GENERAL INFORMATION

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1419Q0108. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2019-03, dated 12 June 2019 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

This requirement is set aside for total small business. The North American Industry Classification System (NAICS) code is 339113 and the small business size standard is 750 employees.

The acquisition is in support of Yellowstone National Park. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation, to the offeror whose quote is determined to be most advantageous to the Government. Quotes will be evaluated in accordance with FAR 13.106-2.

Period of Performance: August 27, 2019 – January 31, 2019

REQUIREMENT SPECIFICATIONS:

Brand Name or Equal LION 2019 Turnout Super-Deluxe, Traditional Coat & Pant with Freedom design and includes on-site custom sizing. Quantity 55 Each Coat & Pant.

Two optional line items for Pricing of an Additional Twenty (20) Turnouts is requested, and the government reserves the right to exercise these line items. See Price Breakdown Table on page 14 of this combined synopsis.

Price must include delivery to Yellowstone National Park, 22 Stable Street, Mammoth, WY 82190.

To be eligible for award “Equal” product offers shall meet the following minimum salient characteristics.

1. The Contracted Company/Vendor shall provide all applicable testing and certification documentation for

Structural Fire PPE to the AHJ for departmental record keeping in accordance with NFPA standards.

2. The Contracted Company/Vendor shall provide sizing services to size individual firefighters for proper fit of

PPE.

3. All Structural Fire / Wildland / Technical Rescue PPE, accessories and equipment shall be in full compliance with NFPA and meet all applicable standards.

4. The Contracted Company/Vendor shall issue a warranty and provide services to protect against manufacturers defects, materials and or workmanship under normal use/conditions. Warranty information has to be provided with quote.

Specifications for On-site Sizing

1. Sizing to be performed on-site throughout seven districts of Yellowstone National Park. Park staff will be available to take individual to the different districts.

2. Sizing to be performed within the period of performance.

3. Able to respond to questions by firefighters regarding turnouts.

4. Names spelled correctly.

5. Adjustments shall be provided to correct misspelled names or for unique fittings in rare cases. Allow for zero up to five unique fittings.

Turnouts shall meet the following Code Requirements:

In accordance with NFPA 1971 Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, all Structural Fire PPE shall be of the same name brand and materials. Using equipment from other manufacturers would void the NFPA and NIOSH certification. Additionally, mix matching PPE name brands would void any applicable warranties. Yellowstone National Park Structural Fire Department currently uses LION Apparel Structural Fire PPE with the latest service life (excluding the proposed PPE to be replaced) being 2024.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

Electronic Invoicing and Payment Requirements Internet Payment Platform (IPP) April 2013 Payment requests must be submitted electronically thought the U.S. Department of the Treasury’s Internet Payment Platform System (IPP).

Payment Request means any request for contract financing payment or invoice payment by the Contractor. To constitutes a proper invoice, the payment request must comply with the requirement identified in the applicable Prompt payment clause included in the contract, or the clause 52.212-4, Contract Terms and Conditions Commercial Items including in commercial item contracts. Vendor Company Invoice MUST BE attached to the IPP Invoice in order to be processed. Failure to attach company https://www.ipp.gov/ invoice may result in rejection of invoice.
