GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is conducting a Special Site Showing in order to provide an advance showing of the project site prior to the full posting of the Solicitation for this project. This is an upcoming requirement and is anticipated to be advertised in the next two weeks. It will be posted electronically on website at www.SAM.gov
This announcement is to provide the opportunity for prospective Offerors to visit the project site to review all aspects of work associated with this project. This site showing is being conducted in order to take advantage of performing the site visit to allow prospective Offerors more time to complete their Request for Proposal packages once the solicitation is formally posted. A site showing will not be conducted after release of the solicitation package so this announcement provides the only opportunity to view the site.
No reimbursement will be made for any costs associated with travel or providing information in response to this announcement.

GLAC 307606 – Replace Swiftcurrent Water Distribution System
The contract is a design-bid-build contract which will involve the construction measures to provide for the replacement of the Swiftcurrent Water Distribution System at Glacier National Park. This project will replace the water system at Swiftcurrent. The effort will include removal and replacement of the well pump and main water line from the existing well. A new well will be installed to serve as a second water source and will be connected with a new water main line.
The project will ensure that the site has adequate capacity for fire suppression; and supporting water systems that serve concessionaires, campgrounds, administrative facilities, and picnic areas.
A new telemetry system and new meters will be installed to improve water system monitoring, and the chlorination building will be rehabilitated. To further improve system reliability during power outages, a new generator building will be constructed and a new emergency generator with a new automatic transfer switch will be installed.
Where asbestos cement pipe is found or if existing underground pipe conflicts with the design of the new system it will be demolished, and disturbed pavement and natural landscape areas will be restored. This includes the access road to the storage tanks.
The existing water system in Swiftcurrent was installed over 50 years ago and is well beyond estimated design life. These underground pipe systems supply various concession properties, a campground, multiple residences, and a picnic area, serving over 100,000 visitors per year.
Concessions properties include a motel, rental cabins, a restaurant, and a general store.
Equipment is aged and failing. Existing leaks are reported, requiring maintenance staff to spend limited time and funding, chasing leaks from location to location, including the loss of approximately 20,000-30,000 gallons of water per day, with unknown cause. The current systems were installed with single points of failure. A single point of failure is a part of a system that, if it fails, will stop the entire system from working. At current design, the water system capacities are insufficient to meet current or anticipated demands for domestic water provision or fire protection. Fire flow minimums are not attainable due to inadequate existing pipe size.
Through completion of this project, the Park will have a reliable water system for approximately 50 years. Deferred maintenance of this system will be eliminated. Improved fire flow of the water system will add to the protection and preservation of various historic structures in the area. The health and safety of visitors and employees will be improved through the establishment of a reliable fire protection capability.
Glacier National Park currently utilizes a great deal of its funding and resources to the maintenance of high priority assets, such as water systems. Water systems are important to the mission of the park as visitors and staff alike will make use of this resource. Completion of this project will provide a more reliable system that will meet or exceed capacity requirements for domestic water provision and fire protection for years to come. Ongoing costs to the NPS for repairs will be significantly reduced, allowing for fund savings to be directed to improve visitor experiences. Fire safety measures will be enhanced through improved fire flow capabilities, larger capacity and an improved distribution network of the Park’s water system. Additional water storage will ensure sustainable water service for Park operations.

Contractor meeting will consist of an in-person briefing and presentation relative to this project.
The full solicitation for this project is set for release within the next two weeks; however, it is necessary to conduct the site visit portion of this project now so all potential Offerors have access to the site and to allow more time for proposal development by potential Offerors.
• Meeting Date Locations: All potential attendees shall meet at Many Glacier Ranger Station, Glacier National Park. Please see attached map for logistics.
Security Requirements: No later than June 17, 2024 at 5:00 p.m. Mountain Time, all prime contractors, subcontractors, material suppliers and other vendors who plan to attend the site showing will need to provide their full name, company name and email address which is required for attendance for logistical coordinating.
Vendors can search for opportunities and award history on www.SAM.gov without registering.
The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist where you can add your company’s interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents.
Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a UEI number in order to conduct business with the Federal Government.
This Special Notice is not a solicitation document, but pre-notice of an upcoming site showing to provide prospective Offerors access to the site prior to the full release of the solicitation.
