Synopsis – Notice to Sole Source:

NOTICE OF INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER TO

Critical Minerals Geospatial Portal - Data Basin Gateway Development and Maintenance

This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Deviation Parts FAR 12.201-1(c)(2)(i), Simplified Solicitation Procedures, and FAR 12.102(a), Restricting Competition, and FAR 5.101(a), Presolicitation Notice.

The U.S. Department of the Interior (DOI), Burau of Safety and Environmental Enforcement - (BSEE) Acquisition Operations Branch, on behalf of the Bureau of Ocean Energy Management (BOEM), is the contracting office for this procurement. The purpose of this Notice is to announce the Government’s intent to issue a sole source contract to the Conservation Biology Institute (CBI), 136 SW Washington Ave., Suite 202, Corvallis, OR 97333, using the procedures in FAR Subpart 12.

Specifically, BOEM has a need for the Conservation Biology Institute (who operates and maintains Data Basin) to maintain the existing Guam gateway and develop new gateways, including an online data catalog and resource center, for the Commonwealth of the Mariana Islands and American Samoa to support marine spatial planning.

This platform provides access to a comprehensive and up-to-date collection of ocean datasets, facilitates the creation of new data resources, and serves as a hub for coordination on ocean data issues. Key objectives include ongoing operation, maintenance, and administration of Data Basin servers; updates to the Data Basin website; creation of a new portal website for American Samoa and Commonwealth of the Mariana Islands; and assistance in generating new datasets.

This platform will consolidate existing data and provide state, federal, and local users with tools to locate, visualize, and download information on ocean resources and human activities, including fishing grounds, recreational areas, shipping lanes, habitat zones, and energy sites for Guam, the territory of American Samoa, and the Commonwealth of the Mariana Islands,.

Data Basin has become a critical resource used by BOEM as a source of data for environmental analyses and a location to share data products from BOEM’s Environmental Studies Program. A multitude of various datasets already exist in Data Basin and it is the established access mechanism for the public.

Data Basin is managed by the Conservation Biology Institute, a non-profit organization. There is no other entity that provides the unique one stop services that Data Basin provides for Guam and in the future Samoa and the Mariana Islands. Without Data Basin users would have to gather vital information from numerous on-line sources and manuals not available on-line, which is time consuming and often times lacks current up-to-date information. In accordance with FAR 6.302-1, Only One Responsible Source, it has been determined that no other supplies or services will satisfy agency requirements"

The anticipated period of performance is a total of four years, a 12-month base period and 3 12-month option periods. The place of performance is the contractor’s facility.

PLEASE NOTE: This notice is not a request for quote (RFQ). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 12:00PM Eastern Daylight Time on April 17, 2026. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer at caroline_laikin-credno@ios.doi.gov reference notice ID 140M0126Q0015 on the subject line. A determination by the Government not to compete the Government’s requirements described in this notice is solely within the discretion of the Government.
