About this file
This is Amendment 0001 to Request for Quotation (RFQ) 140M0126Q0033 issued by the Bureau of Ocean Energy Management (BOEM), a component of the Department of Interior. The amendment extends the quotation due date and updates submission contact information for the PAC-DIRT project.
The quotation due date has been extended to 11:5:00 APM Eastern Time on July 150, 2026 (the document contains apparent typographical errors in the date and time formatting). Quotations must be submitted via email to caroline_laikin-credno@ios.doi.gov and michelle_potter@ios.doi.gov with the subject line "140M0126Q0033, PAC-DIRT." Responses must be submitted in two separate volumes—Price Volume and Technical Volume—in Microsoft Word, Adobe PDF, and/or Microsoft Excel formats. The amendment also includes a Questions and Answers attachment addressing a question about incorporating Sediment Profile Imaging (SPI) with Plan View imagery as a complementary in-situ sediment characterization method; BOEM's response clarifies that sediment samples have already been collected by federal partners and the study will rely on laboratory analyses of existing box core samples rather than supporting additional fieldwork. Questions regarding the RFQ must be submitted to Michelle Potter at michelle_potter@ios.doi.gov no later than 5:00 PM Eastern Time on June 30, 2026. The amendment was issued on June 22, 2026, with an effective date of June 22, 2026, and requires contractor acknowledgment of receipt prior to the quotation submission deadline.

Amendment 0001
Attachment 1 Questions and Answers
Request for Quotation (RFQ) 140M0126Q0033, Amendment 0001
Number Questions and Answers Question No. 1 The SOW (Task 2) bases sediment characterization on sub-sampled box/push cores analyzed ex-situ in the laboratory. We would like to ask whether BOEM would consider or permit an offeror to propose, Sediment Profile Imaging (SPI, examples below) paired with Plan View (PV) imagery, as a complementary in-situ method within the technical approach. We have collected paired SPI and PV imagery and can demonstrate the approach in this context.
Our rationale is twofold:
• Spatial representativeness at low cost and broad coverage. With SPI/PV, it’s possible to collect data at many more seafloor locations than with grab/core sampling plus lab analysis. This would help characterize the spatial variability of the sediment field and assess how representative the collected cores are of the broader areas. PV provides areal context while SPI provides the vertical cross-section, together characterizing the spatial variability of the sediment field and how representative the collected cores are of the broader leasing areas. In-field image review can also guide adaptive, more complete sampling. In-situ seafloor imaging is already recognized as valuable in this exact context (Gazis et al. 2025, cited in the SOW). (Germano et al. 2011; Solan et al. 2003; Rhoads & Germano 1982;
Gazis et al. 2025)
• Preservation of intact structure relevant to plume modeling. SPI characterizes the undisturbed sediment-water interface, capturing fine-scale layering and the physical state of the surficial sediment. Therefore, SPI characterizes a vertical dimension that plan-view imagery and homogenized grab/core samples cannot resolve. The peer-reviewed literature, including work from the same research groups cited in the SOW, documents that ex-situ handling and homogenization disaggregate flocs and bias grain-size and settling-velocity measurements, the very properties on which the Task 3 plume models are most sensitive. Intact information on near-surface layering is directly relevant to modeling what sediment is mobilized and how it settles. (El Mousadik 2024)
Would BOEM consider incorporating SPI (with paired PV) into the scope, or treat it as an allowable complementary method that an offeror may include within the period of performance and budget?
Answer No. 1 Sediment samples for this study have already been collected from the central Pacific by federal partners. At this given time, it is not feasible for BOEM to support additional fieldwork as part of this effort. Despite the merits of SPI/PV in situ observations, this study will need to rely on laboratory analyses of the already collected box core samples to inform the sediment plume modeling simulations.
