SECTION 2
STATEMENT OF WORK
Web Accessible Up-To-Date Alaska Oil and Gas Well Database
2.0 GENERAL INFORMATION
2.1 Introduction
The Bureau of Ocean Energy Management (BOEM) Alaska Outer Continental Shelf Region
(AOCSR) Resource Evaluation (RE) Program Office requires a cloud-based oil and gas well data and production database service for State of Alaska and OCS Alaska areas.
2.2 Background
The BOEM AOCSR RE Office investigates the mineral potential of Alaska's OCS (mainly for oil and gas), and ensures that the federal government receives fair market value (FMV) for OCS oil and gas leases that it awards to private firms through a competitive bidding process.
RE uses seismic and well data to create maps that identify those areas of the Alaska OCS likely to contain oil and gas accumulations. RE also carries out regional assessments of the undiscovered oil and gas potential of the Alaskan OCS. These assessments are used to identify those areas offering the greatest potential, and to guide leasing and exploration policies and programs.
Historically, AOCSR RE has relied on the Alaska Oil and Gas Conservation Commission
(AOGCC) public datasets and web applications to extract and download Alaska State well and production data in support of their Bid Adequacy Procedures and resource assessments.
Accessing and synthesizing this well and production data from multiple data formats and web applications is a time and labor intensive process. AOCSR RE seeks to streamline this task, provide staff with greater well data accessibility, and improved integration of well and well production data with our existing commercial off-the-shelf (COTS) geological, geophysical and engineering software applications.
BOEM AOCSR RE Office will procure services to access, search and retrieve, Alaska State and
Alaska OCS oil and gas well data and production libraries.
2.3 Statement of Work
BOEM AOCSR RE Office seeks two types of oil and gas well information: 1) Alaska oil and gas well data, history and location information; 2) Alaska oil and gas well production data.
2.3.1 Oil and Gas Well Data Service Shall:

Include the following information on the location of each well: latitude and longitude, including geodetic datum used, of surface and bottom hole, state/county, township section and range.
Provide accurate digital wellbore directional survey data and well elevation datums.
Provide dates associated with each well such as Spud, Permit, Completion, and Status dates.
Contain information on the geology associated with each well, such as formation at total depth, formation tops, oldest age penetrated, play name, play type, producing formation and target formation.
Provide the following information on the identification of each well: API Number, Well
Number, Lease Name, Operator, Current Operator, State Permit Number.
Provide the following information on tests associated with each well: Core/Drill Stem Test
(including formation name, and intervals tested), IP/PT (formation name, depth tested, pressure and oil, gas and water volume data) Lateral Length, Total Depth, Treatment Type.
Provides formats of oil and gas well data that is easily accessible via Petrel E&P software.
2.3.2 Oil and Gas Well Production Data Service Shall:
Provide a user-friendly cloud-based application to access Alaska oil and gas well production data that the contractor maintains and supports.
Be updated at least yearly.
Provide information on geology of production: reservoir, zone and type.
