About this file
This document is a Request for Proposals (RFP) for the Lake Mead National Recreation Area Callville Bay Barge Relocation project. The solicitation seeks a contractor to temporarily relocate an existing barge to meet seasonal low lake levels, which requires extending and upsizing existing electrical lines, replacing electrical transformers, and installing a new service road and standby generator. The project includes additional scope to move the water intake barge location to allow drinking water production at 950 feet above sea level, with a minimum 30-foot water depth, and will involve constructing a new barge and raw water transmittance lines.
Key solicitation details include proposals due on May 23, 2025, at 2:00 PM MD, with a contract completion timeline of 580 days after award. The government will use a trade-off best value evaluation approach, with evaluation factors including technical approach, project experience, past performance, management approach, schedule, and safety. Liquidated damages are set at $1,619 per calendar day of delay. The contract will be administered by the National Park Service, with electronic proposals to be submitted to the Contracting Officer Mark Barber and Contracting Specialist Gabriel Castellanos.

SUBMISSION AND EVALUATION
OVERVIEW OF PROJECT
This project includes temporary relocation of the existing barge to an appropriate distance to meet the seasonal low lake level. This relocation requires existing electrical lines to be extended and upsized, an existing electrical transformer will be replaced with by a 3rd party power provider, and an existing standby generator will be replaced with new appropriately positioned generator. The existing service road will be enhanced to provide access to the new transformer site. The increased length of electrical lines and resulting voltage drop will require the upgraded transformer, as mentioned above, to be completed at the time of the temporary barge relocation.
Additional scope will move the Callville Bay water intake barge location to deeper water to allow for drinking water production at lake elevation of 950 feet above sea level with a minimum of 30-feet of water depth below the new barge location. A new barge will be provided, existing raw water transmittance lines will be extended to the new barge. The barge relocation will also necessitate construction of a moored breakwater. This project will also provide a UV reactor to eliminate Quagga mussel infestation of the water supply system.
