About this file
This document contains contractor questions and responses regarding solicitation number 140P2024R0027 for the Rehabilitate South Campground project at Zion National Park. The work includes clearing, grubbing, and tree removal, installation of water and sewer utilities, construction of concrete box culverts and channels, and other site work. The prevailing wage determination is UT20230094 for heavy construction and UT20230088 for building construction. A limited notice to proceed may be issued after award to allow clearing and grubbing to begin in February 2024, and that work would count towards the overall 730-day contract duration. Utility locating can be done after clearing and grubbing. The box culverts may be cast in one color, and sewer tie-ins will use the detail provided. A tribal monitor from one of the Southern Paiute bands is required, and contact information is given for each band. Three separate full-time safety positions will be needed.

Contractor Questions ZION South Campground - Solicitation #140P2024R0027 317454/240254/319664/325305
# Contractor Question Responses
ROUND 1 QUESTIONS & FOLLOW-UP RESPONSES
1 Please verify which Davis Bacon General Decision Number is to be used for the Building trades as the wage decision provided in the Solicitation is for Heavy Construction Projects.
In addition to Wage Determination UT20230094 dated January 6, 2023 (Heavy) also utilize Wage Determination UT20230088 dated September 1, 2023 (Building) for this requirement. A copy of UT20230088 is hereby attached.
At the site tour on 11-14-23, it was stated that clearing and grubbing would need to be completed by the end of February 2024 and that areas not cleared & grubbed by said time frame would have to wait until the following November (2024) through February (2025). This schedule constraint can also be found in spec section 01 32 16-4, part 2.2.A.1c.1. However, spec section 01 31 00, part 1.8.A.3.f. allows for both tree and vegetation removal outside of the aforementioned time frames provided that a biological monitor (furnished by the gov’t), is used to perform daily visual inspections of the site for avoiding conflict with the migratory bird nesting as well as protected bat and butterfly species. Please verify that clearing, grubbing and tree removal work can be performed outside of the November through February time frame provided that a biological monitor is on site to perform daily inspections.
Spec section 01 31 00, part 1.8.A.3.f is intended to indicate that removal of trees felled by the government that meet the size requirements for removal and removal of previously grubbed vegetation during the allowable timeframe can occur outside the timeframe. i.e. this means grubbing activities do not have to include removal during the restricted timeframe and can be done later.
At the site tour on 11-14-23, it was mentioned that a Limited Notice to Proceed (LNTP) would be provided to the Contractor as soon as possible after Notice of Award (NOA) to allow for clearing, grubbing, and tree removal work to begin sometime in February 2024. Does said work performed under the LNTP count against the 730-calendar day Contract duration?
Yes
Section 01 28 00 (Construction Surveying), Part 1.4.B. states “Before starting any work disturbing, moving or penetrating the ground, the Contractor must have all existing utilities located, staked, and depth identified by the Contractor”. Utility locating typically involves potholing to verify the location and depth of a staked utility. Given that the clearing, grubbing, and tree removal work needs to be expedited as mentioned on the site tour on 11-14-23, is it acceptable to stake the utilities prior to clearing, grubbing, and tree removal and then re-stake and perform utility potholing after clearing, grubbing, and tree removal are complete?
There is no need to stake utilities prior to grubbing and removal of trees and grubbed material if proposed grubbing activities do not include below-grade work. The contractor can stake if desired.
Demolition sheet C1 shows boring for waterline across Zion Mt Carmel Highway, and references sheets C2.1 and general note sheet C0, note 14. Note 14 mentions fire rings, nothing about boring.
Sheet C2.1 does not reference any boring. Please advise. The waterline will tie into the existing line with a standard T by the visitor center access road. Reference to Note 14 to be omitted.
6 Waterline shutoff schedule – 8 hr max is referenced for waterline shutoffs. How are we to handle bacteria testing and flushing with such a short window? Has this been evaluated?
It is anticipated that the contractor will leave the existing waterline in place and functional until the proposed line is completed. The 8 hour window will be used to make the final connections at the T's. Contractor to coordinate with the CO on timing. Some temporary improvements may be required to the existing line to ensure it functions during construction of the proposed line.
Box culverts reference “Harvest Gold” concrete color for tops of culverts on the 4’ extending beyond roadway (grating sections). Option 1 - Can the entire structure be cast in Harvest Gold if precaster is allowed? Option 2 – Can they be two pieces each? i.e., bottoms and walls standard concrete color (precast) and cast in place decks with colored concrete?
Option 1 is acceptable and preferred. Option 2 is acceptable as long as no standard concrete is visible.
8 Tie ins to existing sewer manholes – Can you please provide a detail? i.e., rubber boots, grouting, field collars, etc. Please refer to the Standard Detail attached and made a part hereof.
There is a note on page L5.3 for the fire ring that calls out all rebar to be epoxy coated. I have not seen this on any other detail page. Does it only pertain to the fire rings or is all the rebar for the entire job epoxy coated? Epoxy coating is only for the fire ring concrete.
Page L5.2 detail D is the transition curb for the ADA ramp. No other flatwork I have seen calls out exposed finish besides here. Is this a misprint, only at the 2 ADA ramps or is there more that we need to figure as exposed? There should not be an exposed finish on these ramps. Should be similar to all other flatwork.
11 Lastly will all the box culverts and trench drain channels be poured in place or will there be precast sections? I am assuming that they are poured in place because of the integral colored concrete. It is anticipated that box culvert crossings and concrete channels will be cast in place. Precasting is acceptable for some structures if preferred by the contractor.

12 What Tribes can be used for the Tribal Monitor? Is there one that has been used in the park in the past that could be a good contact to reach out to?
Per the specification section 01 35 13.22 1.2 F. -- ZION is located within the traditional territory of several Indigenous nations who continue to live in communities surrounding the park. Citizens of the Southern Paiute are the direct decedents of the Indigenous communities who lived on park lands. The members of the Southern Paiute communities possess specific, proprietary knowledge of their history and culture which another non-Indigenous contractor or tribal citizen from another Indigenous community would not have access to. Therefore, a tribal citizen from one of the Southern Paiute Bands is needed to provide monitoring of the archeological investigations to ensure sensitive resources, which may not be readily apparent to the non-Indigenous archeologists, are evaluated by an Indigenous Monitor with specific, proprietary cultural knowledge. When sensitive archeological resources of specific interest to the Southern Paiute are identified the Monitor shall provide the archeologists and NPS with recommendations for protecting these resources from damage or recommendations for avoiding them entirely.
A tribal monitor shall be selected by the contractor from the following Southern Paiute Bands:
Kaibab Band of Paiute Indians Paiute Indian Tribe of Utah Shivwits Band of Paiutes Moapa Band of Paiutes

13 L2.1 Note 10 (and in multiple other places) talks about reusing and refurbishing the picnic tables.
This is different to what was talked about at the site visit. Please clarify.
Assume all picnic tables are new. Salvage tables that are in good condition for reuse elsewhere in the Park. Dispose of all picnic tables in poor condition.
14 Can we dual hat safety, or will 3 full time people be required on this project? Three full time, separate positions shall be provided.
