NPS Solicitation 140P2021R0047 Rehabilitate Terreplein and Related Levels at Fort Wood (STLI-256938)
Statue of Liberty National Recreation Area, Liberty Island, New York County, New York Architect-Engineer Design (Title II) Services
NOTICE OF INTENT
Notice of intent to solicit and negotiate with only one source under the authority of 6.302. In accordance with FAR 5.203(a), the NPS hereby allows a 15-day response time from the date this notice is posted before issuance of award for architect-engineer services. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
The National Park Service, Denver Service Center, 12795 W. Alameda Pkwy, Lakewood, CO 80227 intends to solicit and negotiate a sole source requirement with DHM Design Corporation (DHM), 900 S. Broadway, Suite 300, Denver, CO 80209-0007, under the FAR Authority 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The project requirement is to rehabilitate exterior, visitor-occupied stone levels, including the Terreplein or 2P level (the large level space where a battery of guns was mounted) inside Fort Wood, as well as the smaller 2.5P and 3P levels (the “wedding cake” spaces that housed the since-relocated American Museum of Immigration) above. Work includes removal and replacement of pavers and waterproofing on the exterior levels of Fort Wood, as well as the vertical stone surfaces (walls and parapets) between these levels. Work includes replacing the failing drainage system that carries water off of the roof through interior and exterior drains.
Work also includes installing snow melt system to provide safe egress pathway for visitors at all times and reduce slip/trip/fall injuries due to ice and snow. Repairs will be made to halt or prevent leaks, preserving the fort’s structural elements.
The requirement is for architect-engineer design services for the project identified in the preceding paragraph previously performed by DHM to include: (1) visual scope item design development to include submission of design development (DD) documents for review and review comments, and (2) preparation of construction documents (CD’s), including preparation of CD’s , the submittal list, close-out and operation and maintenance (O&M) requirements, finalize NPS constructability checklist (CD resolution), prepare Class C construction cost estimate, and complete CD deliverables. DHM was selected the designer of record in accordance with Brooks Act procedures and previously furnished services under a recently expired A-E IDIQ contract. As the designer of record, this is the only firm with knowledge and information to perform required follow-on services while also maintaining contractual responsibility as the designer of record. Another firm would be required to duplicate the entire design effort, creating unnecessary and substantial delays and costs to the Government that are not warranted or recoverable. The estimated costs are greater than the simplified acquisition threshold and award is expected to be completed prior to January 30, 2021.
