SOUTH OLD MINE ROAD AT DELAWARE WATER GAP

DEWA 188230

SOLICITATION NUMBER: 140P2019R0039

CONTRACTOR QUESTIONS AND NPS RESPONSES

March 22, 2019

Question 1:
According to Sheet C5.0 of the Project Plans, the finished road profile is shown Inset A of this Sheet. In order to construct per Inset A, while constructing according to design road profiles, the contractor will need to remove reclaimed material and grade (cut/fill) top of subgrade to 13-Inches below finish grade. Because the site has a very limited staging area and the road must be kept open, the reclaimed material would most likely have to be exported off then imported back onto site. For example, there are many road sections where proposed finished grade is lower than existing road (i.e. STA 126+25). In order to achieve 10-inches of known subbase, the following sequence could be envisioned.

1. Reclaim existing road

2. Remove and stockpile (on/off site) reclaimed material

3. Cut and export to proposed top of subgrade elevation

4. Install 10-inches of subbase (reclaimed material)

5. Install 2 layers HMA

QUESTION: Is the intent to provide a minimum of 10 inches of subbase and maintain detailed grades and cross slopes as shown on the drawings? During the site walk, it was a bit unclear.

NPS Response:
The intent is to maintain the detailed grades and cross slopes as shown on the drawings while providing 10 inches of subbase plus 3 inches of asphalt. The intent is to perform the pulverizing and blending methods to a depth that establishes the bottom of the proposed pavement section without removal of reclaim material. In the limited areas of cut, the contractor can extend the reclaim methods down to a maximum depth of 15 inches and/or temporarily remove the reclaimed material to establish the proposed grades.

Clarification of Note 1 on Drawing C5.0:

1. RECLAIM THE FULL WIDTH (APPROXIMATELY 20’) OF EXISTING PAVEMENT AND BASE BY PULVERIZING AND BLENDING METHODS AS REQUIRED TO PROVIDE 10” OF NEW BASE MATERIAL FROM RECLAIMED MATERIAL AND 1.5” OF ASPHALT PAVEMENT 3/8” AS INTERMEDIATE COURSE AND 1.5” OF ASPHALT PAVEMENT 3/8” AS SURFACE COURSE WITH TACK COAT BETWEEN LIFTS. RECLAIM OPERATIONS ARE PERMISSIBLE UP TO A MAXIMUM DEPTH OF 15”. REMOVE EXCESS RECLAIM MATERIAL AS REQUIRED.”

Questions 2:
If ledge rock is encountered in the excavation areas, how will it be handled by the department?
NPS Response:
Rock removal is not in this contract. If rock requiring removal is discovered during construction, submit a rock removal plan in writing to the CO for discussion and approval. Archeological monitoring will be included in the rock removal plan and required during rock removal operations.
Question 3:
Around station 127+50 the plans call for embankment excavation. At our preconstruction meeting we were told that this area is of interest to the parks archeologists. Will the involvement of the parks archeologist slow down the excavation process their or anywhere else excavation is required?
NPS Response:
Archeological monitoring is defined in the Specifications, Section 01 35 13.22, Subsection 3.3 A. It is the Contractor’s responsibility to determine the time required to meet the Specification.
Question 4:
The job calls for Reclamation of the existing road material. The finished width according to the cross-sections is 21 feet. This includes the 1’ wide asphalt shoulders being called for. The existing street in only 19 to 19.5’ in width. What work will be required to supplement the roadway subbase in this area?
NPS Response:
Refer to Sheet C5.0, Note 3.
Question 5:
Are the field stones that get placed in the rubble paved waterway get recessed in the concrete foundation?
NPS Response:
Refer to C8.0, Note 8.
Question 6:
It was mentioned at the prebid meeting that the concrete guide rail is to be saved and turned over to the Park. What location?
NPS Response:
Deliver the existing, salvaged, concrete, guardrail posts to the Dingman’s Ferry Roads Maintenance Facility (26 miles from project site) or the park maintenance facility in Bushkill, Pennsylvania (13 miles from project site). Both locations are in the Park.
Question 7:
Will all the trees that need to be taken down be removed prior to the construction start?
NPS Response:
Remove three trees at Station 141+20 Left for the proposed drainage structure, and one tree at Station 127+30 Right for the existing driveway restoration. Do not remove any other trees
Question 8:
Asphalt courses in detail C5.0 call our a 1.5” layer of 3/8 intermediate and 1.5” layer of 3/8” surface course. Are both these layers 9.5mm superpave?
NPS Response:
Yes.
Question 9:
Also, can you clarify the PGAB to be 76-22?
NPS Response:
Use a PGAB performance range of 64-22.
