Work performed under an IDIQ task order as contemplated in this RFQ must be performed by individuals licensed or certified in the state(s) in which the work is to be performed. Therefore firms, either on their own or in combination with subcontractors, provided compliance with the limitation on subcontracting is met, must have or be eligible to acquire professional qualifications, including licenses and certifications, in any of the required disciplines in the States identified above as necessary for the completion of a task order within 30 days of being notified of most highly qualified status. This requirement is necessary to meet licensure and certification requirements as well as to avoid undue delay in meeting agency requirements as they arise while taking into consideration concerns for human health and safety. As such, firms must demonstrate that they are or are capable of being or are eligible to be licensed or certified in the States identified in any of the required disciplines within 30 days of being notified of most highly qualified status.
The NAICS code for this requirement is 541370.
Active registration in System for Award Management (SAM) at https://www.sam.gov is required in order to conduct business with the Federal Government.

More than one award will be made to ensure economic and complete coverage of the NPS-IMR states. The maximum award threshold for all contracts combined for the life of the contract is $2,500,000.00 (inclusive of base & all options). The Government reserves the right to award contract(s) based on the Source Selection Authority’s final selection of firms considered most highly qualified to perform the work. Each selected firm shall be provided a fair opportunity to be considered for task orders to be issued. The Government will use such factors as experience, qualifications, past performance, quality of deliverables, timeliness, geographic location, and other factors (i.e. knowledge of local construction methodologies and practices, natural and cultural compliance, permitting, etc.) that the Contracting Officer, in the exercise of sound business judgment, believes are relevant to the placement of orders.

Contracting activities outside IMR must first obtain permission from IMR personnel authorized to review and authorize such requests before a request for proposal is issued. All task orders must be within this contract’s scope and must comply with the terms, conditions and intent of the IDIQ contract. In addition, contracting activities outside IMR must provide IMR copies of the task order issued, the Contracting Officer’s Representative (COR) appointment letter for the task order and any task order modifications executed.
CONTRACT PERIOD/ORDERING LIMITATION
All services will be provided under an IDIQ contract. The base contract period will be for one year with options to extend for four additional one-year periods. Work will be ordered by issuance of firm fixed price type task orders. The maximum ordering limitation will be $2,500,000.00 for the life of the contract. Each task order will not exceed $500,000.00. The guaranteed minimum for the life of the contract, which includes the base period and all options exercised, is $3,000.00.
TECHNICAL EVALUATION CRITERIA
The following criterion is descending order of importance and will be used in the evaluation of the prospective firms. Firms must not submit excessive and unrelated information. As determined by the Contracting Officer, a firm’s submittal of high (excessive) volumes of unrelated information may render the response unresponsive and therefore will not be considered for possible selection as a most highly qualified firm. To be responsive, a firm’s response to this notice must contain the information required, be timely, responsible and convey an understanding of the requirement. Information required and submitted on the SF 330 shall be inclusive of the following information--
A. Prior Experience in projects considered similar to the projects that will be performed under this contact as described above. Evaluation will consider relevance of the experience. Those firms with more experience will be rated higher.
B. Professional Qualifications of the firm and staff proposed for performance of this contract. Evaluation will consider key personnel of the primary firm and subcontractors to be used in the contract in terms of--
• Professional registration - professional surveyor licensure is required, however, separate registration in each state listed in this contract is not required for topographic surveying. Registration or access to a professional surveyor through partnerships (i.e. subcontract, Joint Ventures, teaming agreements etc.), is required for each state listed in this contract for boundary services;
• Availability of an adequate number of personnel in the key disciplines (described above) to ensure that the firm can meet the potential of working on multiple task orders; and
• Education, training, relevant experience.
Firms showing the most qualifications for work of this type described above will be rated higher.
C. Past Performance will be evaluated in accordance with the following and Federal Acquisition Regulation 42.1502(f), Contractor Performance Information, Policy, on projects considered relevant to the work to be

performed under this contract with respect to management, cost control, quality of work, and compliance with performance schedules, as determined from the Government's Past Performance Information Retrieval System (PPIRS) (to the maximum extent possible) and other sources deemed necessary by the Contracting Officer to properly assess your firm. Evaluation will consider the success of the identified relevant experience and proposed personnel. Include valid references information for 5-10 projects performed recently (within 6 years from the date the solicitation was issued), of comparable scope (reference the DESCRIPTION above) and of comparable magnitude (price – see Historical Data). This information is inclusive of the information listed in Section F of the SF 330 and must include firm’s role (i.e. prime contractor, subcontractor, consultant etc.), project owner’s agency/company, a valid email address, project key number (i.e. project number, contract number, task order number etc.), and the date the work was completed (or the percent complete if it is in work).
In the case of a firm without a record of relevant past performance or for whom information on past performance is not available, the firm will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. Firms that demonstrate more than satisfactory past performance on relevant projects will be rated higher.
D. Capacity to perform orders for a combination of 6 orders in 6 different states, requiring 6 crews and a capacity to perform approximately $500,000.00 in work in one year. Firms that demonstrate meeting and exceeding this capacity will be rated higher.
E. Knowledge coordinate systems and boundary laws in states within the boundaries of the IMR (i.e. Colorado, Utah, Wyoming, Montana, Arizona, Texas, New Mexico, and Oklahoma). Firms that demonstrate greater knowledge of the areas within the region will be rated higher.
F. Inventory of equipment or ability to obtain equipment necessary to perform the work described above. Firms that demonstrate the appropriate resources to meet the requirements of working on and in multiple locations at a time will be rated higher.
G. Provide the firms overall Quality Control Plan which includes ensuring the technical accuracy, completeness, and correctness of the work, and all topographic surveying aspects and details, including coordination of all subcontractors with each other. Firms that demonstrate plans that clearly meet the requirements of the projects will be rated higher.
SUBMISSION REQUIREMENTS
Firms that fully meet the requirements described in this announcement are invited to submit:
A. A Letter of Interest, which must include a prime and alternate Point of Contact (full name, phone and email address) authorized to negotiate on behalf of the firm;
B. A validation of the submittal for no less than 180 calendar days;
