About this file
This pesticide use proposal outlines a plan for invasive herbicide treatment at four shooting sports sites in Arizona. The Bureau of Land Management Phoenix District proposes to use 16 herbicide products to treat up to 676 acres, targeting all vegetation prone to ignition within shooting areas plus a 5-foot buffer along perimeter fences. Proposed herbicides include imazapyr, triclopyr, glyphosate, and metsulfuron methyl applied via cut surface, spot, and broadcast methods from October through September annually. Treatment will minimize impacts to non-target species and sensitive habitats while achieving the goal of bare ground within shooting areas with a preference for cactus species. Signatures from the BLM District Manager and State Pesticide Coordinator are required to approve the proposal prior to commencement of herbicide applications at the specified locations and pursuant to the conditions laid out in the document.

10. NUMBER OF APPLICATIONS: ______1 to 3
II. PEST [List specific pest(s) and reason(s) for the proposed application of the pesticide]:
All vegetation within shooting areas susceptible to ignition from firearms is targeted.
III. MAJOR DESIRED PLANT SPECIES
Bare ground is required within the shooting areas. Cactus species would be most desirable due to less flammable nature.
IV. APPLICATION SITE DESCRIPTION:
1. ESTIMATED NUMBER OF ACRES: 676
2. GENERAL DESCRIPTION (Describe land type or use, size, stage of growth of target species, soil characteristics, and any additional information that may be important in describing the area to be treated.)
The project area includes Bureau of Land Management Lands within the Phoenix District. The targeted area are in and around the shooting sports facilities.
V. SENSITIVE ASPECTS AND PRECAUTIONS: In order to assist in tracking potential impacts associated with Federally threatened, endangered or proposed species, please answer the following questions and then provide the site specific conditions information.
1. Are there special status species (SSS) in the project area? “Yes” or “No” (Circle One)
A. If “No” Proceed to the site description portion of this section.
B. If “Yes” Are any of the SSS also federally threatened, Endangered, or proposed? “Yes” or “No” (Circle One)
a. If “No” Proceed to the site description portion of this section.
b. If “Yes” Did your Field Office coordinate with the local Fish and Wildlife Service
Office and/or NMFS “Yes” or “No” (Circle One)
I. If “No” Explain:
II. If “Yes” Was Section 7 Consultation
Completed “Yes” or “No” (Circle One)
1. If “No” Explain:
2. If “Yes” What extent of Section 7 was completed? “Formal Consultation”
(Circle One) “Informal Consultation”
“Technical Assistance”
2b. Describe the outcome of the consultation:
V. SENSITIVE ASPECTS AND PRECAUTIONS – (CONTINUED): (Describe sensitive areas marsh, endangered, threatened, candidate, and sensitive species habitat – and distance to application site.
List measures to be taken to avoid impact to these areas):
VI. NON-TARGET VEGETATION: (Describe potential immediate and cumulative impacts to non-target pests in the project area because of the pesticide application. Identify any planned mitigation measures that will be employed – BE GENERAL, SPECIFICS DISCUSSED IN THE EA):
Non-target vegetation are any species outside the shooting areas. These species could be setback or killed by drift, volatized active ingredient, or misapplication. These non-target effects will be minimized by utilizing spot application methods, monitoring wind conditions, and ensuring applicators will be able to identify non-target vegetation accurately.
VII. INTEGRATED PEST MANAGEMENT PRACTICES CONSIDERED IN THE OVERALL
The herbicide treatments detailed in DOI-BLM-AZ-P000-2015-0001-EA are part of the Phoenix District
Integrated Weed Management EA. The treatment is to treat the proposed vegetation within the proposed area by a combination of mechanical and chemical treatments. All mitigation measures proposed in this
Environmental Assessment for sensitive species and best practices will be applied.

It has been clarified that the treatment area consists of the area within the blue polygon as well as along the perimeter fence line as indicated by the circumference of the red polygon. Treatment of the red polygon perimeter with span 5 feet in either direction of the fence line. Target vegetation will include native and nonnative grasses, forbs and annuals prone to ignition when dry. Trees, bushes and woody vegetation will be minimally targeted.
It is understood that herbicidal chemicals are cumulative (regardless of trade name) and may not exceed the BLM maximum per acre, per year.
