Winter Pasture

Glacier National Park

GENERAL INFORMATION

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ)

140P1418Q0093. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-99, dated 15 June 2018 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

This requirement is set aside for total small business. The North American Industry Classification System (NAICS) code is 115210 and the small business size standard in millions of dollars is $0.75.

The acquisition is in support of Glacier National Park. The National Park Service contemplates award of a firm fixed price base contract plus two (2) option years, as a result of this combined synopsis/solicitation, to the offeror whose offer is determined to be most advantageous to the Government. Quotes/offers will be evaluated in accordance with the Clause 52.212-2 Evaluation - Commercial Items, see addenda contained in this solicitation. Period of

Performance 7/26/2018 – 7/25/2019 plus two (2) option years.

Amendment 001 is to respond to question received.

1. Question: Can you clarify responsibilities surrounding veterinary care.

NPS Response: The Government will be responsible for all vaccinations and illness or injury due to natural causes. To treat sick or injured animals as deemed necessary, the Contractor and/or the Government will be responsible for veterinary care, including transportation, depending on responsibility. The Park

Representative shall determine responsibility, of the veterinary care, whether due to negligence on part of the contractor or due to natural causes. The contractor shall contact the Government as soon as possible if such an issue arises for guidance and direction from the Park Representative.

Offerors are required to sign Amendment 001.

REQUIREMENT

Glacier National Park requires Winter Pasture from qualified individuals for approximately Sixty-Two (62) head of

Government owned horses and mules. Animals shall be pastured in one group, or if necessary, broken into groups of no less than 15 head.

Statement of Work:

Pasture shall be no less than 40 acres, fenced, and fences maintained, to prevent stock from injury or straying from contractor’s pasture. The pasture shall provide a safe environment and be free of old wire and other hazards. Feedlot style feeding is not desired and will not be considered at this time.

Water, salt, and supplemental feed (if necessary), must be available to stock at all times. When supplemental feed is necessary, it shall be provided by the Contractor at no additional cost to the Government and shall consist of good quality hay, free of mold. Determination of the need for supplemental feeding will be made by the Park

Representative and based on animal condition.

A corral or fenced area shall be available for catching, loading and unloading animals into stock trucks and trailers.

Contractor shall herd the stock into the corral or fenced area for removal in the spring.

Delivery Timeframe:

a. Estimated dates for 2018/2019 Winter Pasture:

• September 28, 2018 18 head delivered to Pasture

• October 15, 2018 44 head delivered to Pasture

• May 8, 2019 62 head removed from Pasture and returned to West Glacier

b. Calculations based on the following animal days:

• 18 animals from 09/28/18 - 05/8/19 (3996 animal days)

• 44 animals from 10/15/18 – 5/8/19 (9020 animal days)

• Total of 13,016 animal days

c. Timeframes for Option Year Period of Performance 2019-2020 and 2020-2021 will be similar.

• Limited stock (<18 head) will be delivered late September and the remainder of the animals, the second and/or third week of October

• Approximately 58-65 head will be pastured each year.

• Approximately 12,500 to 14,000 total animal days for each of the two option years

It is mutually agreed upon that no more than 18 head will be delivered to winter pasture on or before

September 28th of each year, with the remaining number of head delivered approximately October 15th or later. Mutual effort will be made to remove stock from pasture the first full week of May.

Delivery Other:

• Delivery point to pasture shall be no greater than 100 driving miles from West Glacier, MT

• All stock will be transported to and from the pasture by the National Park Service.

• Prior to the acceptance of the offer, a Park Representative will inspect the proposed pasture to ensure it meets specifications.

• During the service period, a Park Representative will inspect the animals and pasture at a minimum of bi-monthly and more often if weather conditions and/or health concerns warrant shorter intervals.

• Contractor shall be liable for any death, injury or loss of stock by escape or theft due to Contractor negligence. Contractor will make restitution at contractor’s expense, and the Government will select replacement stock of comparable value.

Payment:

• Payment will be made for the day of delivery, but not for the day of removal from the pasture, and for the actual number of days each animal is in the Contractor’s care.

• Payment will be made in one lump sum after the wintering has been completed and the animals returned, or in increments of one month or more by submitting an original itemized invoice to the Contracting

Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the

Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

Electronic Invoicing and Payment Requirements Internet Payment Platform (IPP) April 2013

Payment requests must be submitted electronically thought the U.S. Department of the Treasury’s Internet Payment

Platform System (IPP).

Payment Request means any request for contract financing payment or invoice payment by the Contractor. To constitutes a proper invoice, the payment request must comply with the requirement identified in the applicable

Prompt payment clause included in the contract, or the clause 52.212-4, Contract Terms and Conditions Commercial

Vendor Company Invoice MUST BE attached to the IPP Invoice in order to be processed. Failure to attach company invoice may result in rejection of invoice. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer meets the minimum requirements of the solicitation. The minimum requirements are:

Provide a corral or fenced area for catching, loading & unloading into trucks/trailers

Must be able to accept livestock on the estimated delivery dates

Must be located no more than 100 driving miles from West Glacier, MT

Award will be made in accordance with FAR Part 13.106-2(b)(3), based on direct comparisons of offers, to the quote/offer that provides the requirement determined to be most advantageous to the government. Comparative evaluation is determining whether one offer is acceptable (meets or exceeds the minimum requirements) and if so comparing it to another offer. The offer that is most advantageous to the Government will be selected. The

Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum but is not required to do so.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
