guard. Government Dock is more than 40 years old and a state of disrepair. Deterioration has resulted from a combination of the docks age, weather, contact with water and the elements, wave and wind action, and heavy repetitive use. Deterioration has recently accelerated due to relocation of the dock in response to lower lake levels to an unprotected location with greater exposure to the environmental elements.
The contract is a design-build agreement. The National Park Service has engaged Jacob’s Engineering to identify and assess required elements to satisfactory replace the existing Government Dock at Wahweep. A preferred concept was developed to the Schematic Design level, supporting the development of this request for proposal. The schematic design provides proof of concept, demonstrating required scope elements including boat slip space needs and sizing, dock surfacing, moveable wave attenuation, winch anchorage, dock structures including storage, overhead cover, fenced areas, power options including generators, solar, and electrical power connections as well as other requirements to help prospective bidders understand performance criteria, replacement requirements, and any constraints. The selected contractor will be required to submit design services and construction documents for 70%, 95%, and 100% deliverables, following the Denver Service Center, National Park Service's workflow approval process. Upon successful approval of these deliverables by the NPS, a notice to proceed will be issued, allowing the Design-Builder to commence physical construction.
This project will replace the existing deteriorated Government Dock with a modern dock, including utilities and breakwater structure capable of withstanding known environmental hazards. The contract will include design services supporting development of plan documents demonstrating compliance with Design Build Request for Proposal. This project also includes construction services including sourcing of materials, assembly and construction of the replacement dock/breakwater structures, and removal and disposal of the existing dock system/breakwater structures. Below is a general overview of the project and the current concept being developed for the RFP; the final scope of the RFP may vary.
