About this file
This document contains the questions and answers (Q&A) for Amendment 0002 to Solicitation Number 140P2024R0071 for the GWCA 318349 OZAR 223690 WICR 226956 Pavement Preservation project. The key details are:
The solicitation is for pavement preservation work at three national park locations. The project requires using waterborne paint for line striping and thermoplastic for handicap symbols, with reflectivity specifications. All three locations will use the same materials. The original Notice to Proceed (NTP) date of July 29, 2024 has been shifted to October 1, 2024. The requirement for a minimum 92.5% density on longitudinal joints has been removed, and soil cement will be required for the full depth reclamation scope. Access roads to campground loops are not subject to the same availability restrictions as the loop roads. Contractors are responsible for verifying the quantities for crack sealing, as this is a lump sum, firm-fixed price contract.

140P2024R0071 Amendment 0002 Q&A
1. Is there a specific Permanent Pavement Marker NPS is wanting?
A. Waterborne is the line striping, and thermo for the Handicap Symbols.
2. Will the selected Permanent Pavement Marker type be used for all placement styles?
(Roadway/Parking/Handicap/etc)?
A. Reflectivity per specification for Waterborne and Thermoplastic is required.
3. Will the selected Permanent Pavement Marker be the same across the three project locations?
A. All 3 locations are the same use of materials.
4. We have analyzed the construction schedule based on a July 29, 2024 NTP date and have concluded that the project would contain less schedule risk and a smoother sequencing if the NTP date was shifted to October 31, 2024. This would allow for a full “season” for construction and give us access to more resources as many resources in the paving world have been allocated to other projects in 2024. Would NPS entertain this revision?
A. NTP has been shifted to October 1, 2024.
5. We request to have the longitudinal joint density requirements seen in section 32 12 16 – Asphalt Pavement, Table 3-2 (Note 5) and 3.6 (B)(4) removed from the specifications. These sections require the longitudinal joint to hold a minimum value at 92.5% of the maximum specific gravity which will require to asphalt to be cut back using a cutting wheel to achieve this density. This specification is utilized for airfield construction and will unnecessarily increase both the cost and time required to complete this project.
A. Yes. There aren't many 2 lane long pull roads in the project, so the notch wedge joint can be eliminated, and mat joint density will be the requirement only.
6. Is soil cement required for the full depth reclamation scope of work? We are inquiring due to the soil cement being contained within the specifications; however, it does not seem to be needed for the structural requirement on park roads.
A. Yes. The cement mix in the FDR sections will be required per specification.
7. Please further define extents/limits of what is considered a “Road Section” and Campground
Loop”, specifically for the short Roads connecting the main roads to the campground loop. It is our presumption that the short roads into the campground loops comprised the road sections and only those loops and road sections are subject to availability restrictions.
A. Restriction apply to loop roads in campgrounds. Access roads are not part of the restriction, but access to areas open to the public must be maintained during construction.
8. There is no quantity provided for Crack Sealing, will there be a quantity shared or anticipated percentage of Roadway that needs Crack Sealing for purposes of bid?
A. It is the contractors responsibility to verify quantities of crackseal as this is a lump sum, firm fixed price contract.
