Project Description:

Project Conditions:

-The project is located at Devils Tower National Monument in Wyoming.

-The construction magnitude is between $5M and $10M.

-The construction site is in a remote area of Wyoming, with limited access to suppliers and lodging.

-The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.

-The site requires protective measures to ensure the surrounding area remains undisturbed.

-The anticipated period of performance of 410 calendar days including any potential weather shutdown.

-There are seasonal/other shutdowns mandated through the construction season.

-Winter construction may be required.

Project Scope:

The existing seasonal housing unit was built in 1961 as part of the Mission 66 Program. It is a six unit, single story building built on a concrete slab and of wood construction. Four units are efficiency apartments; two units are one bedroom apartments. No units meet accessibility standards. There is no fire suppression system in the building. There is one shared laundry room and one shared storage room in this building.

The November 2015 Housing Needs Assessment and the 2015 Housing Management Plan documents for Devils Tower National Monument identified the need for new or additional housing. Currently the park has a deficit of 7 bedrooms. Housed staff includes permanent required, permanent permitted, seasonal required, seasonal permitted and volunteer employees. The largest employee group living in the park is the seasonal permitted employees.

The purpose of this project is to construct a new 6-plex unit that meets code and is sustainable in a remote area required for occupancy. The units replace substandard units and employees will gain satisfactory housing. This will allow adequate resource and visitor protection in the area. The new unit will provide affordable, safe, and accommodating housing for park employees. Deferred maintenance will be eliminated for current location 63107 by replacing the 6-plex location 63107 with the construction of a 6-plex housing unit.

As developed in the IPi process, the one story 6-plex building will be based on the NPS Prototype building number three, which is an 8-plex. The modified building three will be a one story 6-plex building consisting of (6) one bedroom units, which will also include a laundry unit and a modular community area. The site will also include two RV spaces, an outdoor gathering area, and an evaluation of existing utilities and topography. The existing 6-plex will be demolished.
