General Information

This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR) Part 12 -- Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures.

This acquisition is being solicited as an 100% Total Small Business Set Aside

Quote Preparation Instructions-General

All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package maybe considered nonresponsive. Quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section. To aid in the evaluation, the quotes shall be clear and concisely written as well as being neat, indexed (crossed-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date and the solicitation number.

Delivery

Offeror shall deliver quote via electronic mail to the above stated point of contacts.

Overall Arrangement of Proposal

The overall submission package shall consist of two (2) separate volumes/documents, individually entitled as stated below:

Volume I Technical Statement Volume II Value Bid Schedule

Volume I – Technical Statement

Offerors are required to provide a detailed statement regarding their technical approach and capability to complete the requirements outlined in the scope of work. The Technical Statement shall explain how the work will be carried out in terms of the techniques, procedures, and schedule. The Offeror’s performance record will be assessed IAW FAR 9.1; therefore, the Technical Statement shall also include a detailed statement on experience, capacity, and expertise demonstrating the ability to perform the required tasks within the period of performance and to meet all goals and objectives on schedule.

Each quote shall contain the following information:

1. Three examples of successful past performance of projects of a similar magnitude and nature.

2. Example of the type of equipment to be used for grubbing of mesquite (brief description of equipment make, model, and capabilities).

3. Quality Control Plan.

Volume II: Value Bid Schedule

Offeror’s pricing quote shall be submitted in a cost per acre format, utilizing the Value Bid Schedule (Attachment 4).

BASIS FOR CONTRACT AWARD: The basis for the award will be Lowest Price Technically Acceptable (LPTA), and will consider the following evaluation factors:

a. Factor 1 – Technical Approach: The Technical Approach Factor will either receive an acceptable or unacceptable rating defined below based on an overall evaluation of how well the Offeror’s submitted technical statement meets the requirements of the solicitation and indicates an adequate approach to and understanding of the scope of work.

Rating Description Acceptable Proposal meets the requirement of the RFQ and indicates an adequate approach to and understanding of the requirements outlined in the scope of work.

Unacceptable Proposal does not meet the requirement of the RFQ or indicates an inadequate approach to or understanding of the requirements outlined in the scope of work.

b. Factor 2 – Total Price: Price will not be scored or rated but will be evaluated for reasonableness in accordance with (IAW) FAR 15.404-1(b). A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factor of Technical Approach. Additionally, the Offeror must be deemed a responsible prospective contractor IAW FAR 9.1.

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factor of Technical Approach. Additionally, the Offeror must be deemed a responsible prospective contractor

IAW FAR 9.1.
