About this file
This document contains answers to questions from potential offerors regarding solicitation number 140P2023R0073 for pavement preservation work at three Missouri national parks. The National Park Service seeks offers for asphalt resurfacing, crack sealing, and chip sealing of roadways and parking areas. Questions covered confirmation that electronic proposal submission is required, clarification of evaluation factors, and specification details. The work includes removal and reinstallation of some deteriorated wheel stops, as well as crack sealing of milled sections prior to overlays. Existing waterborne markings need not be removed, but thermoplastic and epoxy markings must be. Past performance evaluations may be via CPARS in lieu of the provided questionnaire.

Solicitation 140P2023R0073 Amendment 0002
4. Question: The SF 1142 document requires the proposal to be submitted as a hard copy, but the proposal instructions on page 51 of the solicitation document indicate that the proposal is to be submitted via email. Please clarify which is correct.
Answer: Per solicitation Page 51, “Proposals shall be submitted via email. Proposals submitted via any means other than email shall not be accepted.”
Per solicitation Page 52, “FORMAT: Submit (1) one electronic copy. No hard copies shall be submitted.”
5. Question: Page 52 of the Solicitation document indicates that there are 3 Factors for the Volume I - Technical Proposal. Page 2 of the Proposal Submission Package document only lists 2 Factors for the Volume I – Technical Proposal. Please Clarify which is correct.
Answer: Page 2 of the proposal submission package document does not list factors. It lists two documents – Project Experience Questionnaire and Past Performance Questionnaire.
Page 52 of the solicitation is correct in its stated number of factors.
6. Question: Volume II – Price Proposal requirements described in the solicitation and proposal submission package documents are different. Please clarify which document we are to follow.
Answer: Follow the solicitation.
The proposal submission package attachment is not all-inclusive of what the offeror must provide in its proposal. The proposal submission package provides the following forms for the offeror’s use in providing its proposal - Project Experience Questionnaire, Past Performance Questionnaire, SF 24 Bid Bond, Contract Price Schedule, General References, Report on Limitation on Subcontracting.
Offerors are encouraged to carefully read and follow in the instructions contained in the solicitation document as it pertains to Instructions for the Submission of Offers. For reference, please see solicitation pages 51 – 54.
7. Question: Does NPS have recorded Northing and Easting coordinates for all pavement sections (i.e.
corner points on the campground sites)? If so, will these coordinates be given to the successful offeror prior to construction activities?
Answer: NPS does not have specific coordinates for this pavement preservation project.
8. Question: The specifications mention that all cracks ¼” to 1” in width need to be routed and crack filled prior to overlays and chip seals. Does this include all milled sections that will receive an overlay?
Answer: Sections that show surface cracking following milling should be crack sealed if they are in excess of the ¼” width.
9. Question: I cannot locate the pavement thickness for the “THIN ACP”. I have reviewed the plan details and the specifications. Can you furnish the required pavement thickness for the “THIN ACP”?
Answer: The thickness can be assumed as ¾” for this project.
10. Question: The wheel stops on the plans note TBR&R – which by definition on the plan general note section indicates to be removed and reinstalled. I noticed that some wheel stops are in good condition whereas some have deteriorated beyond the service life. Should we assume that all wheel stops should be removed for paving and reinstalled even though some are in bad shape?
Answer: Majority of the wheel stops are proposed to be removed and reinstalled. There are some locations where deterioration has occurred, and it is proposed to replace those wheel stops based on the latest plan set. If additional wheel stops are identified as needing replacement, we can address that update during the construction phase.
11. Question: The specification notes that all existing pavement markings in chip seal and overlay sections need to be removed prior to said operations. The existing markings are paint and mostly faded.
Customary practice for overlays and chips seals do not require obliteration of existing paint pavement markings. Are you sure you want us to include this cost in our proposal?
Answer: Existing waterborne pavement markings do not need to be eradicated, but existing thermoplastic or epoxy marking would need removed prior to pavement preservation treatments such as chip seal or overlays.
12. Question: On the Project Experience Questionnaire form, questions 3, 4, and 5 all reference back to information provided in question 2. However, the information provided in question 2 does not pertain to the requested/related follow up questions of 3, 4, and 5. It appears that questions 3, 4, and 5 are all follow up questions to the information presented for each contractor’s contract value and schedule, as well as, question 1 that identifies specific work tasks for each contractor. Please clarify.
Answer: The Government finds that questions provided in the questionnaire are pertinent.
13. Question: Question 7 of the Project Experience Questionnaire allows for any other project information we believe should be presented. Does this allow for us add site photos?
Answer: No.
14. Question: Factor 1 – Project experience is for projects completed within the past 7 years. Do these projects have to be 100% complete or will the Government accept projects currently under construction that are greater than 50% complete?
Answer: Completed means 100% complete.
15. Question: Factor 3 – Past Performance requires the use of the PPQ Form that has been provided, I have a couple of questions regarding this section and form:
a. If the project examples from Factor 1 have a CPAR available, can we submit that instead of the PPQ?
Answer: Yes. As stated on solicitation Page 52: “If available, offerors may submit a Past Performance Information Retrieval System (PPIRS) evaluation report in lieu of the Past Performance Questionnaire.”
CPARS and PPIRS are synonymous; therefore, offerors may submit CPARS evaluation reports in lieu of
PPQ.
b. Under Section D. Evaluation of the PPQ form, there are no available options to select for the Rating. It simply has “Choose and item.” Written where the evaluation levels should be.
Answer: A Word copy of the PPQ with working drop-downs will be uploaded to SAM.gov as part of Amendment 0002.
