| THRO Road Program Reveg - Seed Collection | Submitted 9_1-2020 | |||
| Section | Page # | Subsection | Question | NPS Answer |
| Form 1499 - Block 8 | 1 | Offer Due Date | Because September 7 is Labor Day, this effectively shortens proposal preparation time by one business day. Consequently, we would like to request the Offer date be extended by one day to Sept. 9. | Closing date has been extended to Sept 9. |
| Form 1499 - Block 20 | 1 & 2 | Schedule of supplies.. | "Information and requirements stated in sections"B" through "J" -The only correspondingly labeled sections in the solicitation seem to be F,K,L,M. What are the other sections referred to? | The Sections reference the order. Section B is prices/cost and Section C is the Statement of work. See FAR 15.204-1 for the Uniform contract format |
| Statement of Work ; II.Scope of Services | 4 | Task 1 2021 collection a) | "Provide protocol to collect... Including est. hours" - Is this a submittal to be prepared at time of award or is this level of detail expected in the Technical proposal? | Level of detail for technical proposal. Please just provide best estimates of time. |
| Statement of Work ; II.Scope of Services | 6 | Task 3 2020 collection | "Provide proposal to collect...Including est. hours" - Is this a submittal to be prepared at time of award or is this level of detail expected in the Technical proposal? | Level of detail for technical proposal. Please just provide best estimates of time. |
| Statement of Work ; II.Scope of Services | 6 | Task 3 2020 collection | Given potential Covid restrictions and the somewhat late start date, will NPS consider extending performance date on this item through 2021.- Note that for some species, scouting and precise species ID may be difficult if conducted after prime bloom stage. | Task 3 is an Option (meaning a contractor can consider not bidding on the task) for collection in 2020, as we understand the limitations on collection this late in the year. The NPS goal for 2020 collection is to acquire as much seed as weather and other factors will allow. 2021 seed collection is covered under Task 1 so extending the 2020 collection into 2021 isn't feasible. |
| Statement of Work ; II.Scope of Services | 7 | Task 4 2020 seed cleaning. | "Provide a proposal to store and clean... after collection. Is this a submittal to be prepared at time of award or is this expected in the Technical proposal, in addition to the 2 page "written technical approach"? | This is expected in the Technical proposal, which is the same as the technical approach. |
| Statement of Work ; II.Scope of Services | 7 | Task 1,3 &7 Seed collect | If all seed collection options are exercised, is the target amount the sum of the listed quantities in the tables ( 36.25 pounds each for years 2021 and 2022 plus 32.25 for 2020: = total of 104.75 PLS pounds)? | Yes the target sum is 104.75 pounds. Please note that the key word here is "target" amount. NPS is fully aware that contractors have little control over seed viability and we are willing to convert the target PLS pounds into bulk pounds if this is more agreeable. |
| Statement of Work ; III.Quality Standards | 9 | g) Seed Cleaning | The purity standards for at least two of the species, may be very hard to meet. For these, is cleaning to "industry standard" acceptable? Specifically, quoting the USDA Woody Plant Seed Manual: Krascheninnikovia lanata- "Harvested material will contain unfilled diaspores, but there are no practical methods of separating these from germinable diaspores"; Atriplex (spp.) "Filled and unfilled fruits thus have similar density, making it impossible to remove unfilled fruits by fanning. Also, the variation in fruit size within a lot is not highly correlated with fill, so that screen- ing to improve fill is not feasible." | In this instance NPS does not consider unfilled fruits as inerts and therefore, would not count towards the less than 35% threshold. Rather, the unfilled fruit would be accounted for in germination/TZ testing, neither of which have requirements in this SOW. |
| Instructions, Conditions and Notices | 52 | L.1.1 | Is an email submission of PDF copies of the proposals satisfactory. If Fax submission is required, please provide fax number. | Yes , PDF is acceptable. |
| General Questions: | Will THRO personnel be providing any observations or guidance for species presence or stage of phenologies? | No, contractors should not rely on this. | ||
| General Questions: | Will NPS be providing historic records of target species observations, locations, and phenology at time of observation? If so, how recent are these observations? | Yes. The most recent observations are from 2017 and 2020. | ||
| General Questions: | Will contractor be allowed to stay in THRO campgrounds pending availability? | Yes. | ||
| General Questions: | Will the pre-work conference be at the site or via phone/ virtual meeting? If onsite, can it be timed to coincide with first scouting trip? | Pre-work meeting will be virtual. | ||
| General Questions: | In order to keep costs reasonable, we would like to constrain the distance from road access that scouting and collecting activities will be conducted. Is this acceptable | Yes that is expected. | ||
| General Questions: | In order to keep costs reasonable, we would like to constrain the size of each collection site to be estimated capable of yielding a minimum of 10% of the target species total. Is this acceptable. | Yes. |
