About this file

This statement of work outlines requirements for a directional drilling project. The contractor will drill an unlined borehole not exceeding 120 feet long to install a new high voltage power line and replace an existing 40-year-old cable that failed at the TK Jones Campground in Imperial County, California. The work area has an extremely steep downward slope of approximately 60% near the toe of the Senator Wash Reservoir earthen dam. Upon completing the point-to-point bore, the contractor will attach and pull back the replacement cable simultaneously as the auger is extracted. The Bureau of Land Management has purchased the new cable and will complete remaining trenching and connections. The related federal contract opportunity is solicitation number 140L6424Q0011 from the Department of the Interior Bureau of Land Management Arizona Region to obtain an excavation contractor to perform the directional drilling.

Statement of Work Directional Drilling TK Jones Campground Electrical Failure

The Contractor Will:

Directionally drill an unlined borehole not to exceed 120 ft long for installation of a high voltage powerline to allow re-establishment of electrical power for the TK Jones Campground. Once the hole has been drilled the contractor will attach the new power cable to the drill head and pull the cable back through the established drill hole. The existing power cable which is nearly 40 years old has suffered a catastrophic failure which cannot be located or repaired. In effort to avoid additional breaks and the potential for other potential compromised portions of the existing cable a new cable is being installed.

The work area is near the toe of the Senator Wash Reservoir earthen dam in an area that has an extremely steep downward slope (Approximate slope of 60%). The geographic location is in Imperial County California and Located in the Bureau of Land Management Imperial Dam Recreation Area. GPS Location: N32° 54’ 11.40” x W114° 28” 50.79” The reservoir is on the opposite side of the earthen dam and will not present issue or complications for the contractor. Drilling at this site will have no bearing on the structural integrity of the dam. Soil conditions at the site may include some cobble, mixed aggregate and sand mixed with caliche. The area has been previously disturbed but was re-bedded and packed during various construction projects. Contractors may encounter abandoned inactive water, power, alarm and septic cables and piping. An existing service water line is in the general proximity but should be buried lower than the intended drill effort. The contractor is allowed reasonable materials and equipment deemed necessary to accomplish the job of drilling from the start location pit through to the finish location pit. (Pits will be dug by BLM prior to the contractor beginning work).

The horizontal distance from point to point is approximately 100 ft and has an elevation change from 240 ft. down to 185 ft. (Approx 55 feet).

Upon completion of the point-to-point drill bore, the replacement cable with be attached and pulled back through the bore as the auger is being extracted (simultaneously). The BLM has already purchased the new power cable and will have it on site ready for deployment at the time of contractor work.

The remaining trenching and connection of the high voltage cable will be accomplished by BLM employees and electricians.
