Issued by
Department of the Interior National Park Service National Office

About this file

This document summarizes a virtual site visit for a federal solicitation to restore canals and spoil banks within a national park preserve. The solicitation seeks proposals for backfilling and partially filling twelve canals using one of two methods: complete degradation of spoil banks into canals or 25% staggered gapping of banks. Proposals are due May 24th, with questions due by May 10th. The six-month, $20 million contract funded by the National Park Service will be awarded based on best value. Restoration will improve hydrology and habitat while mitigating impacts to navigation, utilities including pipelines, and species. Site access varies but will primarily use an adjacent state park.

00:00:00.000 --> 00:00:08.810

I'm pages of the canals if you have those questions like said Damon and I will keep an eye on those and track those.

00:00:09.930 --> 00:00:14.420

But also you can still submit uh in accordance with a solicitation.

00:00:20.840 --> 00:00:24.460

So you'll see in this limitation did someone have a question.

00:00:26.110 --> 00:00:38.420

Looks like Damon had a question, Yeah this. This is Damon. I just wanted to let everybody know that I just turned on transcription. That's to help us track. The questions later on. I just wanna let everybody know that it's being transcribed.

00:00:40.020 --> 00:00:40.710

Thank you Damon.

00:00:42.340 --> 00:00:59.660

So the proposals are due on the 24th of May at 2:00 PM. Mountains time the questions after today, they'll be due on the 10th. So just know that if you submit your question on the 10th at 2:00 o'clock rather than 1:00 o'clock like it says.

00:01:00.240 --> 00:01:12.620

Umm I can't tell you that those questions will be answered. We'll do our best to get them answered and then post it out as an amendment to the solicitation, however.

00:01:14.930 --> 00:01:23.040

You know it's very cool to make sure that you review. Those specs and drawings and get those questions to myself and Damon they 1:00 o'clock.

00:01:25.700 --> 00:01:42.000

So we're not going to go into detail. However, I would highly recommend paying attention to sections.

Ellen ML is what we're asking for you to submit and then section M in this list station is going to tell you how we're going to evaluate what you submitted from section L.

00:01:48.580 --> 00:01:51.970

So this is our email, UM myself and Damon.

00:01:53.980 --> 00:02:05.070

So once we get all the questions we'll compile those questions hand them over to Tom and he and his team will evaluate and answer them to the best of their ability.

00:02:06.470 --> 00:02:08.170

We just wanted to make sure that.

00:02:08.920 --> 00:02:16.200

The date and time is here again and the questions for y'all even though they're there in this licitation.

00:02:19.160 --> 00:02:41.500

So the basis of the award really. I'm not again. Not gonna go into detail. It is all there in this limitation.

But we are doing best value continuing so if we decide that the best value is to pay a little bit more than because of the valuation of the technical factors. We have that right or vice versa, if it's a little lower.

00:02:42.080 --> 00:02:45.950

Umm we have that uh authority to do that.

00:02:46.810 --> 00:02:52.250

But making sure that that it's in a fair and reasonable price and this the best value to the government.

00:02:53.550 --> 00:02:54.110

Again.

00:02:54.890 --> 00:02:56.690

Sections L&M.

00:02:58.680 --> 00:03:03.410

If you have those any questions for those areas, please go ahead and submit this to us.

00:03:06.080 --> 00:03:19.350

So we do intend to evaluate the proposal and award without to discussion. However, we do have that right to open discussions after reviewing those the proposals from the solicitation.

00:03:22.090 --> 00:03:41.300

So I'm going to hand this over to Tom to talk about the line item structure. It's a little different than probably what you're used to seeing but just because of the number of canals and and the nature of the work. This is how we choose to put our clean instruction together so Tom.

00:03:43.190 --> 00:03:49.060

Thank you. Shelly, OK, Umm Let's see let me make this a little bit bigger, so I can see it.

00:03:50.240 --> 00:03:54.690

So we have as Shelly noted a number of canals that.

00:03:56.050 --> 00:04:04.200

We want to restore UM and Umm we have 2 different ways that we're gonna go about doing that.

00:04:05.380 --> 00:04:06.380

If we had.

00:04:07.420 --> 00:04:26.150

Well let me just say this the first, the first iteration. The first method is that what's called complete backfill or degradation. You'll see that noted in the documents and that's essentially taking the the spoil piles and backfilling them into the canals.

00:04:27.490 --> 00:04:32.500

For this page here, you'll see cleans one through 15.

00:04:33.540 --> 00:04:48.210

1234567. You'll notice that 8 is missing for the overall we took that out. That was another canal that was less critical to addressing the project.

00:04:49.330 --> 00:05:02.660

And then so one through 7. UM let me see if we can. It's gonna kind of be hard to refer to the map. But I'll do the best I can actually go up one. One page, there, please.

00:05:04.120 --> 00:05:28.010

So the the the first cleanse we have one CIT track 12 and 3, Horseshoe Canal Davis Marrero. Tar paper canal tar paper. Keyhole and pipeline and we'll get into some of the specifics. We'll look at the actual plan sheets. But these we've identified as a complete backfill complete degradation.

00:05:28.870 --> 00:05:40.320

Umm so we would we're asking for a backfill unit price for those sections. And if you wanna Scroll down that's the base price here Scroll down to the next one.

00:05:41.500 --> 00:05:42.970

Now the other.

00:05:43.640 --> 00:05:44.020

But.

00:05:45.290 --> 00:05:47.020

There you go stick right there.

00:05:48.260 --> 00:05:50.310

So we have several options.

00:05:51.550 --> 00:06:20.560

Number 9 North Canal, 10111213 and 14 are bio carbs and what we're doing here is we'd like to see depending on the bids if if we were able to afford all of it. I guess the the the overall goal would to be backfill. Everything recognizing that not not might be the case, depending on the bids. We're we're really asking for 2 things for.

00:06:20.630 --> 00:06:41.990

For these particular locations. We're asking for a price to do the the gapping methodology, which is a 25% gapping of the existing spoils and would like to also see based on you know the other calculations that you have for these ones to provide a?

00:06:42.990 --> 00:06:47.440

The full degradation, the full backfill on and that gives us the opportunity to.

00:06:48.720 --> 00:07:02.450

Adjust these particular areas if the funding is there to do that, so essentially that's a how that's structured is there any any initial questions on this particular piece here?

00:07:03.970 --> 00:07:06.640

This is John Ganya with Patriot construction.

00:07:07.720 --> 00:07:12.300

I have a question what else about the gapping what? What is 25% gapping?

00:07:14.000 --> 00:07:38.250

Essentially, what that means is if you're you have a a spoil of 100 feet long 25% of that or 25 feet would be gapped so you're basically taking your length and back filling that 25 foot component. We have some details in the back that we could look at but that's essentially conceptually how that works.

00:07:40.410 --> 00:07:41.200

So it makes sense.

00:07:42.400 --> 00:07:43.900

It it almost does.

00:07:45.810 --> 00:07:55.830

So if I have 100 feet long, I backfill 25 feet of it or a backfill 75 feet of it. You would backfill 25 feet of it, OK 25% Gap and I got you.

00:07:58.180 --> 00:08:00.610

And when you say complete backfill.

00:08:01.690 --> 00:08:10.190

You're talking about putting all of the existing spoil banks into the canal. What happens if we run out of spoils and then still got a canal.

00:08:11.610 --> 00:08:31.680

You would be you would just be doing whoever the contractors would just be doing what we have in the plan so if there's no spoil then you wouldn't have anything to move correct understand. Thank you sure complete backfill does not mean you know, we expect to to to not be left with some open water.

00:08:32.900 --> 00:08:39.450

For most, if not all of the project area. It just means complete degradation of the spoil banks.

00:08:40.710 --> 00:08:41.870

Thank you Yep.

00:08:45.410 --> 00:08:49.040

OK, any other questions on the Clinton structure.

00:08:55.160 --> 00:08:58.970

OK let's go ahead and go to project overview, dusty do you wanna?

00:08:59.850 --> 00:09:00.670

Lead us off.

00:09:01.370 --> 00:09:31.800

Yeah, so I'll give an overview and Tom Touch on some of the things that I'll I'll cover. Please bear with

me. For that and I'm sorry. I don't have slides, but there's only take 5 minutes or so and hopefully I can keep your attention for for that long so the the project is is a restoration project as we've said of canals and their associated spoiled deposits within the barataria preserve unit of Jean Lafitte National Historical Park and preserve in.

00:09:31.890 --> 00:09:32.170

AT.

00:09:33.800 --> 00:09:41.810

Canals were constructed prior to the establishment of the National Park and preserve in the late 1970s.

00:09:42.990 --> 00:09:46.230

And as the canals were dredged.

00:09:46.830 --> 00:10:17.960

You know the excavated spoil material was placed on the the the sides of the canal that was being created, which created 12. Banks, which are like little levees or dams and they affect the way that water moves around the landscape and obviously the canals do as well. And that's a That's detrimental to the overall health of the landscape and the project is designed to to get back some of that that function and improve the.

00:10:18.220 --> 00:10:29.110

Hydrology of the the area, so as we've discussed the spoil banks would be created to to meet the elevation of the surrounding wetlands.

00:10:30.530 --> 00:10:44.300

And the open water of the canals would be partially filled with the the both the vegetation. That's growing on the sport. Banks currently as well as the spoil material that's above that that elevation of the JSON wetland.

00:10:51.430 --> 00:11:21.100

And it needs to be capable of working in a coastal deltaic wetland environment and to to access each one of the work sites from existing open water so the the canals themselves or or open water areas that that are in the the preserve or the project. School banks so that's an important mitigation feature that's built into the design.

00:11:21.180 --> 00:11:27.340

We don't want to damage the wetlands within the preserve that are not the focus of the project.

00:11:28.710 --> 00:11:47.280

And access is an important part of that consideration. There's other mitigation. That's that's built into the project to avoid or minimize its potential impacts to to things like navigation or threatening to dangerous species to see some examples of that.

00:11:48.900 --> 00:11:51.690

Uh maybe highlight those a little later.

00:11:52.290 --> 00:12:08.180

Umm and the project is is as again. We've been discussing it's designed to to improve hydrology of the the local landscape and to to restore wetland function values.

00:12:10.020 --> 00:12:24.970

Uh we degrade these Wilbanks and partially filled the canals. UM they're gonna revert to Marsh and Swamp and shallow water habitat to appropriate to to the site if we get the elevation right.

00:12:25.070 --> 00:12:34.760

Uh uh so we'll start growing grass and growing trees and uh that's the type for strees. Not Chinese taller trees. If you're familiar with those.

00:12:35.920 --> 00:12:41.910

And we'll we'll kick start that process in a few areas by planting some Cypress trees.

00:12:43.330 --> 00:12:48.110

Most of the project area will just degrade this blow bank and and that'll be it.

00:12:49.090 --> 00:12:53.550

Uh Scene 3 week experience with this type of project that uh.

00:12:54.870 --> 00:12:57.830

Start growing plants really, really rapidly.

00:12:59.280 --> 00:13:00.710

Have for stored habitat.

00:13:02.310 --> 00:13:36.880

Functions a lot like the surrounding landscape in in a real hurry and the project is is not just about the the very localized area of the canals and support backs itself. It's really designed again as a landscape scale restoration project at hopefully it enhances the resiliency of a significant wetland complex within the preserve which is significant in its own right as part of a unit of the National Park system. But it's also adjacent to more than 20 miles of the federal levy system that protects greater new.

00:13:36.960 --> 00:13:42.130

Collins flooding it uh buffers and provides additional flood protection.

00:13:43.840 --> 00:13:54.070

By itself and uh the wetland landscape is within an estuary that continues to experience one of the highest rates of land loss in the United States.

00:13:54.510 --> 00:14:20.060

Umm the project doesn't address all of the environmental factors that that create that land loss, but but again we're trying to improve the overall health of the landscape within the preserve and that should have beneficial effects. In the surrounding area. That's all I got hand it over to Tom to start running through the the drawings and talking about some of the.

00:14:20.740 --> 00:14:21.650

Specifics.

00:14:23.650 --> 00:14:26.600

OK, thank you dusty let me share my screen here.

00:14:30.910 --> 00:14:32.450

OK.

00:14:34.750 --> 00:14:43.990

Alright can everybody see the uh PDF. The This is page. GO 101.0 can everybody see that and read that.

00:14:45.560 --> 00:14:55.950

Yes, OK perfect OK, Umm so we'll go through the plans here and UM tends not to go every through every little.

00:14:56.680 --> 00:15:03.410

Word but some general concepts to keep in mind as you guys are putting your bids together.

00:15:05.140 --> 00:15:07.210

So, but if you have questions.

00:15:08.390 --> 00:15:14.020

I can you can either ask him now or after we're done it's up to you, I'm I'm flexible either way, so.

00:15:14.090 --> 00:15:24.190

So, but let's go ahead and start with the general overview here, UM of the project and you can see uh spare ataria preserve.

00:15:25.410 --> 00:15:45.660

Some of the uh canals themselves are clustered in particular areas bio carbs over here. CIT tracks up above here. Horseshoe Davis Marrero. Tar paper clustered over here and there's a couple ones that are stand alone essentially.

00:15:46.110 --> 00:15:46.700

Umm.

00:15:47.750 --> 00:16:16.050

What you have here and you can see this on the plans too? Is Umm overlaid on the the canal locations or the utilities. You can see oil lines. There's overhead lines. Not every particular site has issue with the the utilities, but this gives you a pretty good overview and identification here. I believe a couple of sheets in We look at some of the specific names of the.

00:16:16.950 --> 00:16:26.030

Of the utilities themselves and then we'll get into the specific locations. And we'll point those out as we go through so that's essentially that.

00:16:26.570 --> 00:16:30.270

Umm let's go to the next page.

00:16:31.220 --> 00:16:39.260

And I wanna get rid of that, so it's not blocking my view, it's not blocking my navigation here, so second page is access plan.

00:16:39.780 --> 00:17:09.610

UM and generally speaking, uh access to the sites most of the sites. There's a couple of unique situations, but essentially what you're gonna do. The access will come from by using net State Park, which is located for those of you not familiar. I think I have the Google Maps here. Here's our project area that we're talking about and north of that is.

00:17:09.710 --> 00:17:21.890

Bias in that State Park so you would come down, UM and the main spine here where you're gonna access. Many of the the locations would be for bio Signet itself.

00:17:24.460 --> 00:17:43.690

Going back to our sheet here, so the the examples. Uh the the unique examples that you probably want to keep in in mind. CCITT tracks here there's a couple of different ways. You can get to that Milodon Canal. I believe is the canal that runs.

00:17:44.850 --> 00:17:51.660

This would be an from Southwest and northeast along here, one of the challenges is that.

00:17:52.890 --> 00:18:22.960

For this particular location, you may have vegetation blocking access so that's something that you'll need to take into account now go take a look at there's other opportunities to get in here, you can also there's a federal levy system that's just north of here and I believe there is also a private property crossing. But what we can do once once a contractor selected, we can discuss more about that.

00:18:23.040 --> 00:18:27.830

How that's going to work uh but those are their those are your options to get to CIT?

00:18:29.430 --> 00:18:37.760

Horseshoe this cluster here, the this all is accessible from body Signet as is North Canal.

00:18:46.530 --> 00:19:07.710

And then the other special location would be via carps and the similar to the CIT. This may require some overland travel to get to. I believe this is 10. Number 10 canal and 11 canal, but that would essentially come from the Intercoastal Waterway, which is situated right here.

00:19:10.180 --> 00:19:12.190

Let's see OK.

00:19:14.240 --> 00:19:29.130

Moving on here to next page. Big bunch of notes for everybody to digest today. We'll just pick on a couple of the things to remember here again. Access is something that's will be a consideration for your bids.

00:19:30.610 --> 00:20:00.580

The sequence itself of which canals to do, I have have? There's a there's a couple of things to think keep in mind here and some of the locations that we have some active rookeries or rookeries in the vicinity and that may impact the time of year that you would actually be able to do the work. I think the 2 that come off the top of my head would be CIT&I think bio carbs are the 2 that fall under that category.

00:20:01.160 --> 00:20:01.800

And Umm.

00:20:02.740 --> 00:20:11.500

Let's see So what you'll do is working with the with the you know the project team and the park come up with a.

00:20:13.230 --> 00:20:35.340

You know your sequence there would be expressed in a you know, obviously your schedule and what we wanna do is try to just make sure everybody's on the same page as far as you know the the requirements of what you're going to do at the location and what the any limitations. There might be, whether it's a rubbery utility lines again we'll get into that.

00:20:35.770 --> 00:20:36.400

Ohm.

00:20:37.280 --> 00:20:42.960

Let's see so UM utility coordination 's gonna be pretty big as I already mentioned.

00:20:44.180 --> 00:20:53.190

And I think in some of for some of the locations the way that you actually go about doing the the degradation.

00:20:54.510 --> 00:21:09.800

You wanna be working from the back towards the entrance to be able to you know just from a from a construction standpoint and also from a wildlife standpoint, we have some requirements.

00:21:10.900 --> 00:21:26.250

Well, if you if you should see dolphins or manatees and this. This sequence of working from the back end, the farthest end in out would also allow for you know, avoiding the The The Wildlife Essentially.

00:21:28.360 --> 00:21:41.130

So keep it keep that in mind as well. Some of them are critical that you do that. I think North Canal and I think pipeline. I those are pretty much open and there's a couple of Cross.

00:21:42.330 --> 00:21:58.200

Access points to those as well so but UMCIT is another one where you would work back and I think on some of the pages that we'll get into kind of give you that sort of framework of which one of the 3. You would start and how you would move but we can look at that in a second.

00:21:58.780 --> 00:21:59.470

Uh.

00:22:01.300 --> 00:22:03.590

Let's see some of the.

00:22:04.790 --> 00:22:23.550

Key components I think that's probably good. We'll we'll probably refer back to this uh but again, I'm not gonna read that for everybody. Everybody's enjoyment here close this and back up one. So here G 103.

This is a good page to keep in mind as well.

00:22:24.870 --> 00:22:30.120

On this we have uh our contacts for the utility coordination.

00:22:31.400 --> 00:22:32.310

Entergy.

00:22:33.000 --> 00:22:45.490

As a transmission and distribution line Gulf Self has a pipeline enterprise pipeline and link and Shell, also have pipelines and what we've done on this page is we've provided.

00:22:46.390 --> 00:22:52.070

The actual contacts and the contractor who who selected would would.

00:22:52.160 --> 00:23:11.580

Uh pretty much uh coordinate with them directly. Obviously we'd like to know when that's happening and and participate on those calls. But we would expect that you guys would initiate those contacts you'll also note that some of the locations have some clearance requirements.

00:23:13.000 --> 00:23:18.570

You know there's some requirements as far as letting them know when you're getting close to a certain.

00:23:20.720 --> 00:23:43.940

Utility such as shell for example, and there's some cover requirements. Each canal is listed here where you would would find that Davis Marrero, obviously for the transmission for energy. Entergy excuse me.

We did this parallel, but that's not on there, so I would don't disregard parallel canal that's not part of the scope.

00:23:45.130 --> 00:23:48.570

But you can see all the other ones here and then the.

00:23:48.650 --> 00:23:53.230

And station range where the crossing occurs in the corresponding sheet.

00:23:56.770 --> 00:24:01.560

Let's go on to the next page. Any questions about utilities at this at this point.

00:24:06.660 --> 00:24:08.690

OK sounds good.

00:24:10.570 --> 00:24:19.640

Next couple of pages in the plans really just give you an overview of the the ecology. As Destiny noted there's a combination of forested and marsh areas.

00:24:20.140 --> 00:24:48.170

Umm you know, obviously you're hatching tells you which one is which uh the the some of the canals are associated with Invasives and and one of the issues. One of the things we're trying to do with the project is to to remove those invasives and plant some bald Cypress to extend that particular landscape.

So these just show you this is broken down into 4 sections. This page shows you CIT tracks.

00:24:49.270 --> 00:24:54.120

Horseshoe Uh Davis Marrero and tarpit the 2 tar paper canals.

00:24:55.030 --> 00:24:56.560

I'm going to the next one.

00:24:57.220 --> 00:24:59.540

This is really sort of A.

00:25:00.220 --> 00:25:04.480

Top end tar paper. Here's North Canal, we're basically moving South.

00:25:07.920 --> 00:25:11.190

Oops this bear with me the.

00:25:13.670 --> 00:25:30.940

The controls a little bit, UM sensitive here so and then here's Uh Pipeline Canal. You can see mainly marsh and then the last page for this is bio carps and with your the Intercoastal Waterway adjacent there.

00:25:31.730 --> 00:25:34.920

So moving on to monitoring.

00:25:37.110 --> 00:25:38.380

Right This is not this.

00:25:40.110 --> 00:25:44.710

OK, good after that, G 181.8.

00:25:45.550 --> 00:25:54.480

Uh this page shows you we have a number of monitoring locations. And now there is a we do have an active.

00:25:55.570 --> 00:26:01.280

Monitoring contract that's that is placed uh equipment in the field now.

00:26:02.790 --> 00:26:32.600

Here's your reference number and we'll we'll point out the locations of each one as we go through the sheets here, but the point here is that you'll see on the plans themselves. It's the monitoring locations are indicated as as points as you can see in the photos. These aren't necessarily photos of the the actual equipment in the field for the project, but it gives you a rough idea of what these assemblies look like and.

00:26:32.760 --> 00:27:04.800

Our main task here is to avoid them. So, we, we give requirements uh buffer areas to stay clear of in terms of some of the backfilling and the gapping operations. I mean, I think that's something that would be indicated that would be a good item to be indicated on a work plan as you're setting that up for you're going to work in a particular canal and this would be one of your requirements and one of the things that you want to be cognizant of if they're damaged they need to be replaced.

00:27:06.110 --> 00:27:06.960

But this

00:27:07.650 --> 00:27:36.980 gives you the overview, UM our ecological monitoring contractor is it has been out and you should not have any conflicts with them being out in the field while you're doing your work so they've set up their their equipment to gather the baseline and once the construction and the the backfilling operations are complete, they'll be coming back over us a number of years to.

00:27:47.130 --> 00:28:02.670

Umm we could even potentially bring them in at the kickoff. Uh once we have a contractor selected but you know the the takeaway is to to avoid these be aware that they're there and do not damage them

OK.

00:28:03.010 --> 00:28:03.750

Umm.

00:28:05.200 --> 00:28:07.360

Let's move on to the next page.

00:28:08.160 --> 00:28:12.350

OK, well now we can start talking about some of the specific.

00:28:14.460 --> 00:28:17.810

Sites any questions at this moment.

00:28:24.240 --> 00:28:24.690

OK.

00:28:26.540 --> 00:28:31.990

So first up PCI T tracked canals there's 3 of them.

00:28:33.490 --> 00:29:02.920

I'd leave they're named 12 and 3 what you can see here on this page. This is this shows you one and 2 essentially one is this long. L shape here that goes across the page number 2? Is this short one here and then 3. You can see the beginnings of 3. If you go down one page, essentially here's 3. Here's the end of.

00:29:03.380 --> 00:29:27.330

One and then here's 3 I would recommend as you're going through the review keep track of your North Arrow as you can see the the the the orientation changes a little bit so that's something you wanna keep in mind as you're doing, you're putting together your your numbers so back to this first page here.

00:29:27.830 --> 00:29:59.840

Uh earlier in the presentation. I talked about sequencing and this is a good example here. Ultimately, what we wanna do is we wanna get the the the areas that are farthest away and work our way back so for example, for this particular canal set the first one, that we would be doing would be the number 2, which is this piece here, so equipment comes up here. You begin your backfill operations actually this is the better one to refer to because this is a full.

00:30:00.820 --> 00:30:30.550

Pulled back fill full degradation, so station 11685. You work, your way to station 100. You would come back up to station zero work your way to approximately 55 Scroll down once. You've completed work at

55. You jump over to station 85 and work your way back to station 200, here and you'll notice that this canal has.

00:30:31.120 --> 00:30:43.440

A gas line at roughly at station 85 the nice thing about that is. It's a It's off to the edge. So you're really don't have that much to worry about per se. It's not crisscrossing everything.

00:30:45.150 --> 00:30:55.770

And you'll also know for CIT track number one. We have a monitoring site here, so this is the first monitoring site to be cognizant of.

00:30:56.590 --> 00:31:01.340

See if I have anything else, I wanna mention and this particular location.

00:31:04.760 --> 00:31:14.630

Bear with me, so we already talked about say again this is a location where we're planting. These 3 canals or the the only ones.

00:31:14.710 --> 00:31:17.580

Uh where we plant cyberstreams.

00:31:18.580 --> 00:31:24.570

Yes, right so here in your notes you gives you some some information on the bald Cypress plantings.

00:31:27.960 --> 00:31:36.220

One minor utility and bear in mind that you would be responsible for verifying field dimensions and all that kind of stuff so.

00:31:36.820 --> 00:31:40.090

Uh I think there's some sections in here.

00:31:41.320 --> 00:32:03.210

The general the notes on the the right side or general notes, but I think there's some not particular to this one. But there's some protected features that would be flagged and I think for some gapping areas that there would also be some flagging so there's going to be a little back and forth with the park itself in relation to where you're working.

00:32:06.140 --> 00:32:13.860

Scroll down here. We talked about the monitoring site and then trying to get rid of that thing there.

00:32:15.030 --> 00:32:15.770

OK, there, we go.

00:32:17.110 --> 00:32:30.170

So we're looking at uh CIT number 3 again, you know you have your plantings along that the the extent of this any questions on CIT track canals 12 and 3.

00:32:36.610 --> 00:32:54.750

OK, if something strikes as we're going along. Feel free to jump in or wait till the end. Whatever your preference is let's go ahead and move on to our next. Canal Horseshoe Canal, which is 2 pages here again your North Arrow so keep that in mind.

00:32:56.170 --> 00:33:20.220

And the things to point out here. This is also a full backfill and we do have planting bulbs wipers at this location as well so that's essentially you know, reading the notes and we do have a monitoring site here as well at approximately station. Where is that in between 315 and 320?

00:33:24.080 --> 00:33:46.310

Let's see one other item to keep in mind, so we'll Scroll down the next page. Here, where there's a crossover canal here and one of the things that you need to do as you approach. These sorts of features is we do not want to have impacts on this is bio both.

00:33:46.870 --> 00:33:47.550

UM.

00:33:48.240 --> 00:33:58.030

So we wanna we're doing our work here and then we're jumping over so protect banks and the waterway to existing by a buff and that may that that'll be a a?

00:33:59.790 --> 00:34:03.400

They're not occurrence for some of these other locations as well.

00:34:04.880 --> 00:34:06.570

Let's see this is also.

00:34:07.520 --> 00:34:20.880

A section where we would also sequence. The UM the the where, you're starting so you would oops OK, you're starting at 3:00, 100 and then working your way back.

00:34:21.610 --> 00:34:43.040

Down to 340, plus or minus and this is this is the bend on the other other page. So and then jump over to 37095 and then come work your way back in and then out and then that's done so. This horseshoe again is accessible for the from the next one which is Davis Marrero.

00:34:45.140 --> 00:34:57.290

I believe this is tar paper here, but you would you would get to horseshoe and if you go back and you look on that that first overall site plan, you can see how that works so.

00:34:58.490 --> 00:35:00.540

Questions on Horseshoe Canal.

00:35:05.520 --> 00:35:07.040

OK, Next one.

00:35:07.800 --> 00:35:09.180

Davis Marrero, 00:35:10.280 --> 00:35:22.130 again, we're doing the we're doing all of the I think we're doing all of the full backfill ones first so this one gets a little bit more hectic shall we say.

00:35:22.770 --> 00:35:31.450

Umm you can kind of see some of the features here we have crossovers with utilities. There's the Entergy overhead line.

00:35:33.090 --> 00:35:37.110

We also have a end link gas pipeline here.

00:35:38.230 --> 00:35:38.710

This.

00:35:39.650 --> 00:35:54.980

I believe this line here is nothing this is a tile line so but the utilities themselves are pretty much indicated so you would go back to the I think it's page. G 1.9, then your contacts are there and and those initial requirements.

00:35:56.020 --> 00:36:00.980

Tell you what types of things you would need to be doing for those for this particular site.

00:36:02.200 --> 00:36:04.590

We do have another monitoring station here.

00:36:06.490 --> 00:36:09.560

This is one where we do not have.

00:36:10.850 --> 00:36:24.210

Tree is added to it, so you know you're proposed conditions pretty much tell you, which ones. There are so we've gone from backfill entries to just backfill for this location. And I think a lot of that has to do with the overhead lines.

00:36:24.750 --> 00:36:25.400

Umm.

00:36:26.400 --> 00:36:27.140

So.

00:36:28.020 --> 00:36:40.800

But you're starting to get into more utility crossings here. That's what particular to this location. And I think there's also one other feature here that's new this is a protected feature.

00:36:41.220 --> 00:36:53.020

UM natural cultural resource feature that we're gonna stay away from we essentially provide a 35 foot buffer so you would work your way out.

00:36:54.020 --> 00:36:54.910

400.

00:36:55.690 --> 00:37:18.840

To station was at 4:00, 4681, and you're essentially stopping at this point. This would be protected, and this would also be flagged and I think this is one of the ones that the park will flag protective features will be flagged by the the park. National Park Service before the the work would be started in any event so.

00:37:20.520 --> 00:37:23.370

Any questions on Davis Marrero.

00:37:27.570 --> 00:37:57.400

Just uh dusty again one one sort of clarification. Thanks for for pointing out that I was. I was wrong before that. CIT wasn't the only place where we're planting trees. We're also doing that on on Horseshoe. But I did want to indicate that the the places where we're planting trees are generally where the canals run through a swamp. So where they're there are trees on the the landscape adjacent to the.

00:37:57.530 --> 00:38:09.550

The canal feature and we're starting to to look at portions of the project area where it's a It's a marsh adjacent so wouldn't want to plant trees in those areas where we're just growing grass.

00:38:10.250 --> 00:38:27.920

Yeah, so as you exactly as we go from north to South. It transitions from more forested to more marsh, so and you can see based on the the overall layout of the canals themselves and the existing vegetation drawings show that so thank thank you dusty.

00:38:30.610 --> 00:38:35.130

OK let's go to the next canal this is tar paper.

00:38:35.730 --> 00:38:51.210

Umm and just as a point of reference. UM this canal here. This is Davis Marrero as it ties into tar paper.

So if we think about the the last couple of ones that we've looked at Horseshoe.

00:38:51.960 --> 00:39:03.190

And then Davis Marrero and then you come back to you would be doing tar paper. There's 2 components to the tar paper canal, but this would be the of those 4.

00:39:04.240 --> 00:39:13.170

This last section 500 to 540 would be the last one that you would do in this in this particular location within the preserve.

00:39:13.630 --> 00:39:19.640

UM and sequence wise this is a this is the Tar Paper Keyhole.

00:39:20.500 --> 00:39:22.350

Umm you would do this first.

00:39:23.060 --> 00:39:27.680

And then you would follow up with the the main line for tire pick tar paper here.

00:39:29.020 --> 00:39:36.070

Pull back fill we have some utilities. I think there's the overhead here and cross is here.

00:39:38.520 --> 00:39:43.370

We have a monitoring point well that's referred to that's actually part of.

00:39:44.440 --> 00:39:46.730

Davis Marrero, but

00:39:48.520 --> 00:39:50.080 just to keep that in mind.

00:39:51.080 --> 00:39:56.810

Let's see what else then again, we already talked about our protective feature UM.

00:39:58.130 --> 00:40:23.830

There is a note here on the left, right hand side a depth of cover that we would want to measure as you go through the selected contractor goes through the coordination that would be one of the areas where that would be required to coordinate with the utilities themselves so any questions on tar paper.

00:40:24.730 --> 00:40:26.100

And Tarpaper Keyhole.

00:40:30.350 --> 00:40:30.930

OK.

00:40:32.140 --> 00:40:44.470

Next we have North Canal, so uh. We're we're continuing our way South here. UM North Canal UM.

Here's Bayesian net you can see it's accessible.

00:40:44.830 --> 00:40:45.530

UM.

00:40:46.960 --> 00:40:53.350

I think this is sound like Salvador, uh on your right hand side where's the uh?

00:40:54.460 --> 00:41:07.180

Yes, that's like Salvador for reference. This is a one of the shorter ones that we're doing, and what's unique about this one? Is this is the first one, that is going to be gapped.

00:41:08.000 --> 00:41:37.890

But there's a couple of things going on so generally speaking, you know, we talked about the percentage of gapping you know this. This tone here, you can see is that this is the gapping we have another protected feature that will be flagged to avoid with our 35 foot buffer, which is on the southeast side.

It's kind of upside down again. North arrow and on the north side. We have a monitoring site and.

00:41:37.990 --> 00:41:42.560

Another note here and I probably should have mentioned uh as applicable.

00:41:43.080 --> 00:42:04.620

Umm the the decoration that relating to the monitoring there's also there is a a buffer of about a 250 feet on each side, so each each page going back through you'll see you'll see the corresponding notes for the the monitoring but that's essentially what's going on? What's happening with that one.

00:42:06.100 --> 00:42:10.240

So our first gapping any questions on North Canal.

00:42:15.090 --> 00:42:15.660

OK.

00:42:16.950 --> 00:42:21.820

Next we have pipeline pipeline is a couple of this is the long one.

00:42:23.030 --> 00:42:26.860

C 2.2 versus 2 C 2 point.

00:42:27.610 --> 00:42:28.420

5.

00:42:30.150 --> 00:42:30.900

We have

00:42:31.770 --> 00:42:44.850 several utility connection or crossings here this one. Actually, I should correct myself here. This is actually full back full as well.

00:42:45.710 --> 00:43:01.730

So North was the first one with gapping but we'll we'll get to the other ones you know just so I'm not confusing. Anybody here we do not have trees planted with this we're in in the marsh area now, so it's not appropriate to do that.

00:43:02.990 --> 00:43:26.280

And that's kind of toggle through the the the sheets here, so next. One just to continuation on the sections pretty straightforward. There is a pipeline that goes down the middle of the canal so that will need to be protected as you look at the details. You'll you'll see how the the the.

00:43:27.110 --> 00:43:53.400

The degradation supposed to work I mean, there's limited material and the intent is not to fill everything up so the as you bring the material. The materials brought off or the The The Spoil Bank. It's gonna you know start to fill up, but it's not gonna all it's not going to go across so you just have to be cognizant of this pipeline as you're working in this section, and I guess it goes looks like it goes out the whole way down.

00:43:55.890 --> 00:43:59.040

So scrolling down to the next one.

00:43:59.620 --> 00:44:03.500

Umm we have monitoring site here.

00:44:05.730 --> 00:44:06.750

We have an overhead.

00:44:07.440 --> 00:44:08.530

Power line here.

00:44:12.680 --> 00:44:27.830

We have a crossover with UM by Signet here and here's a new feature that we can talk a little bit about Umm. It's called the check meander and a couple of different things going on here so.

00:44:30.220 --> 00:44:48.730

What we're doing is you can see in this section here is the the complete backflow. I I think this is this is also I'm not sure why this is not mentioned as stop spoiled bank degradation, so between here and here is where we're gonna we're gonna limit the degradation and it looks like from from here down.

00:44:49.270 --> 00:44:52.940

Umm we're both Cypress becomes a bum abundant.

00:44:57.140 --> 00:44:59.700

Bear with me is I'm just reading the notes here.

00:45:03.320 --> 00:45:03.900

OK.

00:45:05.140 --> 00:45:13.340

So check me under this is what this is, is functioning to do is Umm it. It's

00:45:14.340 --> 00:45:30.270 feature and we'll show you the detail if you haven't seen it already but it's a It's a way of limiting material going back and forth into the navigable waterway here and the primary concern would be loose trees of that nature so this.

00:45:31.110 --> 00:45:57.460

This this feature allows for water to move through UM, but it limits anything else that come in through it, and I think you could you could probably go over it as well. It's it's a little bit, it's not very deep, but it provides that sort of buffer to it. You know things going back and forth here. So we have 2 checked meanders on each side of bias and net here for the.

00:45:59.930 --> 00:46:08.090

Pipeline canal any questions on that we'll talk a little bit more about the the check meander as we get to the details.

00:46:13.690 --> 00:46:14.120

OK.

00:46:16.130 --> 00:46:19.780

Moving on now we go to buy you a car.

00:46:20.640 --> 00:46:21.730

So this is the last.

00:46:22.520 --> 00:46:25.150

Cluster UM these are all.

00:46:27.670 --> 00:46:29.720

Uh excuse me these are all gapped.

00:46:31.140 --> 00:46:31.770

Canals.

00:46:32.880 --> 00:46:51.940

And this is also these are areas where the the access is a little bit more challenging in that there's not a an opening to get directly in so you'll you would need to keep that into account. I think 12 and or 10 and 11 what which which will look at it in a second.

00:46:53.010 --> 00:46:57.240

Show that a little bit better than me describing it so.

00:46:59.220 --> 00:47:02.000

We present uh 12, here first.

00:47:03.420 --> 00:47:06.950

You know check meanders we have a couple of well sites.

00:47:07.650 --> 00:47:23.330

Umm that will be removed. That's part of the scope of the project as well. I believe there's a total of 4 and they're all situated within bio carbs that there's there's essentially 5 canals within this particular section of the of the park.

00:47:24.920 --> 00:47:34.760

3. Tom. Sorry there's only 3 well so there's 4 well sites total, but only 3 are we gonna sort of address in any way.

00:47:36.680 --> 00:47:58.760

By by removing material as part of the project, the 4th one. We just need to protect does the heroic one is the protection one right correct OK? Yeah, we'll get to that. That's that number 10 so anyway. A couple of well sites to be removed. The one particular feature for this number 12 is.

00:48:00.940 --> 00:48:15.530

Let's see I'm out of sequence here bear with me one second number 12? Is this There's a structure there that we wanna remove it's an old building and I believe there's only.

00:48:16.210 --> 00:48:29.870

Yeah, I don't think there's any utilities. That's just the I think it was an old movie set and we're just looking to take it away. There's probably you know, I I think there's only 2 sides of it that need to be removed so it's essentially wood.

00:48:31.040 --> 00:48:41.590

And that's you know just some random condition that we want to address as we're going through the the the backfilling and gapping process.

00:48:42.550 --> 00:48:43.150

AM.

00:48:44.940 --> 00:48:47.830

Let's see bear with me one second.

00:48:52.310 --> 00:48:57.880

OK, there's several utilities to account for for number 12.

00:48:58.890 --> 00:49:01.450

Overhead line here, UM.

00:49:02.750 --> 00:49:05.000

Moving on to the next section.

00:49:05.670 --> 00:49:07.610

And this is actually still 12.

00:49:08.770 --> 00:49:18.530

It doesn't look like there's any other utilities here, so that that makes that pretty easy. We'll go to next 113 and 14.

00:49:23.340 --> 00:49:25.790

Here's 13 and then 14.

00:49:27.030 --> 00:49:39.170

Many features of note it looks like this is all gaps spoiled uh thank degradation monitoring site. It doesn't look like our our point showed up. But you know, we have, we do have one here.

00:49:40.250 --> 00:49:43.300

And again we would be doing the degradation.

00:49:43.830 --> 00:49:47.220

Umm and adjacent to that site and we wanna have that.

00:49:52.320 --> 00:49:58.120

This is the end of 13 for point of reference. Here's the Intel Intercoastal Waterway.

00:49:58.780 --> 00:49:59.590

Umm.

00:50:00.830 --> 00:50:03.370

And you can see it now they're checked me under here.

00:50:05.270 --> 00:50:10.300

And here's another well site that we would be removing that's the I think that's the 3rd one.

00:50:11.220 --> 00:50:12.050

And then

00:50:13.950 --> 00:50:18.440 bio carbs number canal number 10 and canal number 11.

00:50:19.900 --> 00:50:48.830

And this is a good one to look at just from the standpoint of access. Here's your Intercoastal Waterway, but actually getting over you may have to go overland to get to this particular location again. CIT tracks would could potentially have that same condition and then here's the the other well site that dusty prove pointed out this is the heroic well site and this one we would be protecting.

00:50:48.890 --> 00:50:53.820

So both of the this number 10 and you'll see the next one. These are also both.

00:50:56.080 --> 00:50:56.730

Gapped.

00:51:01.020 --> 00:51:05.410

Let's see moving on to the next.

00:51:06.460 --> 00:51:21.440

Here's 11 similar it's similar to number 10. They're both little short ones. Both next to each other again.

The access issues would be the main thing for here and and this is this is also a gapped canal site.

00:51:23.980 --> 00:51:26.850

So let's see.

00:51:28.520 --> 00:51:36.890

Erosion control plans. I think the main thing to take away from this is that we'll be setting up turbidity curtains.

00:51:37.890 --> 00:51:42.220

Uh to protect any sediment from leaving the the project work sites.

00:51:43.640 --> 00:51:47.020

You know in this these pages just point out where those are.

00:51:47.580 --> 00:51:48.200

Umm.

00:51:48.920 --> 00:51:50.110

You know, and I think that.

00:51:51.550 --> 00:52:08.640

Probably what you want to do is just account for I'm not that familiar with the turbidity curtain. There's a potential for potentially reusing it, but I think for the purposes of the bid. You just indicate that you.

You you get a new one for each one there's not that many to do.

00:52:09.850 --> 00:52:15.450

You know you could potentially cluster these as well, so anyway. Just you know going through this real quick here.

00:52:16.010 --> 00:52:16.750

Umm.

00:52:17.490 --> 00:52:19.050

To our paper north canal?

00:52:20.690 --> 00:52:35.970

But again pipeline and then you know finally ending up. This is a good shot. So, we, we have number 1213 coming down here and then 10, and 11 and then there's I think 14 is this little one right here.

00:52:38.540 --> 00:52:42.980

OK, some details let me catch up on like.

00:52:43.810 --> 00:52:45.170

Page turn here.

00:52:46.640 --> 00:52:47.240

And.

00:52:48.900 --> 00:53:18.970

So just some you know existing conditions this kind of gives you an idea of what the conceptually what the the canals look like you have your open canal and then the spoil banks. This shows you. You know the intersection areas and essentially what we would be doing is protecting the the maintaining the navigability of of you know, I think it's mainly by assuming that waterway there may be a couple others here so.

00:53:19.520 --> 00:53:32.390

Brook area here and then this stays open again we would be using the check meanders here gives you a just a typical section of what you see and some of the spoiled banks with trees.

00:53:33.010 --> 00:53:33.710

UM.

00:53:34.500 --> 00:53:39.110

With varies between the canals and the depth also varies as well so.

00:53:42.670 --> 00:53:54.900

Here's a the detail on the spoiled bank degradation, so you can see here's where the the spoil bank used to be and we're placing the material down along the edge of the canal here.

00:53:55.390 --> 00:53:57.350

Umm as you can see it's

00:53:57.930 --> 00:54:09.760 you can controlling that particular shape might be a little bit of a challenge. But it's it's really more to give you the idea of what this is put down in here.

00:54:14.190 --> 00:54:34.820

Proposed Canal Gap design uh this relates to the 25% again and what we're looking for is more of a staggered approach for the gapping you know it'll have to be laid out in the field and and figure it out.

But what we want to try to do is not have the the gap in.

00:54:36.020 --> 00:54:47.090

Directly across from each other so it should be consistent. Even and it says evenly distributed. So you can just take your length and and and divide and and go from there.

00:54:47.790 --> 00:55:03.270

Umm proposed canal staggered gaps design. This just gives you some sections about what that's it's similar to the the other section. We looked at for the the total degradation, the backfilling it's just representative for this particular approach.

00:55:04.070 --> 00:55:05.040

Umm.

00:55:06.620 --> 00:55:07.920

OK.

00:55:10.880 --> 00:55:12.320

Here's the check meander.

00:55:13.090 --> 00:55:21.530

Detail here's our navigable waterway. This would be your canal that you've you've backfilled or gapped.

00:55:22.910 --> 00:55:24.940

And then they check me and or you can see.

00:55:25.980 --> 00:55:38.390

We're we're filling we're putting material in here, but you can see, there's a little bit of a a depth here. I think it's a It's it's a minimum of 3 foot depth, so you can still get through this, but essentially?

00:55:39.490 --> 00:55:40.700

Closes off

00:55:42.840 --> 00:55:47.190 the the particular location that we're we're showing that they need to be.

00:55:50.580 --> 00:55:51.910

Here's some planting.

00:55:52.780 --> 00:56:10.960

Backfill details you know what do you debris deposit in a canal? I think it can also be chipped but if they're not chipped we would embed them. This here shows navigate volcano house where we would be placing the woody debris.

00:56:12.540 --> 00:56:20.940

Apparently it's essentially parallel to where they're the opposite of this particular approach. They're parallel to the the canal itself.

00:56:21.980 --> 00:56:28.860

These are some more representative details for each one of these showing you how that works.

00:56:31.500 --> 00:56:33.120

And I think that's the last page.

00:56:34.520 --> 00:56:40.530

So we kind of ran through the details pretty quickly any questions on.

00:56:41.340 --> 00:56:45.710

On any of the the sites that we talked about or any questions on the details.

00:56:47.000 --> 00:57:00.930

That anyone anyone wants to throw out there, we can go to a particular location. If you wanna go back and look at something so I'll open it up to you guys to to ask any questions that you might have.

00:57:09.950 --> 00:57:14.050

I have a couple questions John Gagnier would patriot.

00:57:18.110 --> 00:57:23.150

So there are a lot of places where you all should show uh Paul Bank height.

00:57:24.410 --> 00:57:26.600

Paul bank height and width.

00:57:29.840 --> 00:57:32.250

Is it safe to assume that?

00:57:32.980 --> 00:57:42.070

From one noted dimension to the next that the canal is the spoil bank is relatively consistent and cross section.

00:57:50.130 --> 00:57:52.460

Uh detail itself.

00:57:53.900 --> 00:58:00.310

Well, because the drawing that's on the drawing that's on the screen now OK uh across the top it.

00:58:01.830 --> 00:58:06.130

It indicates 2 locations with the width and the height yes.

00:58:08.560 --> 00:58:13.320

And then in this case, the heights vary by what 2 and a half feet.

00:58:13.980 --> 00:58:16.780

And the wealth by about 10 feet.

00:58:17.950 --> 00:58:24.930

So is it safe to assume that the cross section of the spinal bank between those 2 points.

00:58:26.350 --> 00:58:29.480

Varies evenly or is it?

00:58:31.3…
