SOUTH OLD MINE ROAD AT DELAWARE WATER GAP

DEWA 188230

SOLICITATION NUMBER: 140P2019R0039

CONTRACTOR QUESTIONS AND NPS RESPONSES

March 29, 2019

Question 1:
Specification section 33 47 26.1 para 3.1.b.3 and Rubble Paved Waterway Note # 8 states “CLEAN AND WET RUBBLE TO NEAR SATURATION. EMBED RUBBLE INTO THE CONCRETE FOUNDATION IN A BROKEN PATTERN WITH NO CONTINUUS JOINT ACROSS THE WATERWAY OR PARALLEL TO THE FLOW LINE”. There are a couple constructability concerns with this method.

A. According to notes and details on the plans, the thickness of the rubble could vary between 1.5” and 5”. This is a large variation especially considering the concrete foundation is only 4” thick with WWF in the middle third. Details of the rubble paved swale on the plans show rubble as very consistent. Is it the intent, to push thicker stones deeper into the concrete foundation to make them flush with thinner adjacent stones?

NPS Response:
The intent of Rubble installation in paved ditches is to meet channel stability requirements in The Standards for Soil Erosion and Sediment Control in New Jersey, 7th Edition, January 2014, Revised July 2017. The variation in Rubble thickness can be addressed in a Request For Information (RFI) after contract award.

B. Placing the rubble in the correct aesthetically pleasing pattern while maintaining 1 to 2” joints is detailed, time-consuming work. Due to the relatively remote location of the project and the typical requirement to place concrete within 90 minutes of batching (although not addressed in the spec), the window of workability of the concrete/ detailed placement of stone in the wet concrete, is going to be very limited. This will likely require many “short load” concrete deliveries to the project site at significant cost. Is it acceptable to mortar the rubble paving to the concrete swale?

NPS Response:
No. Rubble installation can be addressed in a Request For Information (RFI) after contract award.
Questions 2:
Specification section 01 40 00 para 1.5.B.1 states “The Contractor’s Quality Control Supervisor may also perform other duties” but does not specifically state that the Superintendent cannot act as the Quality Control Manager. Section H – Special Contract Requirements insinuates that the Quality Control Manager must be a separate person from the Superintendent. Although it specifically states that the Superintendent may act as Safety Manager. Please clarify is Project Superintendent may act as Quality Control Manager or this must be a separate person.
NPS Response:
The Project Superintendent may act as the Quality Control Manager.
Question 3:
Is the concrete bridge at the intersection of Old Mine Road and Walpack Flatbrook Road Park owned? Is there a weight restriction on this bridge?
NPS Response:
The National Park Service owns the bridge (Structure 4320-021P), and the design loading is HS-20, (MS18).
Question 4:
Sheet C8.8 indicates colored concrete for the curb and gutter and the reinforced concrete pavement. For purposes of bidding, please indicate the color selection as colored concrete can vary greatly in price per cubic yard depending on the color selection.
NPS Response:
Section 03 30 53 – CAST IN PLACE CONCRETE, Subsection 2.1.E. specifies the color additive:

E. Color Additive for Curb and Gutter: Color additive pigment shall be for integral coloration of the concrete mix. Manufactured by Davis Colors, or approved equal. Use additive and sealers as recommended by manufacturer. Test sections will be required for determining the exact amount of additive. Mesquite No. 677 at 1 lbs., per 94 lbs. sack of cement. Coloring agents are to be mineral oxide pigments, light fast, lime proof, stable and inert when used in concrete or mortar. Coloring agents containing carbon black are not acceptable. Add coloring agents mixed with water at the time the cement is added to the mix during batching. Determine coloring agent batch amounts by weight, not volume. Use additional mixing time required as recommended by the manufacturer.

The amount of coloring agent to be used will be determined by the CO based on test section results and shall not exceed 5.3 percent of the weight of cement.

Question 5:
Specification Section 32 17 23.13 requires the use of temporary pavement markings. The current road does not have any traffic markings. Will temporary markings be required for this project?
NPS Response:
Yes.
Question 6:
Please reference detail on C5.0 pertaining to the Asphalt Swale. It appears there is some kind of monolithic curb formed into the swale on the uphill side. Please clarify this requirement
NPS Response:
It is shown as a straight-backed asphalt curb. The material and configuration can be determined in a Request For Information (RFI) after contract award.
