SLEEPING BEAR DUNES NATIONAL LAKESHORE INDUSTRY DAY
The National Park Service (NPS) – Denver Service Center (DSC) will be conducting on site Industry Days focused on construction and construction related contracting opportunities at North and South Manitou Islands at Sleeping Bear Dunes National Lakeshore.
ATTENDEES: This event is open to large, small and socio-economic businesses who are prime contractors and/or subcontractors working in construction and construction related industries in the NAICS fields denoted below.

GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is conducting an Industry Day to highlight an upcoming project at Manitou Islands in Sleeping Bear Dunes National Lakeshore in order to solicit and gain industry input from all interested businesses having the capability to perform the work described below. This is an upcoming requirement and is anticipated to be solicited within the next 3-6 months electronically on website at www.SAM.gov
This announcement is to gauge interest in the number of firms who would attend a Site Visit which would allow all prospective offerors to view the sites as well as provide additional input to determine the appropriate contracting method for these procurements. Oral questions will be taken during the event and responses provided via a written amendment after the event. An attendee list will also be posted.
No reimbursement will be made for any costs associated with travel or providing information in response to this announcement.
Project Information:
SLBE 318729–COMPREHENSIVE FACILITY REHABILITATION ON MANITOU ISLANDS:
The Comprehensive Facility Rehabilitation on Manitou Islands is meant to address a maintenance backlog spread over 33 historic structures, two ferry docks, and utility infrastructure. This is a Design Bid Build Project.
Work involved in this project includes but is not limited to:
Dock Replacements This project includes demolition of the existing docks on North and South Manitou Islands and construction of new docks at historic locations. Work will require the contractor to establish on-land paths of travel for workers and equipment to the new dock locations. Access to the islands must be maintained throughout the duration of the work.
Dredging Limited dredging will be required to achieve new dock placement and facilitate removal of the existing dock at North Manitou Island.
Utility Infrastructure Repairs:
Sewer / Septic, Water and Electrical infrastructure needs repair and replacement due to failure in the existing systems, antiquated parts that are no longer supported, and requirements to meet health and safety regulations and current building codes.
New wells will be drilled on both North and South Manitou Islands. A new chlorination building will be constructed on North Manitou Island and new chlorination systems will be installed on both islands.
New water service distribution systems will be installed on both islands, serving 11 buildings on North Manitou Island and 12 buildings on South Manitou Island.
Septic systems will be upgraded to 10 buildings on North Manitou Island and 9 buildings on South Manitou Island.
Electrical upgrades will include repairs and partial replacement of the existing off-grid microgrid system.
Historic Building Preservation Maintenance Historic building exterior envelope repairs to approximately 33 structures (i.e. roofing, siding, window, door, structural improvements and similar repairs) to maintain the integrity of these structures.
Meeting Date and Time (All time shown below are Eastern Daylight Time (EDT))
This site visit is accessed only by boat and NPS has planned a two day site tour to allow sufficient time to view both North and South Manitou Islands.
The current schedule plans for visiting one island each day.
If weather does not allow access on Tuesday and/or Wednesday, the site visit will be extended into Thursday.
· Tuesday, April 23, 2024, 9:00 a.m. to 6:00 p.m.
· Wednesday April 24, 2024, 9:00 a.m. to 6:00 p.m.
a. A detailed schedule along with the meeting location and map will be shared on or about April 18, 2024 NOTE: Due to the remote location and lack of services, it is recommended attendees plan to bring their own lunch as well as water, food and water are not available on either of the Manitou Islands. NPS will boat attendees out to the Islands. Weather can be variable (i.e. cold and warm temperatures, wind, precipitation, etc.) with wet and windy conditions on the boat. As such attendees are encouraged to dress appropriately.
RSVP: No later than April 10, 2024, all prime contractors, subcontractors, material suppliers and other vendors who plan to attend the construction contractor industry day will need to provide their full name, company name and email address for planning purposes. Firms shall confirm their attendance to Edwin Berry at edwin_berry@nps.gov and Jeanna Manseau at jeanna_manseau@nps.gov no later than close of business on April 10, 2024. Attendance of contractor personnel will be limited to 2 people, more will be considered on a case by case basis.
Vendors can search for opportunities and award history on www.SAM.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist where you can add your company’s interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents.
Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a UEI number in order to conduct business with the Federal Government.
This Special Notice is not a solicitation document, but pre-notice of an upcoming Industry Fair.
