About this file
This document is Amendment 0001 to a federal solicitation (140M0126Q0028) issued by the Bureau of Ocean Energy Management (BOEM), with an effective date of 06/30/2026. The amendment provides responses to vendor-submitted comments and questions regarding an unspecified procurement.
The amendment clarifies several technical requirements for what appears to be a geological core sample analysis project. Key clarifications include: core samples are already split and not frozen; 25% (rather than 50%) of samples should be further processed for mineralogy; potash analysis will consist of elemental potassium concentration rather than identification of potassium-bearing minerals; and barium analysis requires only elemental barium concentration unless anomalies are detected in the elemental data, with the government not concerned about specific mineral forms absent such anomalies. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation by completing the required form items or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location by the specified deadline may result in offer rejection. The contracting officer is Stephanie Brock at BOEM-HQ, 45600 Woodland Road, Sterling, VA 20166-9216.

The purpose of amendment 0001 is to provide responses to vendor submitted comments and questions, see the attached page.
Comment: Are the cores already split?
Response: Yes.
Comment: Are the cores frozen?
Response: No.
Comment: Is 50% of the samples a reasonable basis for the number of samples to be further processed for mineralogy?
Response: 25% is a more reasonable basis.
Comment: Regarding the request for "Potash". Is the intent to simply seek elemental potassium (K) concentration? Or is the goal identification and quantification of potassium-bearing minerals (e.g., sylvite, carnallite, or other potash minerals) during the mineralogical phase of the program?
Response: Potash is not required; elemental potassium analysis will sufficiently meet the program’s current needs.
Comment: The same sort of clarification question applies to "Barite". Is the goal to seek elemental concentration of Barium only from BaSO4? There are other Barium sources (Barium Carbonate, mixed Barium-Calcium Carbonate, Barium Feldspar, etc)
Response: The Government is not concerned about the specific mineral form unless the elemental data shows an anomaly.
