1In document titled, “B08_Attach_3_HAVO_318732_Specifications.pdf” specification section 01 11 00 – 2 para 1.2 B. 2. please provide acronym for TNC.TNC = The Nature Conservancy

The scope of work related to HAVO is summarized in specification section 01 11 00 – 2 para 1.2 B. 1.

2 The A-100 training discusses NOMEX flight suit, flight helmet, and personal survival kit for all air crew. Will these items be needed for the site visit or will contractor need to provide? If awarded the project all contractor employees to provide or coordinate with contracted air personnel for flight gear? For the pre-bid site visit, NPS will supply flight suit/nomex, flight helmet, and flight gloves for all air crew. Offers shall provide their own flight-appropriate clothing (to be worn under the flight suit/nomex), leather or flight approved footwear.

The offeror who is awarded the contract will be responsible for providing their own PPE and air operations in accordance with an accepted Accident Prevention Plan.

3For the contractor spike camp, assumed all lodging, logistic (food, waste, etc) to be flown in and removed by contractor. Are there any specific requirements for spike camp supplies being brought on site or waste being removed? All gear should be new to avoid bringing in weeds. Whatever gear used in Kipahulu and Manawainui should be separate gear that used in the Crater. Leave no Trace, bury human waste. For more information refer to the contract documents, including (but not limited to) "B08_Attach_1_HALE_318735_Specifications.pdf" specification section 01 11 00 1.7G for garbage disposal.
4Verifying that work at HAVO is material purchase and delivery only as specified in HAVO PMIS 318732 summary of work specification section 01 11 00 – 2 para 1.4 A. 1. Materials Contractor. 1.4 A 2. And 3. are by others and we are not considered the NPS Contractor. HALE PMIS 318735 is both material purchase , delivery, and install.Work for HAVO 318732 (CLIN 01) is summarized in “B08_Attach_3_HAVO_318732_Specifications.pdf” specification section 01 11 00 – 2 para 1.2 B. 1. Correct, HAVO is purchase and delivery of materials only. NPS contractor is actually NPS staff and they are doing all installation.

Work for HALE 318735 (CLINs 02-07) is summarized in "B08_Attach_1_HALE_318735_Specifications.pdf" specification section 01 11 00 – 2 para 1.2 B. 1. Correct, HALE is for all work (material purchase, delivery, and install)

5Project PMIS 318735 specification section 01 11 00 – 6 specify the helicopter companies on Maui that perform industrial work on Maui as Windward Aviation and Pacific Helicopter Tours.
a.Are these DOI approved contract aircraft?
b.Would other helicopter lift companies be allowed?Pacific Helicopter is not DOI approved. Need to use the Hughes 369D aka MD500 model helicopter as there are very tight landing zones. Can use helicopters from other islands, but can not use tour only helicopter companies (e.g. Blue Hawaiian, Maverick, etc.)
6Does NPS have a quantity of material to be cleared and grubbed that NPS will be flagged?National Park Service will flag rare, threatened, or endangered flora and fauna that must not be cut down. Assume based on quantities in detail 7/C5.0 of drawing set for clearing and brushing limitations.
7At the pre-proposal conference the limitations on subcontracting stated that it was 15%, please verify this since a special trade NAICS code was used along with associated size standard.Sent in Amendment 3
8The pre-proposal conference discussed the deadline for submission of personnel to the site visit due June 12, 2023 COB HST. The Solicitation documents page 47 of 55 states,

10Contractor requests time extension of 1 week minimum considering helicopter flights to all remote sites were not able to be performed and the major holiday disruption of July 4th.Request for a time extensions is denied. This is due to a quick turnaround to award the contract this fiscal year and required reviews.
11What is dictating the limitations of “no weekend work allowed” in the solicitation documents? Do you foresee any variations being allowed, specifically if the contractor has employees camped in the field; it would be more efficient for cost and schedule if some weekend work was allowed (for example weekends when inspections were not immediately needed).Weekend work just needs to be requested by the contractor, similar to holiday work. If the contractor wants to work (especially in these remote field locations) than this will be allowed. Make this clear in your proposed baseline schedule, if you plan for weekend work to complete the scope.
12Is the contractor required to deliver/store the fence material and have it inspected at NPS headquarters on Maui or could storage/inspection take place elsewhere on-island prior to install?Inspection will need to be prior to arriving in the Park. Contractors can feel free to store the material elswhere, as long as it does not attract invasive pest/species while in storage facility
13Please confirm there are no helicopter operations required by this contractor for delivery for all fence supply scope associated with HAVO 318732 contract i.e. this material is delivered on big island to Kahuku Paddocks and Resources Dog Kennel, in furnished containers, by truck on regularly maintained roads.Confirmed, no helicopter operations are required for the HAVO 318732 scope of work.

HAVO 318732 scope of work for this contract is defined in "B08_Attach_3_HAVO_318732_Specifications.pdf" specifications section 01 21 00 (DEFINITION OF CONTRACT LINE ITEMS) 3.1 A.

"A. Contract Line Item Number 1: Purchase and delivery of Hawaii Volcanoes National Park fencing materials:

1. This item consists of:

a. Purchase and delivery of a total of 40 miles of fencing to Hawaii Volcanoes National Park including: Purchasing of materials, inspection of materials at the biological inspection station, quality inspection, and delivery of materials to two separate locations:

1) The first location at Kahuku Paddocks.

2) Second location at Resources Dog Kennel.

3) All materials should be split per mileage provided and transported within new Conex boxes.

b. The first 5 miles shall be Type 1 fencing and delivered in a new Conex box within 6 months after Notice to Proceed to the Kahuku Paddocks.

c. Materials shall be delivered in new Conex boxes. Conex boxes will remain the property of the Park and will not be returned to Contractor.

2. Measurement of payment will be lump sum.

3. Payment will be made at the contract lump sum price."

14 For HALE 318735 scope, is the fence/materials required to be covered during storage on-island prior to install? Per spec section 01 11 40 3.4 B.6. within "B08_Attach_1_HALE_318735_Specifications.pdf"

"Storage of fencing material must be properly secured and covered to protect entanglement of T&E species."

15 Brush clearing – is the contractor able to clear brush 4’ in total one direction or another, instead of just 2’ on either side of existing fence? Can contractor clear up to 6’ on one side while installing the 6’ fence in heavy brush? Per spec section 31 10 00 1.7 I. within "B08_Attach_1_HALE_318735_Specifications.pdf"

"I. Construction Corridor - Installation activities along fence line are to be confined to a corridor four feet wide. The corridor can be centered on the fence alignment or located entirely on one side of the fence, or a combination. No installation activity shall be conducted outside of this corridor except by advance approval of the CO. The contractor shall remove brush as needed within the corridor." 4' feet is the maximum. At times, the wire will need to be lifted around large and rare/endangered trees. This is unavoidable and requires 2-3 personnel to manuever these rolls, including the 72" fence.

16Helo certifications – is OAS/DOI certifications approval required for both passenger service and cargo/slingload service? What helicopter operators are approved by DOI/OAS since it is noted Pacific Helicopter is not DOI approved. I.e. does contractor need to include proposed operators in their quote to verify if they are currently approved?OAS/DOI certifications are not required for contractors, only requirement is the use of Hughes 500D. Any helicopter company must follow the post award provision with times of flight and the contractors must inform the HALE Aviation Manage of flight times at least 24 hours notice to avoid NPS helicopter flights that will take place in this areas routinely to avoid any hazards/incidents or potential "Mid Air Collisions".
17Are Nene nesting limitations considered/included in the current spec restrictions placed on contractors? Specifically for the Hosmer site.Per note on sheet G2.5 within "B08_Attach_2_HALE_318735_Drawings.pdf,"

"NENE NESTING OCCURS LATE OCTOBER THROUGH LATE MARCH, CONTRACTOR SHALL BE AWARE AND CAREFUL DURING CONSTRUCTION"

Per spec section 31 10 00 1.7 A. within "B08_Attach_1_HALE_318735_Specifications.pdf" "A. All fence sections hold the possibility of having threatened and/or endangered species. These include plants, animals, and invertebrates. While birds are transient in nature, fences traverse through or near known nesting areas. The contractor will avoid disturbance to any nests identified in the area. If any endangered plants or birds are detected the contractor must take measures to avoid damaging or hurting them." Nene nesting at the only designated landing zone that has potential to have nest will be scouted out and monitored by NPS wildlife staff. Altenative sites clear of nest, will be determined by the Aviation Manager.

18Is the contractor allowed to utilize vehicles within the park? This would include trucks where applicable (near Nakula LZ or Kipahulu) or 4-wheelers in LZs, other ATV and/or self-propelled battery powered equipment? Are battery-powered offroad vehicles allowed along the fence alignment? All fencelines are not reachable by vehicles along the fence line. A small portion of Hosmer fence line can be driven within a few feet, but crews will have to hike in rolls of wire and t-posts approximately 20-30 yards. Approximately 1/4 mile of fencelines is accessible this way. All other fences are remote and require helicopter distribution.
19Can contractor cut off existing buried/driven t-posts at ground level and leave remainder in the ground? No. T-posts must be removed in their entirety. Per Sheet Note 2 on sheet D1.0 within "B08_Attach_2_HALE_318735_Drawings.pdf,"

"2. CONTRACTOR SHALL REMOVE ALL FENCE POSTS FROM THE FENCE ALIGNMENT AND REMOVE FROM THE PARK."

Per Sheet Note 3 on sheet D1.0 within "B08_Attach_2_HALE_318735_Drawings.pdf,"

"3. CONTRACTOR SHALL IDENTIFY ALL H-BRACE FOUNDATIONS WHICH CAN NOT BE REMOVED AND REQUEST APPROVAL FROM CONTRACTING OFFICER TO LEAVE IN PLACE. ONLY CONTRACTING OFFICER APPROVED FOUNDATIONS CAN REMAIN IN PLACE." In areas like Hosmer and Ainahou fencelines, T-post and H braces may not be able to be removed. Best is to leave in place in its entirety or if possible incorporate it in the new rehabilitated fence line.

20Approximately how many fence tags are there to be removed/re-installed for the HALE contract?Approximately every fence has 1 tag every 300 meters so if there is 15 mile of fence to be replaced, so roughly 79,200 feet at 330' tag intervals = 240 tags. Plan to replace this amount.
21It seems there may be sections where contractor encounters a natural barrier that may be impassable – is there a limitation on install for a steepness of slope (cliff) of size of rock/boulder?Per detail 6 (Fence at Natural Barrier) on on sheet C5.0 within "B08_Attach_2_HALE_318735_Drawings.pdf,"

"CUSTOM CUT HOG PANEL TO PREVENT ANIMAL PASSAGE. FIELD VERIFY PANEL ORIENTATION/SIZE AND OBTAIN APPROVAL FROM CONTRACTING OFFICER PRIOR TO CONSTRUCTION." Contractors can build up to natural barriers and the NPS staff will have flagged trails that NPS staff currently use to get around these natural barriers. Some are about 300-400 yards detouring away from fence lines and then meets up on the other side. Only the Manawainui section has a portion like this for about 2-3 sections. Terrain is steep and hazards exist (Snags, boulders, etc.) NPS Staff will pre-determine low risk routes around these areas. (This is why scheduling is a key to ensure NPS staff can get in there and clear prior (need 2 week window). NPS plans to have this done prior to award of first phase sections.

22 What material is required to facilitate spec sec 3.1 PRESERVATION OF NATURAL FEATURES AND WILDLIFE - Provide temporary barriers to protect existing trees, tree roots….etc…what is extent contractor needs to protect existing vegetation and with what material? Contractor to provide sufficient temporary barriers to ensure that all trees and plants outside the work corridor, and those special species to be protected (as flagged by NPS) are protected during the course of construction. Avoid disturbance to these plants and the immediate surrounding area. Means and methods for temporary barriers shall be the responsibility of the contractor.

Per spec section 31 10 00 1.7 B. within "B08_Attach_1_HALE_318735_Specifications.pdf" "B. The contractor shall not remove, injure, or destroy trees other plants outside the work corridor without prior approval. The contractor shall not fasten cables, chains, or wires to existing solid trees or shrubs for anchorage. Use of 5/8-inch rope or larger with double loop around solid trees will be allowed as temporary anchors while stretching sections of wire. Special plant species to be protected will be marked with flagging tape; avoid any disturbance to these plants or the immediate surrounding area." Trees will be marked, no falling of any trees that are 6" in diameter or greater. No temporay barriers needed. Reminder that the contractors are replacing the existing fence so they just need to follow the current fence route/line and they will be in compliance.

23 Does contactor have to remove and dispose of offsite, all existing above-ground installed fence mesh? It is understood that all horizontal skirting is to remain in place for all currently installed fence. Are all removed t-posts to be helicoptered out of park and disposed of offsite by contractor? Question #1: No.

Per note 4 on sheet D1.0 within "B08_Attach_2_HALE_318735_Drawings.pdf," "4. CONTRACTOR SHALL SALVAGE ALL EXISTING FENCE MESH AND USE AS SKIRT MATERIAL FOR NEW FENCE. ALL SKIRT MATERIALS SHALL BE INSTALLED PER THE DETAILS SHEETS OF THIS PROJECT."

Per spec section 01 11 00 1.9 A. within "B08_Attach_1_HALE_318735_Specifications.pdf" "A. Demolished Material: Remove all existing fence t-posts and related fence materials from the fence line site(s) and remove from the Park. Remove materials prior to requesting final inspection for Substantial Completion for each section of the fencing.

1. Exception: Mesh that is salvaged and will be re-used on new fence installation."

Question #2: Yes.

Per Sheet Note 2 on sheet D1.0 within "B08_Attach_2_HALE_318735_Drawings.pdf,"

"2. CONTRACTOR SHALL REMOVE ALL FENCE POSTS FROM THE FENCE ALIGNMENT AND REMOVE FROM THE PARK."

24 Can contractor assume they are allowed to sling load and/or land helicopters outside of the LZ’s noted in the drawings along the fence alignment? (pending flagging/approval by CO per C5 det 8) Sling load sites are allowed, pending coordination-with and approval-by the CO, outside the identified LZ's. Helicopters may not land at any sites other than the LZ's identified.

Per spec section 01 11 00 1.11 D. within "B08_Attach_1_HALE_318735_Specifications.pdf"

"D. Landing Zones: Small landing zones are indicated on Drawings and are intended for limited material and resource loading and unloading along the fence site line. Do not land helicopters at any other locations." The landing zones are designated in the field. If there s a safe "Unimproved landing site" then they can use it. (Limited only in the Hosmer/Ainahou area. Kipahulu fence and Manawainui fence only have those landing areas and no no areas may be allowed to clear. All Fence dropsites can be "Longlined" (Over 50' remote cable, helicopter vendor provided) will be used as canopy is thick and over 30' tall. Dropsite should be flagged with high pink/orange flagging and a have a clear area to drop without helicopter snagging tree limbs.

25Can the sound requirements of maximum DB per hour be waived or otherwise increased to allow for continuous work for powered equipment (drilling/pile hammer) during approved work hours? If it does not exceed 110 DB then yes it can be waived. A helicopter is at 95 DB, but should not impact specific areas for more then 5 min anyway.
26Are there any length of time limitations for establishment of temporary spike/living camps? There are no length of time limitations, they can spike camp as long as needed to complete that section. NOTE: Some spike camp areas will be getting farther and farther away from daily worksites as they progress in removal and construction. Suggest, flying in second dropsites and back haul old material to benifit helicopter time.
