About this file

This pre-solicitation notice seeks proposals for construction services to rehabilitate water and sewer utilities at Denali National Park and Preserve in Alaska. The project involves installing approximately 1700 feet of 3-inch water main, 4000 feet of 8-inch sewer main, 20 manholes, and related ancillary equipment. Work will require traffic control and consideration of minimizing excavation footprints. The estimated value is between $1-5 million. The National Park Service intends to award a single firm-fixed price contract using a tradeoff source selection process. Proposals are due from small businesses by August 24, 2019, with a site visit scheduled for September 2019. The period of performance is 120 calendar days from notice to proceed.

1) How much clearing is anticipated? The corridor appears to be very tight.

a. Spec Section 01 11 00, 1.5 Contractor Use of Site - "limit site disturbance, including earthwork and clearing of vegetation, to minimum required to accomplish the work, even when this is less than the limits identified." Also reference other spec sections, including Section 31 10 00 Site Clearing.

2) Will hydro-seeding be required for disturbed areas?

a. No hydro-seeding. Spec Section 32 93 00 Plants identifies the removal and storage of vegetation mats, along with Salvaged Soil, for use in areas of construction where groundcover/vegetation mats are impacted due to construction of utilities. Salvaged soil may be placed with Park Staff adding seed to the salvaged soil.

a. This is the responsibility of the contractor. The site visit noted that the sleeve for the utility will be on the east side of the Post Office intersection instead of the west side, near that existing telecom line. Length of sewer main overall will be shorter and the number of manholes will remain the same.

4) Will the “pipe sleeves by others” be completed in a timely manner in the contractor’s trench?

a. Yes, sleeves are to be installed by road paving contractor in spring 2020.

5) Will the trench have to be left open until the sleeve is completed?

a. No, trench or boring under roadway and installation of sleeve will happen in

Spring of 2020.

6) Can the bedding sand be stockpiled in the lay down area?
