About this file
This is a Questions and Answers document for federal contract BLM AK – 140L6326Q0033 addressing the shipping and delivery of a CONEX container to Red Devil, Alaska. The document clarifies key requirements and specifications for contractors bidding on this transportation service.
The CONEX container will have a maximum cargo weight of 5,000 pounds (excluding the container itself) and will contain one UTV and one ATV, both with sufficient fuel for loading. The fully packed and secured container will be picked up at the BLM Anchorage Field Office during the April-May 2027 timeframe, with delivery required to Red Devil Airport property once the Kuskokwim River becomes navigable. The contractor is responsible for all transportation from the river/barge landing to the final placement location, including unloading and positioning the CONEX on BLM-provided 8" × 8" timbers. The contractor must level the timbers to ensure stability and safety, though the placement surface at Red Devil Airport is gravel with no site-access restrictions or weight limitations. No equipment will be available at the delivery site, so contractors must include all required unloading and lifting equipment in their quotations. The specific placement location on Red Devil Airport property will be detailed in amendment attachment #2, Red Devil Delivery Location. Early transportation once the river is navigable is preferred, though delivery is acceptable anytime within the contract period of October 1, 2026 through December 31, 2027.

Questions and Answers Connex Shipping to Red Devil
Question: The Statement of Work indicates the CONEX may contain up to 5,000 pounds of loaded weight. Does the 5,000-pound figure represent only the cargo inside the container, or the total gross weight of the loaded container including the CONEX itself?
Answer: The weight maximum of 5000 pound represents the contents of the CONEX and does not include the empty weight of the CONEX.
Question: Will the CONEX be fully packed, secured, and ready for transportation at the BLM Anchorage Field Office at the time of pickup?
Answer: Yes
Question: Is the material inside the CONEX considered non-hazardous, or will any hazardous or regulated materials be included?
Answer: The CONEX contents will include (1) UTV and (1) ATV. Both vehicles will have enough fuel in order to allow loading.
Question: Is there an anticipated or preferred pickup date within the October 1, 2026 through December 31, 2027 period of performance?
Answer: April-May 2027 to allow for delivery to Red Devil once the river is ice free.
Question: Can the Government provide the specific final delivery and placement location at or near Red Devil Airport?
Answer: Yes, once ADOT provides BLM the placement map.
Question: Will the contractor be responsible for transportation from the Red Devil river/barge landing to the final placement location at Red Devil Airport?
Answer: Yes. The location will be on the Red Devil airport property. See amendment attachment #2, Red Devil Delivery Location.
Question: Will any forklift, crane, loader, side-loader, or other equipment be available at Red Devil for unloading and final placement, or should the contractor include all required unloading and lifting equipment in its quotation?
Answer: No equipment will be available so the contractor will be responsible for placing the CONEX on the BLM provided 8” x 8” timbers.
BLM AK – 140L6326Q0033
Question: Does the Government require the contractor to place and level the two 12-inch × 12-inch × 10-foot timbers before positioning the CONEX on top of them?
Answer: See response above. Attempt to make reasonably level so the CONEX is stable and not a safety hazard.
Question: Are there any site-access restrictions, ground-condition concerns, or weight limitations at the Red Devil Airport placement area that contractors should consider when determining the appropriate equipment?
Answer: No. The surface is gravel
Question: Because Red Devil transportation may require seasonal barge or river service, would delivery during the available Western Alaska/Kuskokwim navigation season be acceptable as long as delivery is completed within the contract period?
Answer: Yes, but the CONEX should be transported as early as possible once the Kuskokwim River is navigable.
Question: Can you tell me specifically where in Red Devil AK the Connex container needs to be placed?
Answer: The location will be on the Red Devil airport property. See amendment attachment #2, Red Devil Delivery Location.
Question: Please confirm the exact location where Connex must be set up at the Red Devil airport. Is it by the shop? Or by the runway?
Answer: The location will be on the Red Devil airport property. See amendment attachment #2, Red Devil Delivery Location.
