Response to BADL Plant Propagation Solicitation

Q: I am interested in bidding on the Badlands revegetation project. Is there flexibility with install? We have a pretty full slate this fall but have availability early spring. A: We do have flexibility on install. Fall is preferred as we have found less watering is needed, but spring is not out of the question.

Q: Also do prevailing wages apply to this project and if so can you send me those? A: Todd can you answer?

Q: On Page 7 of the RFQ, Task 5. Option: 2021/2022 Container Plant Maintenance, it states that: "the total treatment area is anticipated to be four acres." I believe this should be two acres, reduced from the original scope as the planting area was reduced. Or was the maintenance area intended to stay the same as the original scope? A: The total maintenance area for weed control is still 4 acres, while the container plant watering has shrunk to 2 acres.

The specified planting area (for Task 3) has been reduced to (2) acres, however the total treatment area for invasive plant maintenance (Task 5) is still listed as (4) acres.

a. Please confirm the treatment area for invasive plant maintenance. 4 acres for weed control and 2 acres for watering container plants.

b. In the description of Task 5 provided on page 7 of the solicitation, it states that “Maintenance shall involve….removing non-native invasive plants from the planting site (i.e. entire area in-between individual plants and clusters and a 10-foot butter around the outside perimeter of clusters).” If the total treatment area for invasive plant maintenance is (4) acres, what is the standard/expectation for treatment in non-planted areas? The expectation for the non-planted 2 acres is that they will be weeded in entirety with a 10 foot buffer around the disturbed areas.

c. If maintenance of non-planted areas is required, are any of those sites flat enough to enable boom spraying using a UTV? While the areas are along the roadside they have also been seeded so a boom sprayer is probably not feasible without a lot of overspray.

Q: Please provide new acreage estimates for each planting site (Bigfoot Pass, Dillon Pass, and Fossil Trailhead). A: 2 acres Bigfoot Pass, 1 acre Dillon Pass, and 1 acre Fossil Trailhead

Q: What are typical install windows in that landscape? i.e how early in the spring and how late in the fall can plants usually be installed? A: From SOW: April and late October-early November, depending on snowfall.

Q: Is signage and cones acceptable traffic control and will a flagger absolutely be required to comply with this item? A: A flagger will be required while vehicles are occupying a traffic lane (not in parking areas). This will most likely be required at Bigfoot and Dillon.

Q: At the fossil trailhead is the recommend sequence to remove blanket, seed, replace blanket and then cut in plants or do you envision something else here? A: Yes, that is the expectation. However, we are open to switching some of these around if it makes sense in the field.

Q: How do you envision the watering going prior to planting and then during the watering in phase of planting? For the site with steep slopes can we assume that hoses will need to be dragged up the slope and water pumped to reach plants at the top? A: All slopes are downhill of the roadway. There will be no need for pumps. Hoses will be needed to reach the plants at all sites. It should be assumed a water tank or water truck will be needed to fill the planting holes both prior to planting and afterwards.

Q: Will weed control be required even if the maintenance option is not bid? In other words will weed removal or treatment be required just prior to planting? A: If the maintenance option is not bid it will not be required under the installation task to treat invasives. However, if NPS is not able to award a maintenance contract the installation contractor may be asked to help with weed control prior to install, but only with an agreed upon modification to the contract.

Q: Would you consider moving the deadline for proposals to Fri. March 12? A: Deadline is now March 12.
