Will the NPS consider adjusting the Questions deadline to be earlier than November 21, 2019? The current questions deadline leaves little time for offerors to adjust their response, given the turnaround time from Q&A to the proposal due date.

Will 10 pt font for graphics and tables be acceptable?
12 point font shall be used for all graphics and tables.
Does the font on SF-330 Part II forms need to be 12 pt? These forms are typically updated on an annual basis, using the default font setting embedded within the Part II form.
The default font found within the form shall be utilized. As these are fillable forms, the font utilized as part of the form fill in can be utilized.
Do SF-330 Part II forms need to comply with the 1-inch margins? These forms are typically updated on an annual basis, using the default margin setting embedded within the Part II form.
The default margins and fonts shall be utilized as they are fillable forms.
The solicitation states: "All submissions must be clearly marked with the following caption
"RELEASEABLE TO GOVERNMENT AGENCIES
FOR EVALUATION PURPOSES ONLY".
However, it is unclear if this requirement pertains to the SF-330 response, or the Forward Pricing Rate Agreement proposal.
Can the NPS confirm?
The SF-330's are considered an attachment to your proposal; therefore, this is implied that it is "Releaseable to Government Agencies for Evaluation Purposes" and need not be printed on every page of your submission. As long as the cover letter and package indicates this information on the ocver it is acceptable. The FPRA is not being requested at this time. The FPRA submission is only provided if you ar enotified of being selected as one of the most highly qualifed firms. This information was provided for informational purposes only.
Similar to the 2014 proposal process, please confirm it is acceptable to include IDIQ contracts showcasing multiple task orders as project examples in Section F.
This is acceptable; however, the page and font size limitations still apply.
The response to Frequently Asked Question #8 states: "The firm must have an experienced expert in dam design engineering, failure modes, risk analysis, emergency action planning for dams, levees and canals." The use of "must have" indicates it would be a required discipline, but if dam design engineering is not included in the list of required disciplines. Can the NPS confirm if dam design engineering is a required discipline?
It is not a required discipline; however, some projects may require the expertise and knowledge of these disciplines to complete certain aspects of the work.
The solicitation requires firms to have a person licensed in each state, its territories and possessions for each major engineering discipline, and requires firms to show proof of licensing within 30 days of being notified of most high qualified status. This requirement was included in the 2014 Nationwide Engineering IDIQ solicitation, but the NPS ultimately relaxed this requirement in the second Q&A document to the following: "In order to be considered for award of this IDIQ contract, firm(s) must indiciate their ability to obtain all professional qualifications, including individual professional licenses, certifications, etc., throughout the United States, its territories and possessions at time of the SF- 330 submissions. In order to be awarded a task order under the ensuing contract, firms will be required to demonstrate and have necessary professional licensing, certifications, etc." Our question: Adhering to the current requirement would mean submitting approximately 440 licenses. Will the NPS consider amending this requirement to reflect the 2014 response, which is to state our ability to obtain professional licenses in our proposed response, and limit the proof of licensure to the task order level?
The solicitation has been amended to make revisions to this requirement. The actual license and/or certification information for each individual team member can be provided on the SF-330, Box 17. The proof of licensing shall be provided within 30 days of being notified of the most highly qualified status during the Task Order ordering process. The NPS is not requiring submission of actual licenses and certifications as part of this process.
The Capacity evaluation criteria states that the evaluation will be based on "the quantity of existing work under contract.." and "…the schedules for completing the existing work". If we include all existing work under contract within our company, our response could be very lengthy and not entirely applicable to our proposed team or scope for this contract. Is it acceptable to include a condensed list of existing NPS or other similar contract work and their schedules?
The NPS does not want the actual schedules for each contract that you may or will be performing;
however, a listing of contracts (including their durations) and for whom these contracts are with is required.
The Past Performance evaluation criteria states: "prime contractor and/or team members shall provide information to demonstrate how well the firm has performed on recent, relevant projects", and that the evaluation will be based on "the past performance data from the projects presented in Section F of the SF-330 (provide references and current phone numbers)." Can the NPS confirm what specifically is required to be included in proposals, beyond reference contact information?
The SF-330 Section F provides space for firms to provide the POC, Contract Number, Contact Number and a project description relative to the past projects performed including size, magnitude and scope. It is up to the Offeror to determine which projects they wish to include in this section that demonstrates their past performance relative to projects that are similar/relevant to this requirement.
Are firms able to apply for specific regions. No 1 We saw the Solicitation for the NPS on FBO and the status is noted as "Presolicitation". Is what is posted on FBO the RFP we will be responding to that is due on December 9, 2019 or will another version be coming out?
Please advise.
This is the only information that will be posted, except for Amendments which will address the Q&A's.
Is this opportunity proposed response to be led/primed by an Engineering firm?
The determination of the makeup of the team is the Offeror's responsibility.
Since the submittal package is made up of the SF-330, I assume the one inch margin requirement pertains to the SF-3330 response package? If correct, the SF-330 form does not appear to meet one inch margin requirements in its current downloadable form. Are we to modify the SF-330 form to meet this requirement? If not can you offer further clarification related to this requirement?
Please refer to Amendment 1 Q&A's 3 and 4. All other materials provided as part of your submission package must meet the margin and font size requirements.
Is it acceptable to use our SF-330 Part 1 forms template (created in a publishing software) that meets all the SF330 part I form requirements and visual structure of the downloaded SF-330 Part 1 forms? This will allow flexibility to add tables, images, and othe rgraphics to respond to the Solicitation.
Please refer to Amendment 1 Q&A's 3 and 4. If an Offeror chooses to utilize a software program to develop the SF-330, the page size, font and margin limitations must not exceed the fillable SF- 330 page size, font and margin limitations.
If permitted to use our SF-330 Part 1 templage, would the use of the default font (Arial 10 pt) and the default margins in the downloadable GSA Sf-330 forms still apply? Yes, please see Q14 above
If we include all existing work under contract within our company, our response could be very lengthy and not entirely applicable to our proposed team or scope for this contract. As a result, we are assuming it is acceptable to include a condensed list of existing NPS or other similar contract work. Please confirm this assumption is correct.
The list of existing work should demonstrate the team's workload capacity and should be inclusive of work not only for the NPS but other governmental agencies and public and private entities. 2
Given that the inclusion of even a condensed list of existing work would be very lengthy, can NPS confirm that the list of existing work under contract is only required of the prime firm and would not be required from subconsultants? Please see response to Q24 2 Previously we have used SF330 forms that are in word, to make it easier to format. Is that still acceptable? A few of the answers lists a fillable form that should be utilized? Is this a new requirement moving forward that we will need to use the fillable pdf forms or is it still acceptable if we use the word version of the forms?

19. Word is also acceptable as long as the page limits, font limits and margin limits are adhered

For the Nationwide General Engineering Services for National Park Service Intermountain Region will the scope of work include surveillance physical security?
This announcement is a nationwide announcement and not specific to the Intermountain Region and the Scope of Work is provided for in the announcement. 2
We are seeking clarification for the format requirements of the SF 330. In the Q&A responses, two questions #3 and 4 were asked about the SF 330 Part II 1 - inch margin and font size requirements. The government responded since these are fillable forms, the responders should use the default font and margins (referring to the Part IIs). Does this response apply to the entire SF330 Parts A-H since they are also fillable forms. To change these forms to one inch margins on all four sides is problematic and greatly distorts the forms. The 12 point font is doable.

Some of the answers to the Frequently Asked Questions appear to conflict with what is stated within the Solicitation. For example, in the Submission requirements section of the solicitation, it states that "Section H of the SF- 330 should not exceed 20 pages"; however, A12 of the Frequently Asked Questions states, "the additional supporting material shall include Section H pages and is limited to 20 double sided pages in total." Is Section H limited to 20 pages or 40 pages of content?
20 Double sided pages. 2 In the Professional Qualifications section of the solicitation, key personnel are referred to.
Does the NPS define "key personnel" broader than the proposed staff associated with "required disciplines" defined in the solicitation? If so, please provide the definitition of key personnel as it pertains to this solicitation.
No, they are synonous with the "required disciplines". 2
Can the NPS elaborate on what type of environmental engineer is required? Does this role relate more to industrial hygiene/asbestos/hasmat or water/stormwater?
The role of the environmental engineer covers a lot of categories. It includes both industrial hygiene/asbestos/hazmat, water/stormwater and wastewater as well as site remediation, pollution prevention, and in some cases ecological restoration. 2
This announcement is set aside for a small business but the current contract holders are very large businesses. Is the solicititation to find small firms to work as subs to the current large firms?
No, there are two separate solicitations. One is full and open competition and the other is set aside for small businesses. 2
When submitting, would we just submit for our services (civil/structural) or would we have to put a team together of other small businesses that include (electrical, environmental, geotechnical, etc.?) as lined under "Required Disciplines".
A team would need to be put together - the makeup of the team (whether other small businesses or large businesses) is at the discretion of the Offeror. 2
How many contract awards will be made for the small business category?
See Q4 posted with the solicitation "Frequently Asked Questions". 2
Could you please clarify the coverage area license requirements? Is the proposed team required to obtain licensure in each individual state within the 30-day period before contract award or is the proposed team required to obtain licensure in a specific state within 30-days of a specific task order award?
See see Amendment 1 Q8. 2 Is it possible NPS will consider making multiple awards with each firm covering a specific region? The selected firm could then be required to obtain those licenses for the involved states.

Can a small engineering firm be part of a team offering for Solicitation No. 140P2019R0051 -full and open competition - AND as either a prime or JV partner for Solicitation No.
140P2019R0107 - total set aside? Please clarify that if the small business is part of teams via these arrangements that NPS will still shortlist these team(s) if they merit the shortlist qualification thresholds for both solicitations as well as awards should bese teams reach final selection(s) by NPS.
Yes. Firms selected as most highly qualified in either pool will be determined in accordance with the stated evaluation criteria in accordance with the requirements of the Brooks Act.
The required disciplines are stated as "…include, but are not limited to, registered professional engineers in the following areas:
civil, electrical, environmental, fire protection, geotechnical, mechanical, sanitary and structural." We have reviewed both solicitations as well as the provided list of projects intended to be ordered off the lt t t t C NPS l b t f th
The disciplines will vary depending on the project requirements. The NPS has no further data to provide in this regard as it project by project specific. The list of typical projects provided in the solicitation announcement is the only information that is available.
For Technical Evaluation Factor No. 1- Specialized Experience and Technical Competence, will NPS allow Section Fs to extend beyond a single page to 2-3 pages in total for each project to allow for visual examples of each showcased project? Are the 10 total projects to represent work/experience of the prime engineering firm or JV partners only, OR can they also include some examples of work affiliated with others who will fulfill required disciplines not carried by the prime engineering firm/JV? Also, is there a requirement for percentage of construction completion for recent examples within the past five years or will NPS allow submissions of master plans, feasibility studies, and/or investigations for consideration?
No Section F shall be limited to 1 page. The determination of which projects to submit is at the discretion of the Offeror to demonstrate their qualifications for this requirement.
For Technical Evaluation Factor No. 5-Past Performance, does NPS wish us to provide copies of CPARS/PPQ's? Will these count toward any cited page limitations? Does NPS have a specific evaluation form we should use in getting past performances of Section F projects reviewed for these solicitations?

Would NPS consider extending the due date to allow proposers to better fine tune their proposals to ensure all the uniquely specified items of the published evaluation factors have been met, especially upon receiving responses to questions that may coincide with Thanksgiving for which many offices are closed Thursday and Friday for an extended holiday weekend?
The due date will not be extended.
Is Electronic submittals acceptable or just hard copy?
Provide response in the form of one original and two hard copies with a 1 thumb drive. Electronic or facsimile transmissions will not be considered.
Can you please clarify the font and size requirement for the SF-330 forms?

Veteran Owned Small Businesses (VOSB) is included as a socio-economic category in FAR 52.219-9. Can the NPS confirm VOSB should be included within the small business participation goals and if so, what is the VOSB percentage goal?
The NPS goals are those as stated in Amendment 1 Q&A 6 and 7, and the clarification provided as part of Amendment 3.
Given the responses to Q&A 18 and 19 in Amendment 2, will the NPS consider allowing 10 pt font for graphics and tables?

Technical Evaluation 3-Capacity: An Amendment 2 response to a question asking about "the quantity of work under contract" answered: "The list of existing work should demonstrate the team's workload capacity and should be inclusive of work not only for the NPS but other governmental agencies and public and private entities." We are $2B/year company and the volume of the information will be hundres of pages of data with essentially no value to the source selection committee in drawing conclusion as to our capacity to perform under this contract.
Please consider deleting the requirement for workload listing.
In accordance with the Brooks Act and FAR 36.602- 1, this criteria will remain.
Both solicitations state that the subcontracting goals for each contract are that a minimum of 43% of the contractor's intended subcontract amount be placed with small businesses, 5% shall be placed with small disadvantaged businesses, 5% shall be placed with women owned businesses, and 3% shall be placed with service disabled veteran owned small businesses, and 3% shall be placed with HUBZone certified firms. Do these percentages wholly aply to the performance of each task order assigned under Solicitation No. 140P2019R0107?
No - large businesses are required to subcontract in accordance with these percentages as denoted in the clarification issued with Amendment 3 (140P2019R0051). For Solicitation 140P2019F0107 the requirement is for 50% of the cost of contract performance incurred for personnel shall be expended for employees of the small business prime or similarly situated subcontractors in accordance with FAR 52.219-14.
This requirement will be reviewed prior to the exercise of any option year on an annual basis to ensure compliance with this requirement.
For Solicitation No. 140P2019R0107, which is a total small business set aside, does the full team need to be SBE certified? Can large firms join as a subcontractor for a small engineering firm/JV led offering for this solicitation?
Please clarify that a non-small business can perform as a subcontractor to a small business under this contract and the team will still meet the definition of a small business set aside.
1) The prime must be a small business but does not need SBE certification. 2) Yes 3) Correct as long as the prime satisfies the requirements of FAR 52.219-14 which requires that 50% of the cost of contract performance incurred for personnel shall be expended for employees of the prime small business or similarly situated subcontractors.
Are small engineering firms allowed to JV with a large engineering firm?
Joint Venture agreements may be formed with any entity provided the JV meets the small business requirement. For more information on JV's please refer to the SBA. 3
Please clarify if there is a percentage of performance expected by the NPS from the small business engineering firm as prime or JV partner for this total set aside contract? Will this percentage of performance by the prime be expected/mandated for each task order assigned through a resultant contract?
The requirements for the percentage of performance are found in FAR 52.219-14. The determination of whether the firm has satisfied the requirements for this requirement will be made on an annual basis prior to exercise of any option period.
Are we allowed to include ongoing projects in Section E? Yes 3 Does NPS intend for the prime to submit separate SF-330, Part II sections for each branch office that contains key personnel?

If our team is comprised of more members (subcontractors and partners) than boxes allow on the SF 330 Part I, Section C, can we attach an additional sheet to show our other team members? Is there a specific format required beyond 12 point font and one inch margins?
Yes. See previous responses provided in earlier Amendments regarding font, margin and page size requirements. 3
Please confirm all team members (subcontractors) are not required to provide an SF-330, Part II as a portion of the complete "firm" submittal.
The decision as to which SF-330's to submit is at the discretion of the Offeror. The submissions should represent the qualifications of the team.

Is there a limit to the number of key personnel that can be included in the SF-330, Part I, Section E? Are we limited to the 20 spaces under Section G?
The key personnel and number is at the discretion of the Offeror. Please refer to the SF-330 instructions for additional guidance at:
https://www.gsa.gov/forms-library/architect-engineer-qualifications. Section G should represent the information previously provided in Sections E, LInes 12 and 13 and be referenced in accordance with the 10 Past Performance Projects provided. 3
The submission requirements specify that additional information under Section H of the SF-330 should not exceed 20 pages. Please confirm the definition of "Page" as it is defined under Submission Requirements" as "one side of an 8 1/2 x 11 sheet of paper". This definition and the answer to Question 22 of the Q&A, which allows for Section H to be 20 double sided sheets of paper (40 total content pages) seems to contradict. Please verify which is corect.
A page is definied as a 8 1/2 x 11" sheet of paper consecutively numbered to 20. Offerors can provide double sided sheets of paper; however, each side shall count as a page. The page count shall not exceed 20. 3
